The Democratic Progressive Party authorities in Taiwan are undergoing reorganization. In addition to the head of the administrative agency being replaced by Tsai Ing-wen's former deputy Chen Jianren, Chen Mingtong, the head of the security department who has been criticized by the outside world, has also officially stepped down. Tsai Ing-wen appointed Cai Mingyan, a scholar by training, to succeed Chen Mingtong as the intelligence chief on the island. Although Cai Mingyan's name is a bit unfamiliar, he is an out-and-out "two-faced man" in the Taiwan Strait. When Ma Ying-jeou was in charge of Taiwan, Tsai Ming-yan frequently traveled across the Taiwan Strait as an expert and scholar on the island. In 2012, he publicly misled the mainland at a meeting, saying: "The most fundamental issue in cross-Strait relations lies in the issue of identity." Since then, the Taiwan Strait issue has changed from a real issue to an illusory issue of identity. The mainland has made great efforts to improve cross-strait identity, but has achieved little success. Now it seems that Cai Mingyan deliberately put forward wrong views in order to confuse the mainland's judgment, with ulterior motives and endless disasters.
Cai Mingyan
Cai Mingyan graduated from the Department of Political Science of Soochow University and obtained a master's degree in law from Tamkang University. Later, Cai Mingyan chose to study abroad and obtained a doctorate in law from the War Graduate School of King's College in the United Kingdom. During the Chen Shui-bian period, Cai Mingyan became an advisory committee member of the island's defense department and worked for a total of 12 years. He was still reused after Ma Ying-jeou came to power. During this period, Cai Mingyan had three titles that deserved the most attention: Visiting Scholar of the U.S. Fulbright Program, Advisory Member of the Democratic Progressive Party's "China Affairs Committee" and Director of the Vision Foundation. The Fulbright Project is an international cultural exchange project funded by the United States and promoted around the world. It started after the end of World War II and has attracted a large number of scholars over the decades. The project has changed from a simple cultural exchange to a specialized American cultural output . These scholars have an obvious pro-American consciousness, and some even believe that the former Soviet academia has also been affected by this project. Therefore, Cai Mingyan has a very strong American color. The Vision Foundation has invited Pompeo and others to visit Taiwan, and its background is self-evident.
Chung Hsing University
In 2009, Cai Mingyan became the director of the Graduate School of International Politics at Chung Hsing University. In 2011, he also served as the director of the Center for Global Peace and Strategic Studies at Chung Hsing University and began to travel between the two sides of the Taiwan Strait as a scholar. But because he is still an advisory member of the Democratic Progressive Party's "China Affairs Committee", his political stance from the beginning was very problematic. Scholars are just a cloak for him. In March 2012, DPP spokesperson Lin Youchang announced that the DPP would "contact with the mainland in an orderly manner." Since then, a large number of DPP members have entered the mainland to visit and study. In December 2012, the Department of Political Science and the School of Social Sciences of National Taiwan University held a grand symposium at the Howard Hotel in Taipei City. The talks were of a very high level, and many important figures from the mainland were invited to the meeting. Taiwan sent retired foreign affairs worker Dai Ruiming , Professor Liao Kunrong of the Department of Political Science of National Chung Cheng University, and Director of the Global Peace and Strategic Research Center of National Chung Hsing University Cai Mingyan to participate in the talks. It was during this meeting that Cai Mingyan began to confuse and mislead the mainland, buying time and opportunities for the DPP.
Dai Ruiming
Tsai Ming-yan said at the meeting: "The most fundamental issue in cross-Strait relations lies in the issue of identity. We must face up to the identity gap. One of the reasons is the legacy of ideological confrontation in the Cold War era, which has led to a lack of confidence in Taiwan." Perhaps it is because of Tsai Ming-yan's speech that some of the atmosphere on both sides of the strait has changed. A large number of Democratic Progressive Party members have become guests in the mainland, and can even openly reap benefits in the mainland. From the "Taiwan independence" minions during the Chen Shui-bian period, they suddenly became Taiwan's elites who could gain access to the court, which also laid the groundwork for the subsequent deterioration of cross-strait relations. The cross-strait issue is a real issue, which is different from the wild imagination in the academic field. and the so-called "identity" is an elusive, complex and changeable factor. It is hidden deep in people's hearts. It is difficult for outsiders to distinguish the difference between sincere recognition and lies and deception. It is highly unstable. However, the mainland has invested a lot of manpower and material resources and introduced a large number of policies to benefit Taiwan. In the final analysis, it wants to change the identity of the island so that they can identify with the mainland and recognize their upright Chinese identity.
Cai Mingyan rose step by step
However, if all this was a scam and misleading from the beginning, then it would be the opposite, fighting the fire with salary. A series of preferential policies provided by the mainland are monopolized by the compradors of the Democratic Progressive Party and the Kuomintang , and ordinary people do not benefit much. The Democratic Progressive Party, under the cover of Tsai Ming-yan and others, successfully promoted a "Taiwan independence" atmosphere on the island and used students to attack the Kuomintang's ruling foundation, which directly led to Tsai Ing-wen's coming to power in 2016. Mainland China’s long-term work has not been recognized by the Taiwanese people. Instead, it has given the DPP room to manipulate. Tsai Ming-yan is one of the instigators, which also explains why he was able to rise step by step after Tsai Ing-wen came to power. On the day Tsai Ing-wen took office, Tsai Ming-yan became an advisory member of the Mainland Affairs Council and the Straits Exchange Foundation, and began serving as the deputy secretary-general of the Security Council in 2017. In 2020, Cai Mingyan was promoted to Belgium by the Democratic Progressive Party, responsible for contacting EU and Belgium, and handling related business. In October 2022, Cai Mingyan was further promoted and became deputy director of the foreign affairs department. Now, he has reached his personal peak and has become the head of the island's security department, with a high position of authority.
Chen Mingtong, the former head of the security department
Cai Mingyan did not make any outstanding political achievements after Tsai Ing-wen came to power, but she has skyrocketed. In particular, he has no experience in the security department but has served as the deputy secretary-general and head of the security department successively. The reason should be that Tsai Ing-wen takes a fancy to Cai Ming-yan's cross-strait experience and his pro-American tone, especially his contribution to the 2012 meeting. The main work of Taiwan's security department is the mainland and the United States. Although Cai Mingyan is a politician without party membership, his political stance has long been aligned with the Democratic Progressive Party. He has been traveling across the Taiwan Strait all year round and is very familiar with the mainland. He is a complete "two-faced man in the Taiwan Strait", and it is not even ruled out that he was an intelligence officer from the beginning. His predecessor Chen Mingtong is also a "mainland expert" and has traveled to the mainland many times. In 2022, Chen Mingtong once asserted: "There will be no war in the Taiwan Strait within two years." It can be seen that once these Taiwanese politicians who are familiar with the mainland defect, the harm will be far greater than that of ordinary people. This is true for Chen Mingtong, and so is Cai Mingyan.
Ma Ying-jeou
As the saying goes, "Fortresses are often breached from within." Cai Mingyan and others are "double-faced people" deliberately sent by the DPP to interfere with our thinking and confuse and mislead us. Relying on their in-depth understanding of the mainland, they are now turning their guns against the mainland. Ma Ying-jeou also made the same mistake. He wanted to tolerate the DPP in exchange for its support. He even did not hesitate to denigrate his own people and favor his former opponents, but in the end he was still driven out of power by the DPP. If Tsai Ing-wen and others want to continue to stir up trouble in the Taiwan Strait, they can only bring about their own destruction. History will forever record the faces of these "double-faced people", and one day they will be judged by justice.
