Apple introduced Rapid Security Response feature in iOS 16 systems, allowing faster deployment of security improvements through non-complete iOS updates. By default, the Rapid Security Response function will be automatically installed, but Apple allows users to turn off/enable according to their own needs.

In the official support document updated today, Apple said that users can disable the Rapid Security Response function by setting the Common About path under, clicking on iOS version, and then clicking Remove Security Updates.

Apple means you can reinstall Rapid Security Response later, or wait for it to be installed permanently as part of a standard software update. It is not clear why quick security responses need to be removed, but it is a good thing that users can choose.
