In recent years, our province has implemented the major decision-making and deployment of "taking drastic measures, starting rescue mode, protecting and managing the Erhai Lake", launched a tough battle to manage the Erhai Lake, and resolutely stopped the development and utilization of the eastern part of the Erhai Lake. However, due to factors such as ecological fragility and sensitivity, long-term over-exploitation and utilization, and a single protection and governance model, the water quality of Erhai Lake is Category III for seven months of the year, the overall quality of the basin ecosystem is low, and the trend of ecological damage and degradation has not been completely reversed.
Since 2021, the Provincial Department of Natural Resources, the Provincial Department of Finance, and the Provincial Department of Ecology and Environment have taken the initiative, cooperated closely, and actively reported to relevant national ministries and commissions to strive for national support in terms of funds and projects for the protection of Erhai Lake. The Provincial Department of Natural Resources has invited relevant experts to Dali Prefecture for on-the-spot guidance on several occasions, recommended domestic first-class technical units to Dali Prefecture to prepare high-quality project implementation plans, and made special reports to relevant departments. The Third Office assisted Dali Prefecture in carefully preparing the review defense and reporting plan, laying a solid foundation for the successful selection of the project.
According to the "Notice of the General Office of the Ministry of Finance, the General Office of the Ministry of Natural Resources, the Ministry of Ecology and Environment on organizing the application for central financial support for the integrated protection and restoration project of mountains, rivers, forests, fields, lakes, grass and sand", at the end of April this year, 3 ministries and commissions organized experts to conduct inspections in various provinces ( Municipalities, districts) submitted projects for competitive review. According to the review results, in early June, the country announced the "Second Batch List of Integrated Protection and Restoration Projects for Mountains, Waters, Forests, Farmlands, Lakes, Grasses and Sands", and the "Erhai Mountains and Waters Project" ranked second in the country. , becoming the second landscape engineering project supported by the state in the province after Fuxian Lake.

The total investment of the "Erhai Landscape Project" is about 5.38 billion yuan, of which 2 billion yuan is applied for central support funds, and the project implementation period is 3 years. The project focuses on "one core" (with water as the core goal), controls "one source" (agricultural non-point sources in the dam area, urban and rural life and other pollution sources), builds "one channel" (clear water channel into the lake), and builds "one cycle" "(Production and Living Ecological Natural Benign Ecological Cycle System), divided into 6 protection and restoration units, deployed 6 major categories of key projects, and laid out 28 sub-projects. Through the implementation of the project, we will shift from "governance of one lake" to "governance of the whole area and system", systematically promote the integrated protection and restoration of mountains, rivers, forests, farmlands, lakes and grassland in the entire basin, and ultimately achieve the effective consolidation and restoration of biodiversity in the basin, and reduce the damage to Degraded mountains, lakes, and wetlands have been effectively restored and managed, the water environment quality of the river basin has continued to improve, the ecological environment of lakes and wetlands has continued to improve, and the living environment conditions have significantly improved. Ecological revitalization has promoted rural revitalization, so that "Cangshan is not ink" The beautiful scenery of "Thousand-Autumn Paintings and Erhai Sea Stringless Qin" has been passed down from generation to generation.
