China News Service Beijing, September 22 (Reporter Zhang Su) This year is called the first year of "dual carbon" in China's mineral and energy industry. Faced with " carbon peak " and " carbon neutral ", how the mineral and energy industry faces opportunities and challenges, and how to build a legal guarantee system, industry experts and scholars have made suggestions.
The second China Mining Rule of Law Summit Forum with the theme of "Focusing on the construction of the dual-carbon target rule of law and helping the transformation and upgrading of mineral energy" was held in Beijing a few days ago. A speaker pointed out at the forum that as a major producer and consumer of mineral products, more than 95% of energy, more than 80% of industrial raw materials, and more than 70% of agricultural production sources come from mineral resources.
Participants expounded their views from academic and legal perspectives on issues such as China's mining politics reform, mining law modification, "double carbon" rule of law construction, integration of mining services, withdrawal of mining rights, mining going global, mining arbitration, green mine construction, ecological restoration, mining think tank construction, mining culture dissemination, etc.
Some legal experts analyzed mining rights as two different regulatory stages of private rights, and some mining experts reviewed the historical process of China's mining rule of law modernization. Some experts have proposed that "the alienation and retention of mineral resource rights" may be an idea for the deep reform of the Mineral Resources Law . Some industry insiders have emphasized that mining enterprises should take the initiative to improve their safety and environmental protection levels to avoid being eliminated.
The experts at the meeting believe that in the context of "carbon peak" and "carbon neutrality", China's mineral and energy industry should take the lead in the rule of law and continuously improve China's mineral and energy industry legal system. Experts also called on more people to spread the voice of China's green and low-carbon development of mining and contribute to China's ecological civilization construction and national modernization construction.
