MEXICO CITY (AP) — Mexico is almost certain to elect its first female president in June — both leading candidates are women — but it’s almost equally as certain that she won’t have much room to act independently of outgoing President Andrés Manuel López Obrador.
The populist president has continued proposing new, expensive projects in the closing months of his administration, before he leaves office on Sept. 30. He will also leave a lot of big-ticket projects unfinished.
That will probably leave his successor with her hands tied for much of her six-year term. Even if opposition candidate Xóchitl Gálvez wins, a mountain of financial commitments will weigh on her. The candidate of López Obrador’s party, former Mexico City mayor Claudia Sheinbaum, leads in polls. A third male candidate from a small party has almost no chance of winning.
“The next administration will inherit a country with a financial hole that will limit the maneuvering room throughout the next term,” said Moody’s Analytics Director Alfredo Coutiño. “In order to deactivate the current fiscal vulnerability, the incoming administration will have to adjust fiscally (spending or taxes) in 2025.”

ROME (AP) — A fifth construction worker was confirmed dead Saturday after a concrete beam and slabs collapsed at a supermarket building site in the city of Florence a day earlier, Italian officials said.
“I’ve just been informed that rescuers have located the body of a fifth worker,” Eugenio Giani, the Tuscany regional president, said.
Search teams were working to reach the body under the rubble. Earlier, firefighters’ spokesman Luca Cari told Italian TV channel RaiNews that emergency personnel had recovered the body of a fourth worker.
14日下午，福建一艘渔船在金门海域被台方驱离，导致船上4人全部落海，其中2人死亡。对此，国台办发言人朱凤莲表示，我们对遇难同胞及其家属表示深切哀悼与诚挚慰问，对春节期间发生这样一起严重伤害两岸同胞感情的恶性事件向台方表达强烈谴责。
朱凤莲指出，多年来，我们秉持“两岸一家亲”理念，为保障两岸渔民正常作业做了大量工作，特别是在沿海多地设立台湾渔民接待设施，为台湾渔船和渔民提供避风、补给、抢险、救助等相关帮助。反观台湾方面，一段时间以来，民进党当局以各种借口强力查扣大陆渔船，以粗暴和危险的方式对待大陆渔民，这是导致这起恶性事件发生的主要原因。
朱凤莲表示，我们强烈要求台方立即查明事件真相，协助遇难渔民家属妥善处理善后事宜。我们正告台湾有关方面，要尊重两岸渔民在台湾海峡传统渔区作业的历史事实，确保大陆渔民人身安全，切实杜绝此类事件再度发生。

国台办发言人朱凤莲2月17日表示，2月14日发生的台湾方面粗暴驱离大陆渔船致两名渔民遇难恶性事件，引起大陆各界强烈愤慨，严重伤害两岸同胞感情。
朱凤莲表示，海峡两岸同属一个中国，台湾是中国领土不可分割的一部分。两岸渔民自古以来在厦金海域传统渔场作业，根本不存在所谓“禁止、限制水域”一说。大陆方面对台湾同胞充满善意，但对台方无视大陆渔民生命财产安全的行径也决不容忍。台方应尽快放船放人，做好善后工作，查明事实真相并严肃处置相关责任人，给遇难人员家属和两岸同胞一个交代。大陆方面保留采取进一步措施的权利，一切后果由台方承担。
A group of workers were putting together prefabricated concrete structures for a new Esselunga supermarket on Friday when, according to initial reports, a reinforced concrete beam toppled over a layer of slabs, which then collapsed, trapping eight men.
Rescue teams pulled out three workers who were taken to local hospitals, where they were reported to be in serious condition but not suffering life-threatening injuries.
Preliminary assessments indicated the accident happened due to a “structural collapse” of the concrete beam, which may have been caused by a misplacement or defect in its composition, officials said.
Florence prosecutors have ordered an investigation into the collapse, taking into consideration charges of negligence and multiple manslaughter, but no suspects have been named at this stage.
