The report of the 20th National Congress of the Communist Party of China pointed out, "From now on, the central task of the Communist Party of China is to unite and lead the people of all ethnic groups in the country to fully build socialist modernization To strengthen the country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization." Central United Front Work Conference pointed out, " comprehensively build a modern socialist country and realize the great rejuvenation of the Chinese nation, the role of the united front in focusing on the center and serving the overall situation is more important." Promoting all ethnic groups to jointly realize Chinese-style modernization is not only an important task in comprehensively building a modern socialist country, a key step in achieving common prosperity, but also an important part of demonstrating the path of Chinese-style modernization that benefits all ethnic groups.
1 The Centennial History of the Communist Party of China leading people of all ethnic groups to explore Chinese-style modernization
The 20th National Congress of the Communist Party of China emphasized that "Chinese-style modernization is a modernization with a huge population scale, a modernization of common prosperity for all people, a modernization that coordinates material civilization and spiritual civilization, a modernization of harmonious coexistence between man and nature, and a modernization of peaceful development." Looking back on the process of the Party's 100-year construction of modernization and the road to solving ethnic problems, we can see that realizing modernization is an important idea that runs through the united front work and ethnic work of the Communist Party of China. Before the founding of New China, the Party established the patriotic united front, united and united all ethnic groups to achieve national independence and people's liberation, laying the foundation for the people of all ethnic groups to jointly realize socialist modernization. After the founding of New China, the Party played an important role as a magic weapon on the united front and made the joint realization of modernization of people of all ethnic groups across the country a center of national work. For example, implement the system of regional ethnic autonomy, carry out " ethnic identification ", give ethnic minorities the right to citizenship, and recognize the ethnic identity of all ethnic groups. The democratic reforms gradually implemented in ethnic areas have freed ethnic minorities and ethnic areas from the old slavery and feudal production relations, and promoted the transition from social and economic transformation to modernization in ethnic minorities and ethnic areas. After the Third Plenary Session of the Eleventh Central Committee of the Party, the focus of the Party and the country turned to economic development as the focus. People of all ethnic groups across the country worked together to achieve the "four modernizations". The Party and the country formulated a series of policies to help and promote the development of the border, economic development of rural and pastoral areas, ethnic trade and developed regions to support ethnic areas. With the advancement of reform and opening up, the Party and the state have established the theme of ethnic work as "Common unity and struggle, common prosperity and development", and proposed to accelerate the economic development of ethnic minorities and ethnic areas, so that the modernization cause of ethnic minorities and ethnic areas has been greatly developed, and a solid economic foundation has been laid.
Since the 18th National Congress of the Communist Party of China, the Party has led the people of all ethnic groups across the country to complete the feat of comprehensively combating poverty alleviation, and realized that 56 ethnic groups have entered a moderately prosperous society together. This is a key step in promoting the common realization of socialist modernization of all ethnic groups, stimulated the enthusiasm of all ethnic groups to build a modern socialist country in an all-round way, enhanced the cohesion of the Chinese nation, and made people of all ethnic groups feel particularly proud as a member of the Chinese nation. The Central Ethnic Work Conference held in 2021 clearly stated that promoting the joint efforts of all ethnic groups to comprehensively build a modern socialist country is an important task of the Party’s ethnic work in the new era.
2: Chinese-style modernization that benefits people of all ethnic groups in the country and achieve common prosperity
We have completed the historical task of building a moderately prosperous society in all respects. The 56 ethnic groups "can't be left behind" and have entered a moderately prosperous society at the same time. In the process of comprehensively building a modern socialist country, realizing Chinese-style modernization will inevitably be a comprehensive modernization that "no nation can be missing". It is a modernization covering and benefiting 56 ethnic groups and a huge population of 1.4 billion. This is in line with the trend of world development and the pursuit of people of all ethnic groups in the country to achieve a better quality of life.
Promoting economic and social development in ethnic areas is an important part of realizing Chinese-style modernization and moving towards common prosperity. "Common prosperity is an essential requirement of socialism and an important feature of Chinese-style modernization." To promote the common progress of all ethnic groups towards socialist modernization, we must accurately grasp the entry point and focus of promoting common prosperity. In the past, the Party and the state paid attention to taking care of the economic interests of ethnic minorities in united front work and ethnic work, and used groups as the main category for the implementation of preferential policies. However, with the economic development of ethnic minorities and ethnic regions, new characteristics and new needs have been shown, and groups as the category of differentiated support policies can no longer balance the fact that regional economic development is unbalanced. At present, the economic and social development of ethnic regions is unbalanced and insufficient compared with the eastern region, with a single industrial structure and insufficient "blood-making" ability. It relies heavily on "blood-transfusion" methods such as central transfer payments to support. To achieve modernization of economic and social development in ethnic areas, on the one hand, we must not only pay attention to the "ethnic" factors, but also pay attention to the "regional" factors and improve differentiated regional policies. On the other hand, ethnic regions themselves should base themselves on regional resource endowments, development advantages and comparative conditions, so that ethnic minorities can fully exert their initiative and enthusiasm in the new development pattern and the process of modernization construction.
3: Chinese-style modernization that gives strong sense of consciousness to the forging of the Chinese nation conscious significance
To do a good job in ethnic work in the new era, we need to handle the relationship between "material and spiritual", and we must give all reform and development the meaning of forging a strong sense of community of the Chinese nation, so as to promote the great unity of the Chinese people of all ethnic groups.
Modernization is not only a material level modernization, and the level of economic development is not all indicators of modernization. The issues of "controlling the belly" and "controlling the brain" cannot be ignored. To promote the common realization of socialist modernization among all ethnic groups, we must not only continue to increase support for the economic development of ethnic minorities and ethnic regions, but also deeply grasp the significance and connotation of promoting the modernization of ethnic minorities from a spiritual level, so that the development of the economy and society will become a positive factor in forging a strong sense of community for the Chinese nation. To achieve modernization of ethnic minorities and ethnic areas, we must pay more attention to gathering people's hearts and building consensus, and guide ethnic minorities to achieve modernization in their ideology, spiritual interests and lifestyles. We should respect the traditional culture of all ethnic groups, but we should never be imitated; we should protect the culture of different ethnic groups, but we should never stick to differences. At the same time, the excellent traditional culture and different spiritual qualities of all ethnic groups should be protected, inherited and innovated in the process of Chinese modernization, and the path of Chinese modernization is an important path to forge a strong sense of community for the Chinese nation.
Only by giving full play to the important magic weapon of the united front can we gather the great power of the people of all ethnic groups and work together to build a modern socialist country in an all-round way. Only when people of all ethnic groups "can't be missing" on the road to modernization can "none of them be missing" can Chinese-style modernization benefit a huge population, achieve common prosperity and create a new form of human civilization. Only the modernization that coordinates material civilization and spiritual civilization can continuously forge a strong sense of community for the Chinese nation in the journey of people of all ethnic groups towards modernization and achieving common prosperity and promote the great unity of the Chinese people.
