On April 20, 2011, with the opening of the first duty-free shop in China in Sanya, Hainan, Hainan became the fourth area in the world to implement the offshore duty-free policy after Okinawa, Japan, Jeju Island, South Korea and other places.
April 20, 2012, on the first birthday of the offshore tax exemption policy. Sanya Duty Free Shop delivered a surprising report card: in a year, a total of 4.2 million tourists came to the store to shop, with a total of more than 1.5 million transactions and a sales amount of 1.67 billion yuan.
On the occasion of the 10th anniversary of the implementation of Hainan's offshore duty-free policy, on April 19, 2021, Haikou Customs disclosed that customs regulate offshore duty-free shopping in the past ten years (from 2011 to the first quarter of 2021). According to statistics, in the past decade, Hainan's offshore island duty-free shopping amount reached 94.8 billion yuan, the number of pieces reached 122 million, and the number of shoppers was 22.58 million.
Now, with the implementation of various policies of Hainan Free Trade Port , Hainan duty-free is ushering in another golden period of development. At present, there are 5 offshore duty-free business entities and 10 offshore duty-free shops on the island of Hainan, with a duty-free business area of 220,000 square meters. The duty-free shopping quota for off-island passengers has been increased from 30,000 yuan to 100,000 yuan, and the types of duty-free products have been increased from 38 to 45. With the continuous improvement of off-island duty-free policy, Hainan's tourism shopping consumption has accelerated the improvement of quality and efficiency, and the economic structure has been effectively adjusted. Duty-free shopping has become a "golden business card" of Hainan.

On December 11, 2012, tourists lined up to shop at Sanya duty-free shop. Starting from November 1, 2012, Hainan has officially implemented the adjusted off-island duty-free policy, adjusting the duty-free shopping limit per person from the original 5,000 yuan to 8,000 yuan.
