Voter Tian tore up 316 votes of at the branch venue and was administratively detained by Wengniute Banner Public Security Bureau in accordance with the law.
At around 9 a.m., voters Han, An and Hou came to the election sub-venue (the home of villager Yang Ruifeng) because they did not get the ballot, and asked Li Xiaohui, a village work team member of Wufendi Town, and Li Dianhai, a member of the Election Committee. Li Dianhai told the three that their votes were with the group leader, and then the three left the venue. But before long, the three of them returned to the venue and continued to ask Li Dianhai for votes. At this time, Han's husband Tian also entered the venue and began to record videos with his mobile phone.
Li Dianhai repeatedly explained to Han and the three of them that the ballots were with their team leader, but the three of them refused to give in and insisted on asking Li Dianhai for ballots. Li Xiaohui, a member of the village work team, took out the list of electors for verification and informed the three that they were voters and could participate in the election directly without having to ballots. But the three continued to make unreasonable noise, yelling to insist on asking for votes before participating in the election. In order to make the election go on normally, Li Xiaohui was preparing to fill the votes for the three of them. Tian, who was recording the video, suddenly stepped forward, tore up the 16 votes that had not been distributed in Li Xiaohui's hands, and threw them on the ground. Then Tian, Han, An, Hou and other four people left. Afterwards, Tian returned home and sent the video he recorded to a short video platform.
After receiving the alarm, the police station of Wufen District immediately conducted an investigation and summoned the suspect Tian to the public security organ for inquiries. Tian confessed to the acts of tearing up votes and posting short videos. Because Tian's behavior constituted a disruption of election order, the Wengniute Banner Public Security Bureau imposed administrative penalties of five days of administrative detention in accordance with the law.
