The court decided to punish Fan Quanzhi for multiple crimes, including organizing and leading a gang-like organization, provoking trouble, illegal possession of firearms and ammunition, intentional injury, and extortion, and to punish all personal property for multiple crimes.
The court held that the underworld organization headed by the defendant Fan Quanzhi had a large number of participants, with clear organizers and leaders, who obtained economic benefits through illegal and criminal activities and other means, made a lot of money, and used part of them to organize activities; they carried out illegal and criminal activities organized and repeatedly, and used the shelter and condolence of state staff to commit crimes, oppress the masses, dominate one side, and form illegal control or serious impact in relevant areas or industries, seriously undermining the local economic and social living order.
