Pallets of ammunition, weapons and other equipment destined for Ukraine are processed through the 436th Air Port Squadron at Dover Air Force Base, Del..

Europe will mean increased demand from its allies for integrated missile defense, early warning systems, air-to-air missiles and intelligence, surveillance and reconnaissance platforms.

This assessment comes as restless European countries are working to bolster their military capabilities in Ukraine. As U.S. officials race to ship weapons to Ukraine, they are also trying to backstop allies who have shipped weapons to Ukraine or are keen to bolster conventional defenses.

"Globally, the need for this is increasing, and I do think we will continue to explore with our partners how they want to see this," the Defense Security Cooperation Agency said on a call with reporters. Demand varies from country to country, he said.

While the State Department has primary responsibility for approving arms exports, DSCA, as the Pentagon's core agency for foreign military sales, acquires existing military supplies and through new purchases by the United States and allied nations.

"DSCA wants to make sure that we are not only considering backfilling the United States, but certainly backfilling allies and partners as they continue to support Ukraine as well," Royal said. "I've spent a lot of time with our allies and partners, and ... demand is definitely coming in a very significant way."

Potentially driving demand is NATO announced that it plans to bring its fast by next year The size of the response force increased from 40,000 to 300,000. Troops will be based in the country but deployed further east, where the alliance will store equipment and ammunition.

Capital Alpha Partners managing director Byron Callan said in a note to investors on Thursday that in addition to air defense systems , the focus of European defense investment should shift to cyber, strike weapons and ammunition, logistics and Base construction.

"There remain open questions about how the Russian threat will be assessed in 2025-30, how U.S. commitments to NATO will be measured against the outcome of the 2024 [U.S. presidential] election, and perceptions of the needs and capabilities of Europe's defense industrial base," ” said Karan.

looks at the health of Europe's defense industry, as the EU seeks to incentivize deals among its member states. Earlier this month, representatives from member states were expected to meet to set ground rules for a 500 million euro ($523 million) fund designed to facilitate the rapid purchase of EU-made military equipment.

The United States has been working with more than 50 countries to see what weapons they can send to Ukraine. While the initial focus was on Russian-made weapons familiar to Ukrainian forces, as the war has continued, Ukraine has acquired more advanced weapons and training.

DSCA has been part of an internal Pentagon effort to find and address limitations in the defense industrial base exposed by Ukraine's efforts and put a new focus on acquiring non-standard systems for allies. That includes the AeroVironment Switchblade 300 loitering munition for Ukraine, Royal said.

"We found that there were a lot of systems that were not standard systems that the U.S. was buying for itself, but that were very valuable and valuable to our partners," Royal said. "So we're looking at those non-record program systems and making sure that we're using our program offices to prioritize those requirements for allies and partners, just like we do with more standard acquisition systems."

Beyond Europe India and other countries that import weapons from Russia, the world's second-largest arms supplier, have had to rethink those arrangements as widespread sanctions undermine Russia's ability to make and export defense equipment. Without mentioning any specific country, Royal echoed claims from other U.S. officials who have said the West, if not the United States, could eat into Russia's market share.

"We need to be able to demonstrate the reliability of the Western industrial base, the American industrial base, the friendly industrial base to ensure that global allies and partners can find alternatives to the Russian system in the future," he said. "This is also an important part of our thinking."
