Hello everyone, today we will continue to talk about a key link of the China-US summit. Xie Feng, Vice Minister of Foreign Affairs, said in an interview with the media after the China-US summit that we can use "3421" to summarize this meeting. China pointed out three principles and four aspects of work, and reached two consensuses. It also pointed out that the Chinese leader has done the work of the American leader alone and for a long time on an important issue, and this issue is Taiwan. After the announcement of the press conference came out, Chinese media said that Biden reiterated the principle of the United States supporting one China and did not support "Taiwan independence". Next, someone jumped out, and the first thing that jumped out was that we did not have a unified Taiwan. They said that the mainland was distorted information and misleading. To be honest, Taiwan is the one who distorts information, processes information, and creates false information to mislead the public. The people who engage in "Taiwan independence" on Taiwan Island, now Tsai Ing-wen and Chen Shui-bian, are all particularly good at creating and spreading false information. And it is not just about creating and spreading false information in the general sense. They are not "holding chicken feathers as command arrows", they picking up leaves from the ground as command arrows, and they are also given by Washington, just like "Iron Scroll of the Alchemy Book" and "Golden Medal for Immortality".

They will tamper with the US policy in the spread of news, making this policy aligned with the needs of "Taiwan independence", thereby splitting China's territory and undermining the integrity and unity of sovereignty; because they feel that with the "covered" of Washington's masters, Taiwan can be unscrupulous, which is the basic instinct of "Taiwan independence".

Biden said "uphold the US's one China". To be honest, the US's "one China" and the "one China" that China talks about has never been the same thing. Why? Because the national interests of the United States are inconsistent with China's national interests, we hope to achieve territorial unity and sovereignty integrity, we must complete the process of the Liberation War and regain Taiwan. But for the United States, during the situation from 1946 to 1949, the United States formed a special policy on the Taiwan issue, which was to damage China's lordship and sovereignty integrity. China did not agree, but this was the United States' policy.

Due to the advantages of the country's strength, this policy has indeed had an impact. We need to make this issue clear, so today's matters will be a little more complicated. We will talk about three aspects:

First, what is the so-called "one China policy" of the United States and what is the US policy on the Taiwan issue?

involves a core concept. What Americans call "strategic ambiguity" means that the United States "does not express its opinion" on Taiwan's sovereignty issues. This "does not express its opinion" has a historical background. We are all familiar with the process of the Liberation War. With the advantage of 600,000 to 800,000, the transport team leader was quickly pushed to the island by the vast ocean of the People's War within three years, and received a one-way travel ticket. As the first China-US "Construction of Diplomatic Relations" said: "All Chinese people on both sides of the Taiwan Strait insist on one China, and Taiwan is part of China. (The United States "acknowledged" the "one China" position of both sides of the Taiwan Strait.)"

The United States used a word called Acknowledge, which means "no objection", which means that since both sides have agreed, this matter is your business. At that time, it was the so-called "fight against the law", which is who China's legal representative in the world is? The United Nations seat was restored in 1971, and the Government of the People's Republic of China replaced the "Government of the Republic of China" that was previously overthrown by the revolutionary war, and we became the only legal representative in the world. This is the basic factual development context. In this process, the United States intervened strongly and relied on its own strength and advantages. For example, the Seventh Fleet patrolled the central line of the Taiwan Strait. It could not be defeated or defeated at that time, but it does not mean that it is just, but we just cannot defeat evil. However, there is no justice from heaven in the international community, and no Ultraman makes decisions for you. You can only accumulate based on your own strength and then wait for the opportunity to resolve the Taiwan issue. This is also the origin of the Taiwan issue, the United States' intervention and support for Taiwan.

However, during the Kinmen Artillery Battle in 1958, there was a very subtle episode between the United States and Chiang Kai-shek. At that time, US Secretary of State Dulles, who was famous for his "anti-communist and anti-China", proposed a plan called "Taiwan-Penglish for Golden Horse". Dulles told Chiang Kai-shek that you retreated the defenders of Kinmen and Matsu and retreated to Taiwan, Penghu and Penghu Islands, and then the United States drew a war edge line on the center line of the Taiwan Strait. If the mainland, naval and air military forces crossed this line, the United States will intervene.

