Chapter 2 Immunization and Registration

No individual or unit shall raise unregistered and immunized dogs in the key management area, and shall not raise unimmunized dogs in the general management area.
Article 10 Individuals and units can only raise dogs in the residences and areas they own or use alone, in the office and production service areas of government agencies, enterprises, institutions, hospitals, and kindergartens, school teaching areas and student dormitories. When receiving stray dogs in a dog shelter and inspection place, the electronic identification, immunization license and dog license of the stray dog shall be checked, and the identity information of the dog owner shall be checked. If the identity information of the dog owner can be ascertained, the dog owner shall be notified to retrieve it. If the dog owner refuses to take it back, it shall be regarded as abandonment. Article 26 The dog house for detention and inspection shall establish a dog adoption system. Article 27 The establishment of dog breeding farms, dog trading markets, and dog service organizations shall comply with relevant animal epidemic prevention regulations and go through relevant registration or licensing procedures in accordance with the law.

Chapter 5 Supervision and Management

The public security, agricultural and rural departments have the right to temporarily detain and quarantine dogs suspected of having infectious diseases during registration, immunization or inspection; culling measures shall be taken for dogs suffering from rabies in accordance with the law, and dog corpses shall be taken. Chapter VI Legal Responsibilities

In violation of the provisions of the preceding paragraph, if the dog owner conceals or transfers the injured dog, the public security department may temporarily detain the dog and impose a fine of 2,000 yuan per dog.
Article 32 Anyone who violates these regulations and commits one of the following acts shall be punished by the public security department:

Article 33 If the dog is not immunized in violation of Article 11 and Article 12 of these regulations, the agricultural and rural departments at or above the county level shall order correction within a time limit; if the correction is not made within the time limit, a penalty of more than 1,000 yuan shall be imposed Fines below 5,000 yuan shall be dealt with by the agricultural and rural departments at or above the county level, and the necessary expenses shall be borne by the offender.

The agricultural and rural departments shall send a copy of the punishment result to the public security department at the same level within ten days from the day when the administrative punishment decision is made.
Article 34 Anyone who violates these regulations and commits one of the following acts shall be punished by the urban management department:
Dogs will be fined not more than 500 yuan;
(2) Anyone who violates Article 27 and engages in dog trading on urban roads or squares shall be fined not less than 500 yuan but not more than 3,000 yuan.

Article 35 For individuals who raise dogs in key management areas, who have received administrative penalties more than three times within two years for violating these regulations, their dogs shall be confiscated by the public security department, and they shall not be allowed to raise dogs within five years.
Article 36 Anyone who obstructs dog management staff from performing official duties in accordance with the law and constitutes a violation of public security management shall be dealt with in accordance with the "Public Security Management Punishment Law of the People's Republic of China"; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.
Article 37 Relevant dog management departments and their staff who abuse their power, neglect their duties, or practice favoritism shall be punished according to law; if a crime is constituted, criminal responsibility shall be investigated according to law.
Chapter VII Supplementary Provisions
Article 38 These regulations shall come into force on the year, month and day.
