A few days ago, our city issued the “Daqing Child Care Subsidy Policy Regulations”. In accordance with regulations, the municipal government decided to implement a child care subsidy policy in our city, and provide child care subsidies to families that comply with the provisions of the Heilongjiang Provincial Population and Family Planning Regulations and give birth to a second or more children after October 29, 2021 (including that day).

According to regulations, families where both spouses or one party has a Daqing household registration and has a second or more child in accordance with the law can enjoy childcare subsidies.
The counting principle is based on the number of surviving children born to the couple themselves. The number of legally adopted children and the number of children born by remarried couples before remarriage are included in the child base. Twins and multiple births are included in the child base based on the number of people.
Children sent for adoption are not included in the child base. The calculation time for subsidy payment is when the second and subsequent children are born after October 29, 2021 (including that day).
▶For families who give birth to a second child in accordance with the law, the subsidy standard is ,300 yuan per month.
▶For families who have a third or higher child in accordance with the law, the subsidy standard is ,500 yuan per month.
▶If only one party of a couple is eligible, the amount of childcare subsidy is calculated as half .
▶Child care subsidy can be enjoyed up to 36 months.
How to apply
What materials are needed
According to regulations, the childcare subsidy policy is declared by residents independently, and the applicant can be either spouse; for widowed or divorced people who have given birth to a second or more children in accordance with the law, they must declare separately.
The application materials must be the original ID cards, marriage certificates, and household registration books of the couple; the household registration books or birth medical certificates originals of all children born. Those who legally adopt children must provide the adoption certificate issued by the civil affairs department.
Divorced must provide the original ID card, household registration book, household registration book or original birth medical certificate of all children.
If you want to divorce by agreement, you need to provide the original divorce certificate and divorce agreement . If you want to file for divorce, you need to provide the original divorce mediation letter or divorce judgment.
A widowed must provide his or her ID card, household registration booklet, household registration booklet for all children or original birth medical certificates. If the death of the spouse is not reflected in the household registration book, the original death certificate of the spouse must also be provided.

Municipal Health Commission staff stated that eligible urban and rural residents can apply to the local residents’ (village) committee of the community where their household registration is located. Fill out the childcare subsidy application form. The residents’ (village) committee will submit the application materials to the township government (sub-district office) within 5 working days.
The township government (subdistrict office) will conduct a preliminary check on the application materials. If the application materials are not met, the applicant will be notified and the reasons will be explained.

Those who qualify for the application will enjoy the subsidy policy starting from the month of application. Reissue will not be granted before application. However, the second and subsequent children born between October 29, 2021 and the date of implementation of these regulations can apply for reissue.
Before the first quarter of each year, the county (district) health department will centrally distribute the childcare subsidies that should be enjoyed in the previous year to the social security card of the recipients through the "One Card" platform in accordance with the "One Card" business process.
