Hello everyone, today I will first talk to you about a hot topic. Recently, the online information has been released. Indian Defense Chief of Staff Bipin Rawat and his wife's plane crashed. Many people are there asking, what role does this Chief of Defense Staff have? There has even been a lot of information reported, saying that the Chief of Defense Staff is equivalent to the chairman of the Joint Conference of the US military.
So for this question, I would like to make a correction here to tell you about the relationship between India's command system.
First of all, we must say negatively that this Chief of Defense Staff, Biping Rawat, is not the role of the chairman of the Joint Chiefs of Staff. India's defense system is different from that of the US military. This is a fundamental question. So what role does this Chief of Defense Staff have? Let me first talk about India's defense command system.
The defense system of the Indian army is different from other places. It implements a national defense leadership system such as civil servants' military governance, and a military command system that separates the three armies. India's constitution stipulates that the Indian president is the supreme commander of the three armies, but the president does not have the power to command the army. Where is this power to command?
Indian army is actually under the responsibility of the Cabinet Security Committee. This Cabinet Security Committee is headed by the Prime Minister, and is headed by the country's main cabinet ministers, such as the Minister of Defense, Foreign Affairs, Finance, and the Minister of the Interior. These major cabinet members are jointly composed, and the Prime Minister serves as the Director. This is the core of India's national security decision-making body.
Another one is its National Security Council. This National Security Council is not a decision-making body, but it is an advisory and coordination body. Its members are basically the same as the cabinet members, but there is an additional vice chairman of the National Planning Commission as one of the members. The chairman of the National Security Council is taken over by the Prime Minister.
You can see here that a Cabinet Security Committee and a National Security Committee, both of which are in charge of the Prime Minister. What does it actually mean? The real power of the army in India is in the hands of the Prime Minister, not the President.
Indian Defense Minister
So what about the Ministry of Defense, it is the defense management agency of the Indian government. The Minister of Defense is a civil servant. It has three senior personnel in the Ministry of Defense, one is the Minister of Defense, one is the Minister of State, and one is the Secretary of Defense. These are the three giants of the Ministry of Defense. These three are civilians and are not active-duty soldiers. They jointly form the head of the Ministry of Defense to manage the entire Ministry of Defense.
India's Ministry of Defense has set up a chief of staff committee under its combat command and national defense. All matters are made by this chief of staff committee. In wartime, this chief of staff committee shall implement combat command or training in peacetime troops.
, and this Chief of Staff Committee is composed of the chief of staff of the three armies, the three heads of the Ministry of Defense, and there is also a Chief of Staff, which together form the chief of staff.

In fact, India did not have the saying of the Chief of Defense in the past. It was a newly established position of Chief of Staff after Modi came to power in order to strengthen the command of the Indian army's modern joint operations. This position is a Chief of Staff under the Chief of Staff Committee called the United Nations Defense Staff Department.
What is he doing? He is leading the normal work of the entire strategic command. If it is necessary to build or combine the services to jointly implement combat tasks during wartime, then the formed joint combat force will be handed over to the Chief of Defense Staff for command. Usually he is on the same level as the chief of staff of the Army, Navy and Air Force Command. He will only command during wartime, and the command of the joint combat force formed by the three armies will be handed over to him.
In fact, even in wartime, he could not command all the troops of the land, navy and air force. This is a setting for the mutual restrictive relationship in India's military structural system. They are afraid that a leader who holds military power will become independent after too much power. This is a threat to the government, so it has to restrict him and decompose his power. This is completely different from the role of the chairman of the United States Joint Chiefs of Staff.
The Joint Chiefs of Staff of the US Army is the highest decision-making body under the Ministry of Defense, and the chairman of the Joint Committee is equivalent to the highest military general in the entire army during wartime. But in India, its Chiefs of Staff Committee is a committee jointly formed by the Chiefs of Staff and the leaders of the Ministry of Defense. The United Nations Defense Staff Committee was added by the Chiefs of Staff Committee. It established such a department for the purpose of carrying out joint operations in the future. The leader of this General Staff is the Chiefs of Staff.
So I have said before that the combat task it undertakes during wartime is to command a joint combat agency that integrates the three armies, the three armies of the land, navy and air, and the joint combat force is handed over to him to command and perform combat tasks.

So this time, Biping Rawat visited these places and actually it can be seen that his mission is to carry out joint operations in the future, including when the border joint operations, how should this force be deployed? What proportion should the Air Force come? How many army has? Where does the Navy cooperate? I looked at the relevant information. India is now preparing to hand over this joint combat mission to him for implementation, so he came to conduct special investigations and investigations. Then he might have wanted to make a plan for this. But he didn't expect that he was unlucky and the plane was crashed, so India still suffered a lot in this area, because there were several generals who followed him.
In addition, I would like to tell you another question? What is the difference between the headquarters of the Indian military and ours?
India's entire defense system is such a relationship. The first subordinate to the Ministry of Defense is the Chiefs of Staff Committee, and this Chiefs of Staff Committee directly manages the United Nations Defense Staff. What does the United Nations Defense Staff usually care about? It controls two things. The first is the Strategic Force Command. All the Indian Army belong to the strategic force is led by this command.
The second is its Andaman-Nick-Bahn Army Joint Command, which is usually handed over to the United Nations Defense Staff. The Chief of National Defense Staff usually manages these two commands, and he cannot control the three armies of the land, navy and air.
The second is the Army Command, which is equivalent to our military command. How much does our Army Command have? It governs seven military district commands of the entire Indian Army;
Naval Command is also a military headquarters, which governs three regional naval commands, such as the southern, eastern and western regions. It is called a region, but not a military district;
Air Force is also called a region, and the Air Force Command directly leads five regional commands under it.
So the United States Joint Conference is not the same as the Indian Chiefs of Staff Committee. Its Joint Conference is actually an organization that unifies military command for all branches of the US military. This Chiefs of Staff Committee is a staff organization under the Indian Ministry of Defense, not an organization that commands the three armies of the land, navy and air force. The branches of each other are not allowed to cross-command, The Indian Ministry of Defense does not allow the Commission of Chiefs of Staff to directly command these three branches of the service. Its power is very clear, which means mutual restraint, so its disadvantages are also here. Why is it difficult for India to fight well in joint combat? For this reason, the Indian army has been restricted in terms of system.
