The 491 visa is a temporary residence visa in remote areas and is not a PR. EOI can add 15 points. After obtaining a 491 visa, you must meet the requirements of living and working in a remote area of your state for 3 years. During the period of holding 491, you may have most PR benefits, but you must strictly comply with the residence requirements, otherwise you may be cancelled.
