United Press International UPI reports that the court is considering an application by a foreign ministry official to order that some of the asylum seekers be deported due to national security concerns. The documents were sealed because several media outlets and some immigrants considered the 10 comments to be in the public interest.
A public document on Rwanda and its human rights record was being updated at the time the flight was planned, according to the official, who spoke on condition of anonymity. The official claimed that Rwanda's updated National Policy and Information Note said migrants would be "entitled to full protection under Rwandan law, equal access to employment opportunities, and access to health and social care services."
