In order to solve the current situation of low cultural and educational quality in the army, since 1979, the army has included scientific and cultural education in the training content, unified the arrangement of cultural education time, and the learning content to popularize middle school mathematics , physics, chemistry and Chinese and other basic knowledge, focusing on cadres. According to the spirit of the "Notice", all levels are required to do a good job in scientific and cultural education as a long-term plan for army building, and it is decided that divisions and regiments will organize cultural remedial classes to train in-service cadres below the battalion with low literacy; companies will use 10% Arrange time for soldiers to learn basic cultural knowledge; the military, division and regiment propaganda departments will add cultural and educational officers, the regiment propaganda unit will add full-time cultural teachers, and the battalion will set up part-time cultural teachers to be responsible for organizing military cultural studies.
