The wave of returning home is coming. After going overseas to grab orders, Guangdong and Zhejiang, the two major labor provinces, have begun a "war for people" again.
According to " Southern Daily ", from December 19th to 20th, the Guangdong Human Resources and Social Security Department organized 10 key enterprises and human resources institutions to go to Hezhou, Guangxi, becoming the first in the country to connect employees across provinces. During the period, Zhongshan and Hezhou held a labor docking symposium, and the human resources and social security departments of both parties signed a labor cooperation agreement. It is expected that this trip will supplement Zhongshan's labor force by nearly 30,000 people, and the fastest batch of workers will go to work in Zhongshan after New Year's Day.
Prior to this, Foshan had been docked with Qiandongnan Prefecture. On December 16, Foshan City Qiandongnan Prefecture’s Sixth East-West Labor Cooperation Joint Meeting and Foshan City’s 2023 Spring Festival Business Relief Symposium was held. Qiandongnan Prefecture and Foshan have jointly built a "one county, one enterprise" platform to help migrant workers in Guangdong by selecting 16 Foshan enterprises to connect with 16 counties and cities in Qiandongnan Prefecture.
In addition, the two places also carry out school-school and school-enterprise cooperation. According to Nanfang Daily, as of the end of November this year, Foshan has organized a total of 382 Foshan companies to carry out 24 batches of recruitment activities in counties, cities and technical colleges in Qiandongnan Prefecture, creating nearly 29,000 jobs for local labor force and college graduates.
Guangdong’s actions don’t stop there. According to CCTV News, in about 100 days from December 19 to the end of March 2023, various regions in Guangdong will link up with key labor export provinces to carry out more than 2,000 employment matching activities, and tens of thousands of companies will stabilize their jobs and production. They have also established labor cooperation relationships with 99 rural revitalization counties across the country.
While Guangdong is actively grabbing people, Zhejiang is making real efforts to retain workers for the New Year.
According to the "Zhejiang Human Resources and Social Security" news, four departments including the Zhejiang Provincial Department of Human Resources and Social Security recently jointly issued the "Notice on Stabilizing Enterprises' Work and Production during the New Year's Day and Spring Festival and Carrying out Warm Care Actions for Employees from Outside the Province Staying in Zhejiang for the New Year." The "Notice" proposes that the local government can, based on actual conditions, issue a one-time job retention subsidy of not less than 500 yuan per insured employee from other provinces to companies that retain workers during the Spring Festival based on actual conditions.

On December 16, Jinhua issued the "Notice on Making a Good Start for the Industrial Economy in 2023", fully supporting enterprises to stabilize jobs and retain workers to speed up production, and promote enterprises to resume work early and quickly after the Spring Festival. These include holding recruitment activities such as New Year's Day job sending, New Year's Talent Recruitment, and live broadcasting, increasing enterprise recruitment subsidies and adjusting labor surplus and shortage, to help key enterprises normal production and operations. Enterprises are supported in organizing chartered cars for employees to return to work, employees on scholarships are encouraged to stick to their posts, and family members of non-local employees are supported in coming to scholarships to celebrate the New Year.
