4. Migrant workers who are unable to return to work, return to work, have no source of income for three consecutive months, have difficulty living and cannot cover the unemployment insurance policy , who are not included in the minimum living allowance, can apply for a one-time temporary relief fund at the work site or permanent residence.

5. Unemployed college students and college students who fail to start a business in marginal families with minimum living allowance can apply for temporary assistance at their place of residence or permanent residence.

6. People who are stranded due to the epidemic and are temporarily in trouble in accommodation, diet, etc. can apply for temporary accommodation, diet, clothing and other assistance.