This plan is behind the attempt to permanently separate Taiwan's island and Penghu from China, and Chiang Kai-shek opposed this plan. However, some interesting tacit understanding has been formed in history. Whenever Americans fly to Taiwan's main island to force Chiang Kai-shek, we will fire artillery on the front line. Of course, the artillery fire has begun to slowly move backwards, starting from the human positions to attack the beach in front of the positions. As soon as we fired here, Chiang Kai-shek politely told Dulles that the frontline war was tight and this matter could not be discussed for the time being, and the evacuation from the Golden Horse had a great impact on morale, etc. Then he started to drag it down.

The first major change is that China and the United States broke the ice. In 1971, Kissinger visited and Nixon surpassed diplomacy in 1972. Taiwan’s island knew that the last five thunders were thundering, which was like losing one’s parents. A group of people once believed that relying on the support of the United States could counterattack the mainland, but this fantasy could never be realized. Then another idea emerged, including the Kuomintang’s beginning to plan relations with the United States.

At this time, the Americans began to do something wrong. Based on the conditions for establishing diplomatic relations between China and the United States and the relationship between the United States and Taiwan at that time, China proposed the three principles of establishing diplomatic relations between China and the United States, and the United States proposed the island liaison office plan and the dual representative office plan. What's the meaning? Before the People's Republic of China and the United States formally established diplomatic relations, the United States set up a liaison office in the mainland and an embassy in Taipei, Taiwan, but there was formal diplomatic relations between Taiwan and the United States. The Americans' plan is to "change it", the embassy moved from Taipei to Beijing, and then moved the liaison office from Beijing to Taiwan. This is "one China and one Taiwan", which has become two subjects of equality in international law in terms of legal theory. Beijing said that thinking too much is no problem.

At that time, when China had just ended the Cultural Revolution and was in need of a new stage of reform and opening up, the Chinese leader proposed that the three premises for establishing diplomatic relations between China and the United States were Deng Xiaoping's "severing diplomatic relations, abolishing the treaty and withdrawing troops" with Brzezinskiti. Severing diplomatic relations means that the United States and the so-called "Republic of China" cut off formal "diplomatic relations", but did not mention civil exchanges, and then the United States and the People's Republic of China established formal diplomatic relations between countries. The second is to abolish the contract, abolish the 1954 US-Taiwan Joint Defense Agreement and the Military Alliance Treaty. The Americans' approach is to automatically abolish the treaty by the end of 1978 and will not be renewed in 1979. Therefore, the date on which the establishment of diplomatic relations between the People's Republic of China and the United States of America came into effect was January 1, 1979.

In December 1954, Taiwan's "Foreign Minister" Ye Gongchao and Dulles signed the "US-Taiwan Joint Defense Agreement".

Finally, the withdrawal of troops. Because there are military exchanges between the United States and Taiwan, it is not American military personnel, but an established military force, which is an army, similar to the air force and the marines. But these troops do not mean that there are soldiers stationed on Taiwan Island, but mainly military bases and institutions, and can take military actions against the mainland from Taiwan Island.

Aviation troops and ground troops were all withdrawn, but two types of people were left. The first type of people was arranged to be in the American Association in Taiwan (AIT). The association will have security personnel and the US Marine Corps on duty. This group of people does not wear uniforms when they come out, mainly to hide their identities and act in a low-key manner. Another group is the military ties between the United States and Taiwan that have not been completely cut off, including training and exchanges between the troops.

