Yangxian ingest project (also known as Maopingyan), is one of the largest artificial water conservancy project in history by the people of Yangxian and even the Hanzhong area. It is known as the "Shaanxi Red Flag Canal" and one of the eight major water conservancy projects in Shaanxi Province at that time.
. In September 1944, the second surveying design team of the Shaanxi Provincial Water Resources Bureau compiled the "Dangshui River Irrigation Project Plan". The development and utilization of
Youshuihe has been surveyed and compared.
. In 1958, the Design Institute of the Shaanxi Provincial Water Resources Department conducted surveys and plans, and proposed the "Xushui-Youshui Hilly District Water Conservancy Planning Report".
. In the winter of 1958, the Yang County People's Committee decided to establish the "Maopingyan (i.e., the Youyi Project) Commander", and County Mayor Cai Weihua was appointed as the commander. Organize water conservancy technicians to survey and design and prepare for construction, but they have not moved due to limited financial and material resources.
. In 1968, the survey and design team of the Third Engineering Bureau of the Ministry of Water Resources and Electricity proposed the "Youshui River Cascade Development Report".
. In 1970, the Youyou project was launched for the second time. The water conservancy bureaus of the prefecture and county once again surveyed and planned the development and utilization of the Youshui River, but stopped work due to the arduous project and insufficient financial resources.
. In the autumn of 1975, after the county party secretary Wang Qingquan attended the National Agricultural Conference, he conveyed the spirit of the meeting. The county party committee and county government formulated the "Yangxian Agricultural Turnaround Plan", which listed the Youyou project as one of the three major projects for Yangxian Agricultural Turnaround, and decided to launch it again.
. In October 1975, the county water and electricity bureau selected engineering and technical cadres, and the Youshui District Committee selected 20 agricultural technicians to form a surveying team for the Youyou project, and began the surveying work.
8. On November 7, 1975, the county government decided to establish the "Yangxian Youyou Project Command Center", and the county government leaders served as the commander-in-chief and commander, and selected the leaders of the department, bureau, and officers to form the command office, technology, logistics and other service agencies. The command center is located in Madongliang, Changxi Township. The county mobilized 5,000 migrant workers and organized five militia battalions, namely Youshui, Chengguan, Hanjiang, Xiecun and Huayang, and 43 militia companies, and began to break ground.
9. In December 1975, the county party committee decided to establish the "CCP Guiyou Project Command Committee". Therefore, the elevation from Bm7 to the tunnel exit was also wrong, and the tunnel exit was higher by 6 meters. At this time, the tunnel entrance has been dug 48 meters and the exit has been dug 80 meters. In order to correct the elevation error, the county party committee standing committee and the command party committee studied and decided to exit Tunnel No. 16 to the entrance section of Tunnel No. 6, the channel ratio reduction was changed from 1/2500 to 1/4000, and the tunnel ratio reduction was changed from 1/l000 to 1/2000. This measurement accident not only caused the entire import section of the General Manager No. 16 tunnel to be scrapped, but also resulted in major design changes and caused serious losses.

On February 21, 1978, a fire broke out at the exit of the No. 6 tunnel at the Youshui Yingyangtian Militia Company, which burned down one 80-horsepower and 54-horsepower diesel engine, one 50-watt and 60-watt generator, one 10.5 cubic Japanese diesel air compressor, one 12.5-watt motor, and 17 linoleum rooms. More than 30 migrant workers' clothes, quilts and other items were burned out, and the loss was about 100,000 yuan.

5. On February 8, 1980, the Yang County Planning Committee submitted the "Preliminary Design of the First Phase of the Induction and Irrigation Project of Yang County" with Yang County Hydropower Bureau and Yang County Water and Power Bureau submitted the "Preliminary Design of the First Phase of the Induction and Irrigation Project of Yang County" with Yang County Water and Irrigation No. 011".

5. In March 1983, the command center moved from Madongliang in Changxi Township to Magou. Construction will be fully started on the first section of the East Main Canal and the 0+000--1+382 section of the West Main Canal.
