In January 2019, the Central Committee of the Communist Party of China promulgated the " Regulations on Political and Legal Work of the Communist Party of China ". This is the first party law on political and legal work since the founding of our party, and it is also the first party law on the political and legal front. As the functional department of the Party Committee leading and managing political and legal work, the Party Committee Political and Legal Affairs Committee must take the lead in studying and implementing it.
On the morning of February 27, 2019, the Central Political and Legal Affairs Commission held a video conference on studying and implementing the "Regulations on Political and Legal Affairs Work of the Communist Party of China", and cadres of the four-level Party Committee Political and Legal Affairs Commission at all counties across the country participated. Chen Yixin, Secretary-General of the Central Political and Legal Affairs Commission, gave a special tutorial report. He systematically and in-depth interpretation of the Regulations from seven aspects: the significance, theme, main line, general outline, subject, grasping and implementation of the Regulations.
1. The significance of the Regulations -
has a milestone in the history of the development of the political and legal cause
The Regulations have made comprehensive and systematic institutional arrangements for the Party to lead the political and legal work in the new era in the form of basic laws and regulations within the Party. It not only sets rules and sets the square and round for the Party to lead the political and legal work, but also makes the long-term and fundamental for the Party to lead the political and legal work. It has an epoch-making and pioneering milestone significance in the history of the development of the political and legal cause.
——From a political perspective, the Regulations comprehensively elaborated on the relationship between the Party’s leadership and political and legal work for the first time, and is the general declaration of upholding the Party’s absolute leadership over political and legal work. The Regulations clearly state that the purpose of formulating the Regulations is to uphold and strengthen the Party’s absolute leadership over political and legal work, emphasizing that the Party Committee Political and Legal Committee is an important organizational form for realizing the Party’s leadership over political and legal work, establishing the overall pattern and operating system of the Party’s leadership in political and legal work, and clarifying some vague understandings in society.
——From the perspective of the rule of law, the "Regulations" regulate the Party's leadership over political and legal work in the form of basic party regulations for the first time, and is the general norm for the Party to lead political and legal work. The Regulations are based on the Party Constitution, the Constitution and relevant laws, and make comprehensive provisions on the Party’s leadership in political and legal work. They give the most authoritative answer to the Party’s Political and Legal Committee’s “what is, what to do, and what to manage”. They legalize and institutionalize the definition, nature, responsibilities and work procedures of the Party’s Political and Legal Committee, providing legal guarantees for the Party to lead political and legal work.
——From the practical perspective, the "Regulations" systematically integrate the successful experience of the Party's leadership in political and legal work for the first time, and is the general guideline for the scientific development of political and legal undertakings in the new era. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has made a series of major decisions and deployments, led the political and legal organs to win one tough battle after another, and created a series of valuable experiences. The Regulations transform these theoretical and practical achievements into institutional achievements, and make clear provisions on major directional, overall and strategic issues, providing fundamental guidelines for the Party’s leadership in political and legal work in the new era.
In short, the issuance of the "Regulations" is an inherent requirement to improve the legalization and institutionalization of the Party's leadership in political and legal work, a major measure to promote the organic unity of the rule of law and the Party in accordance with regulations, and an institutional guarantee to ensure that political and legal work always moves in the right direction.