It can be seen that the United States has two institutional problems. One is that the "Relations with Taiwan Law" involves the establishment of diplomatic relations between China and the United States. The document form used by China at that time was called the Joint Communiqué. From an international law perspective, the Joint Communiqué is not a formal treaty, but a soft law based on tacit understanding and consensus. This is beyond words. Why do this? It's very simple, because pragmatic operations can avoid the possible interference caused by the US Congress on the establishment of diplomatic relations between China and the United States. The time node for the establishment of diplomatic relations between China and the United States was the negotiations in 1978 and the establishment of diplomatic relations in 1979; the Reagan administration came to power in 1980, and Gorbachev came to power in the Soviet Union in 1985. These two things will not undergo any substantial changes because of whether China and the United States establish diplomatic relations.

If China and the United States did not seize the time window to establish diplomatic relations in 1979, the entire history might have been rewritten. During the Cold War in 1972, China and the United States wanted to sign a treaty for establishment of diplomatic relations, so that Nixon could pass it in the US Congress. With Taiwan's lobbying ability in the US Congress at that time, establishing diplomatic relations between China and the United States was almost an impossible task, and China's strategic interests would suffer as a result. Therefore, in October 1975, Mao Zedong talked to Kissinger: "Taiwan is small, but the world is big." What China focuses on is such a strategic vision.

After the Reagan administration came to power, he did a stupid thing, broke through his understanding on arms sales, and sold 150 F5E fighter jets to Taiwan at once. This incident was very big. At that time, we directly recalled Ambassador to the United States Chai Zemin and responded seriously and strongly to the United States in the form of a downgrade of diplomatic relations because China lacks leverage in other places. But this information also shocked the Americans. It turned out that the Chinese were so serious about the sale of arms, and later they talked about the third joint communiqué of China and the United States, the August 17 Communiqué.

After the August 17 Communiqué, there is a companion product, which is the "Six Assurances" of the US Reagan administration to Taiwan. The original "six promises" have not been deciphered and have not entered the vision of Sino-US relations. Because of the changes in cross-strait relations, the entire China and the United States, a group of people in the United States have tried their best to make trouble and do the so-called "Taiwan card". Lee Teng-hui, Chen Shui-bian and Tsai Ing-wen on Taiwan Island promote "Taiwan independence" and engage in speculation, opportunism and adventurism for personal political interests. They wanted to pull the tiger's skin and hold the banner, so they began to play the "six principles" and understood it as the "gold medal for exemption from death" given to Taiwan by the United States. In fact, these "six promises" are confidential.

Another very funny thing happened in May 2016. U.S. Congressmen made a version before the official "six promises" decrypted. This version is the so-called "six promises" first revealed by Republican Chabot Congress on October 28, 2015. A little in the "six promises" was stuffed into the "six promises" that the "six promises" were the so-called "six promises" that the United States will not formally recognize China's sovereignty over Taiwan.

For "Taiwan independence", this sentence means that the United States can interpret it as "Taiwan independence". The funny thing is based on the decrypted telegram sent from the US State Department to Taiwan in 1982 (Decrypted) (Decrypted) (For "Taiwan independence", the sentence means that the United States supports "Taiwan independence". The funny thing is that it is based on the decrypted telegram sent to Taiwan from the US State Department to Taiwan in 1982 (Decrypted) (Decrypted) (For "Taiwan independence", the meaning is that the United States supports "Taiwan independence". telegram), first, the United States promises not to set specific expectations for the sale of weapons in Taiwan; second, the United States will not solicit opinions and opinions of the People's Republic of China on the sale of weapons before selling weapons to Taiwan; third, the United States promises not to play the role of intermediary between Taipei and Beijing; fourth, the United States promises not to amend the "Taiwan Relations Law"; fifth, the United States will not change its position on Taiwan's sovereignty. Simply put, this position is that there is no position, China will solve it itself. Although the United States has no position, it will be skewed. Americans are hypocritical, and you don't have a position to sell weapons. What? The United States stated that selling weapons does not mean that it has a position on sovereignty. Sixth, the United States will not put pressure on "let Taiwan negotiate with the People's Republic of China". There is no doubt that this negotiation is peaceful reunification, and the United States will not put pressure on China. Our understanding here is that when negotiating the issue of reunification with Taiwan, the United States has no objection, and Taiwan is willing to come over.

