China News Service, Hong Kong, December 19 (Reporter Zeng Ping) The 2022 Hong Kong SAR Legislative Council Election Committee sector by-election was successfully held on the 18th. Hong Kong SAR Chief Executive Lee Ka-chao administered the oath to the four elected members at the SAR Legislative Council on the 19th.

The swearing-in ceremony was held at 10 a.m. in the Legislative Council chamber where the national emblem and regional emblem were hung. The national flag and regional flag were hung in front of the rostrum. After Li Jiachao entered the conference hall, all personnel stood in front of the national flag and regional flag and played and sang the national anthem.

Later, under the supervision of Li Jiachao, He Jingkang, Shang Hailong, Chen Yongguang, and Huang Jinhui successively came to the rostrum and swore to support the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and to be loyal to the Hong Kong Special Administrative Region of the People's Republic of China.

After the oath-taking ceremony, the oath supervisor Li Jiachao confirmed that the oaths taken by the four elected members were valid oaths.
According to the Public Offices (Standing for Election and Holding) (Miscellaneous Amendments) Ordinance 2021, which came into effect on May 21 last year, the revised Oaths and Declarations Ordinance (Chapter 11) specifies that the Chief Executive or his authorized person is the administer of oaths for members of the Legislative Council.

Under the new electoral system, the seventh Legislative Council of the Hong Kong Special Administrative Region is composed of 90 members, including 40 members elected by the Election Committee, 30 members elected by functional groups and 20 members directly elected by geographical districts. The by-election held recently was to fill the seat vacancies caused by the resignation of four members of the Election Committee sector, namely Zhang Guojun, Sun Dong, Mak Meijuan, and Lin Zhiyuan, to join the SAR government.
