minimum wage standards usher in a new wave of increases.
The Ministry of Human Resources and Social Security recently released the minimum wage standards in various regions across the country (as of April 1, 2022), and Shanghai topped the list with 2,590 yuan. The monthly minimum wage standard in 13 regions has reached 2,000 yuan and above.
Minimum wage standards have been raised in many places
Since April, another wave of regions has raised their minimum wage standards.
Among them, Sichuan’s adjusted monthly minimum wage standards are 2,100 yuan per month for the first level (97 yuan per day); 1,970 yuan per month for the second level (91 yuan per day); and 1,870 yuan per month for the third level (86 yuan per day).
The first level of Chongqing’s monthly minimum wage standard was adjusted from 1,800 yuan to 2,100 yuan, and the second level was adjusted from 1,700 yuan to 2,000 yuan. The monthly minimum wage standards for the four grades in Fujian are adjusted to 2,030 yuan, 1,960 yuan, 1,810 yuan, and 1,660 yuan. Hunan's monthly minimum wage standards are divided into three levels, namely 1,930 yuan, 1,740 yuan, and 1,550 yuan.
13 regions have monthly minimum wages ≥ 2,000 yuan
Judging from the minimum wage standards for various regions across the country released by the Ministry of Human Resources and Social Security, the number of regions with first-tier monthly minimum wages of 2,000 yuan or above has increased to 13.
These regions are Shanghai (2590 yuan), Shenzhen (2360 yuan), Beijing (2320 yuan), Guangdong (2300 yuan), Jiangsu (2280 yuan), Zhejiang (2 280 yuan), Tianjin (2180 yuan), Shandong (2100 yuan), Sichuan (2100 yuan), Chongqing (2100 yuan), Fujian (2030 yuan), Hubei (2010 yuan), Henan (2000 yuan).
Shanghai's monthly minimum wage ranks first at 2,590 yuan
According to the "Minimum Wage Regulations", the minimum wage standard generally takes the form of a monthly minimum wage standard and an hourly minimum wage standard. The monthly minimum wage standard applies to full-time employed workers, and the hourly minimum wage standard applies to part-time employed workers.
Looking at the monthly minimum wage, Shanghai’s monthly minimum wage reaches 2,590 yuan, the highest in the country.
Moreover, Shanghai's monthly minimum wage standard is also more valuable because it does not include social insurance premiums and housing provident funds paid by individual workers in accordance with the law, which are paid separately by the employer.
Beijing’s hourly minimum wage standard is the highest
Judging from the hourly minimum wage standard, Beijing’s hourly minimum wage standard is 25.3 yuan, the highest in the country.
In addition to Beijing, the hourly minimum wage standards in Shanghai (23 yuan), Tianjin (22.6 yuan), Guangdong (22.2 yuan), Jiangsu (22 yuan), Zhejiang (22 yuan), Shandong (21 yuan), Sichuan (22 yuan), Chongqing (21 yuan), Fujian (21 yuan), Inner Mongolia (20.8 yuan), Anhui (20 yuan) and other places are 20 yuan and above.
What is the impact of raising the minimum wage?
According to the "Minimum Wage Regulations", when workers provide normal work, the wages that employers should pay to workers shall not be lower than the local minimum wage standard after excluding the following items: wages for extended working hours; allowances for special working environments and conditions such as mid-shift, night shift, high temperature, low temperature, underground, toxic and harmful; labor welfare benefits stipulated by laws, regulations and the state, etc.
Therefore, the increase in the minimum wage standard will help increase the income of employees, especially the salary level of low-income employees.
In addition, unemployment insurance benefits linked to the minimum wage, sick leave pay during the medical period, wages during the probation period, and basic living expenses for employees when the unit is suspended or closed, will also increase with the increase in the minimum wage standard.
Su Hainan, a special researcher of the China Labor Society, said that the minimum wage adjustment must handle the balance between protecting the minimum labor remuneration rights and interests of employees and the affordability of enterprises. It must not only meet the needs of protecting the basic life of low-income workers and their dependents, but also ensure that enterprises can withstand the increase in labor costs driven by the increase in the minimum wage and achieve sustainable development. The two must balance each other.