So, the United States has published a research report on this issue in 2020, and its core view is what is the real attitude of the United States on the so-called Taiwan sovereignty status. The United States has never expressed a different view of Taiwan's sovereignty status than the United States' vague strategy in these six commitments. The United States has never said that Taiwan is a "sovereign and independent country" or supports Taiwan's pursuit of "sovereign and independent". The Taiwan issue needs to be resolved across the Taiwan Strait. The United States is trying to play a leverage and restraining role, which is to resolve it peacefully, not to unilaterally change measures, etc. From a policy language point of view, what the US said is unilaterally changing the status quo of the Taiwan Strait, including opposition to "Taiwan independence", and "Taiwan independence" follows the "legal Taiwan independence" route. If you dare to declare "Taiwan independence", it will unilaterally change the status quo.

Taiwan often likes to talk about the fate of Taiwan. 23 million Taiwanese people resolved through a "referendum". Sorry, there are still 1.4 billion here. The fate of Taiwan is decided by all Chinese people. There is nothing to discuss about this matter.

At the same time, under no circumstances can Taiwan get a "blank check" from the United States to support Taiwan's "independence". Previously, Bush Jr. had broken through the US presidential election practice and said in the 2000 presidential election: "The United States has the obligation to help Taiwan defend herself. (Whatever it took to help Taiwan defend herself." This concept seems to represent the United States' willingness to escort "Taiwan independence". After all, compared with today's 2000, the United States was at its peak, and the "Super" after the Cold War in the true sense.

At that time, there was a crazier and more worrying Chen Shui-bian in Taiwan. George W. Bush said he opposed unilaterally changing the status quo of the Taiwan Strait, and Chen Shui-bian changed the status quo. In order to cover up his corruption and boost his popularity, Chen Shui-bian stimulated and provoked extreme "Taiwan independence" to build political momentum and prolong political life, he did not hesitate to modify the true expression of the US president for this purpose. Chen Shui-bian played a very famous word game - the United States said it did not support unilaterally changing the status quo, but did not say it was against it. Since it did not say it was against it, it was support.

Bush's reaction to this was also very clear and straightforward. He asked someone to bring a note to Taipei and asked you what this "SOB" wanted to do? The original text of this "SOB" is to be silenced on the TV media on the island of Taiwan, but in order to express the accurate meaning and to ease it a little, the Taiwanese gave Chen Shui-bian a new nickname called "Son of Beach".

This is the true attitude of the United States, and it is also what people who engage in "Taiwan independence" always want to do in the United States. Now Tsai Ing-wen's practices on "Taiwan independence" are more happy than Chen Shui-bian. The group of people gathered during the Trump era, including Pompeo, the worst Secretary of State in history, gave the "Taiwan independence" forces a great space for activity and took out the "six promises" to make a fuss.

But if you read news from Taiwan, the key points of the "six promises" are all vague. This is a standard report on "Taiwan independence". For example, if an American said something, it means that the United States will protect us. Don't be timid when you see the mainland. Of course, the subject they prioritizes in drilling is, if the mainland really does, what is the first thing they do? run! Who runs first? The leader runs first, let the leader go first, and let the "Taiwan independence elements" run first. Where to go? I went to a place where I could be a condo and got up first, using the things I exchanged for in-person fats.

In the future, it is very complicated and simple. The first is strength. The stronger the mainland's economic strength and the stronger the military strength, the clean and neat solution of the military power that "Taiwan independence" can be solved in the shorter the time, including effectively rejecting the intervention and intervention of external military forces, the easier it is to resolve the Taiwan issue. Second, in the General Secretary’s speech on the Taiwan issue, the Ministry of Foreign Affairs said that Chinese leaders teach American leaders homework and do their work. Some words are very straightforward and in-depth, for example, one of them is:

"We are patient and are willing to strive for the prospect of peaceful reunification with the greatest sincerity and efforts. However, if the separatist forces of "Taiwan independence" provoke and force them, or even break through the red line, we will have to take decisive measures."

