According to Reforma reports, if Tesla does not announce plans to build a factory in Mexico on December 23, the announcement will be postponed to January next year.
Tesla’s Berlin Gigafactory was officially put into production in March this year. It is also Tesla’s fourth Gigafactory in the world.
In fact, there have been warnings that Tesla’s next Gigafactory will be located in Mexico. In June this year, at a Tesla all-employee meeting, when it came to the location of the new factory, Tesla CEO Musk once revealed that "Tesla's new factory in North America may not necessarily be located in the United States, but may consider building a factory in Canada or Mexico."
It is reported that in October, Musk had visited Nuevo Leon, Mexico, which borders Texas, the United States. According to people familiar with the matter, Musk has met with Nuevo León Governor Samuel Garcia and U.S. Ambassador to Mexico Ken Salazar.

Although from the current stage, Tesla currently has a layout of four Gigafactories with the Fremont Factory in California and the Shanghai Gigafactory in China operating at full speed, plus the Berlin Gigafactory in Germany and the Texas Gigafactory in the United States.
