On August 10, 2021, the Labor Security Supervision Brigade of Tong'an District, Xiamen City received a notification letter from the Tong'an District People's Court regarding the person subject to execution Youyang (Xiamen) Optoelectronics Technology Co., Ltd.'s suspected illegal crimes, reflecting that Youyang (Xiamen) Optoelectronics Technology Co., Ltd. has defaulted on labor remuneration.
After investigation, the company owed 20 workers including Ji Moumou 445,500 yuan in labor remuneration from September 2018 to September 2019. In October 2019, the company ceased production and closed down. The legal person of the company escaped and the company's assets were transferred and disappeared. The Labor and Social Security Supervision Brigade of Tong'an District, Xiamen City actively cooperated with the District Public Security Bureau and the District People's Court to further confirm the illegal facts of malicious wage arrears through investigation and evidence collection. On August 21, 2021, the Tongan District Human Resources and Social Security Bureau issued the "Labor and Social Security Supervision Deadline Correction Instruction" to the company in accordance with the law, but the company has not made corrections overdue.
On February 22, 2022, the Tongan District Human Resources and Social Security Bureau transferred the case to the local public security agency for investigation and handling on suspicion of refusing to pay labor remuneration. On March 4, the Tongan District Public Security Bureau accepted the case. Currently, the case is under investigation.
2. Quanzhou Jinjiang City investigates and handles the case of arrears of labor remuneration by Youcaiyuan (Fujian) Supply Chain Management Co., Ltd.

On December 27, 2021, the Human Resources and Social Security Bureau of Jinjiang City, Quanzhou received complaints from workers, reporting that Youcaiyuan (Fujian) Supply Chain Management Co., Ltd. had a problem with arrears of labor remuneration.
After investigation, the company owed 12 workers including Zuo Moumou 105,600 yuan in labor remuneration from October 2021 to December 2021. On January 12, 2022, the Jinjiang Municipal Human Resources and Social Security Bureau issued a "Labor and Social Security Supervision Order to Correct Instruction" to the company in accordance with the law. The company failed to perform within the time limit, and the legal person Lin Xi fled and disappeared without a trace.
On May 11, 2022, the Jinjiang Municipal Human Resources and Social Security Bureau transferred the case to the public security agency for investigation and prosecution on suspicion of refusing to pay labor remuneration. Currently, the case is under investigation.
3. Quanzhou Shishi City investigates the case of Xi’an Honghui Construction Engineering Co., Ltd.’s failure to use the special account for wages of migrant workers in accordance with regulations

On March 4, 2022, during the daily inspection of the Shishi Jinhui City project undertaken by Xi'an Honghui Construction Engineering Co., Ltd. in accordance with the law, the Quanzhou Shishi City Human Resources and Social Security Bureau found that the project had illegal activities that did not use the special account for migrant workers' wages as required.
After investigation, since the project started in September 2020, the wages of about 500 migrant workers in five teams, including carpentry and steel bars, have been distributed in a limited amount every month, respectively through the project's special account for migrant workers' wages and the bank account of Fujian Meixinda Construction Labor Service Co., Ltd. As a result, the wages of some migrant workers have not yet been settled, which seriously violates the management regulations on the use of special accounts for migrant workers' wages. On March 10, the Shishi City Human Resources and Social Security Bureau issued a "Labor and Social Security Supervision Deadline Correction Instruction" to the company in accordance with the law, but the company failed to make corrections after the deadline.
On April 26, 2022, the Shishi City Human Resources and Social Security Bureau imposed an administrative penalty of 70,000 yuan on Xi'an Honghui Construction Engineering Co., Ltd. in accordance with the first paragraph of Article 55 of the "Regulations on Guaranteeing the Wage Payment of Migrant Workers". Currently, the company has paid the fine in accordance with the law.
