Recently, Anhui Provincial Department of Emergency Management announced on its official website the notice of Fuyang City Yingzhou District "2021·6·22" major fire accident investigation report.
The incident occurred
After investigation, at around 20:20 on June 21, 2021, Feng Mouchun, Feng Mohang, Feng Mou, and Feng Mouchen went to a restaurant for dinner, and Feng Mouchun drank alcohol during the meal.
After returning home from the meal, Feng Mouchun drove a tricycle from his home to Xutang Township to buy wheat, and returned at about 23:51. When returned, Feng Mouchun had an unlit cigarette in his mouth.
html At about 0:29 on June 22, a fire broke out on the northeast side of the color steel plate room on the first floor of the accident building and thick smoke came out. After Zhang Mouying was choked by the thick smoke, she woke up her husband Feng Mouchun and grandson Feng Mouhang in the same bedroom. Then she went to the northwest bedroom on the second floor to wake up her granddaughters Feng Mou and Feng Mouchen. Then she went downstairs and tried to open the rolling shutter door on the west side of the color steel room on the first floor.

At this time, the fire on the east side of the color steel plate on the first floor had become larger and thick smoke filled the air. After trying several times and being unable to open the rolling shutter door, Zhang Mouying returned to the second floor and jumped from the northeast bedroom window on the second floor to the top of the color steel plate house behind the accident building.

After Feng Mouchun was woken up by Zhang Mouying, took his grandson Feng Mouhang through the stairs to the third floor. Under the smoke of the fire, the two fainted behind the security door on the third floor. After being awakened by Zhang Mouying, Feng and Feng fled from the northwest bedroom on the second floor to the southeast bedroom on the second floor. Under the smoke of the fire, they passed out behind the door of the southeast bedroom on the second floor.
As a result of this accident, Feng Mouchun, Feng Mouhang, Feng Mou, and Feng Mouchen died.
The cause and nature of the accident
The accident investigation team determined that the direct cause of the accident was: Feng Mouchun accidentally used fire in the store he ran with flammable items after drinking, and the fire left behind caused the fire.This was a production safety accident.

There are problems with the Zhangzhai Village Committee of Santaji Town: did not conscientiously carry out the investigation, management, publicity and education of fire safety hazards in the jurisdiction in accordance with the requirements of superiors. The investigation and implementation of fire safety hazards in accident stores were not effective.
District governments and township governments also have problems with ineffective performance of their duties.
The investigation report recommended that the person directly responsible for the death in the accident be exempted from criminal liability. At the same time, the Discipline Inspection and Supervision Committee held accountable 4 units and 9 party members and leading cadres.