The United States must understand the anger and kindness of the mainland from it. It is difficult for me to cut sausages like this. When China is easy to bully, it is a prank, but I tell you that I am still kind and very nice to my compatriots. China has added the word "prospect" after peaceful reunification, which requires careful understanding.

The core of the one-China principle is based on syllogism: there is only one China in the world, Taiwan belongs to one China, and the government of the People's Republic of China is China's only legal representative in this world. Half a century ago, the People's Republic of China restored its legal seat in the United Nations and all resolutions in accordance with the law, driving away all the Chiang Kai-shek regime, which had stolen the seat of China's representative. Today, the Taiwan authorities played word games. At that time, they solved the problem of China. They did not say what to do. I am sorry that there is no position in Taiwan, because Taiwan is part of China and there is no problem of Taiwan entering the United Nations. China's legal representative changed from "Republic of China" to the People's Republic of China, which did not affect Taiwan's ownership of China.

The new change in the United States is that some people in the United States are preparing to make money on the Taiwan issue, domestic politics, and arms sales. Let’s look at the words the General Secretary said to Biden. The General Secretary made it very clear that every sentence is the key.

"Xi Jinping elaborated on China's principled position on the Taiwan issue. Xi Jinping stressed that the situation in the Taiwan Strait is facing a new round of tension because the Taiwan authorities have repeatedly attempted to rely on the United States to seek independence (taking the United States as their reliance on to seek independence.), while some people in the United States are interested in "using Taiwan to control China" (playing the Taiwan card, restraining and interfering with China's development, threatening China's territorial sovereignty and integrity, and core interests). This trend is very dangerous. It is playing with fire, and those who play with fire must burn themselves."

The highest leader of the Chinese country told the highest leader of the other country: "Those who play with fire must burn themselves. "This is a red line. I think you have passed, and I will let you know what it means to burn yourself.

"The one-China principle and the three joint communiqués of China-US are the political foundations of Sino-US relations. Previous U.S. governments have made clear commitments to this. "

Among the major powers, especially among the major powers such as China and the United States, this commitment is counted.

"The real status of the Taiwan issue and the core content of a China is: there is only one China in the world, Taiwan is part of China, and the government of the People's Republic of China is the only legal government representing China. "

Some people say it is different from before, yes, for a while, we had a broad explanation of this, that is, we are willing to give more commitments to the sincere party. Now we are going to recycle it, why? Because you have no sincerity and are doing destruction, there is nothing to say.

"It is the common aspiration of all Chinese people to achieve complete reunification. We are patient and willing to strive for the prospect of peaceful reunification with the greatest sincerity and efforts. However, if the "Taiwan independence" separatist forces provoke and force them, or even break through the red line, we will have to take decisive measures. "

Don't you like to cut sausages? Don’t you like to do that kind of Fabian gradualization? Then I tell you, my understanding is that you are forcing me to provoke, force, or even break through the red line. I will explain clearly what you cannot do. If you insist on doing it, and if you do it, then we will have to take decisive measures to resolve the Taiwan issue and defend the integrity of territorial and sovereignty. What means, what measures, and what methods? Defend the core interests of the country according to China's understanding and needs.

The Taiwan issue is the most important, core and sensitive issue in Sino-US relations. From the perspective of China and all Chinese people, the responsible suggestions given are that China’s hope for the US is not to give Taiwan independence” wrong signals.

The Taiwan issue must be resolved, China must be unified, and China is willing to resolve it peacefully and reunify. If someone does not want to reunify peacefully, it must be unified and resolved. The innate dilemma faced by the United States on this issue is like the saying of the old man in history: "The only experience that humans learn from history is that humans never learn from experience and lessons from history." On the Taiwan issue, the dilemma encountered by the United States is exactly the same as what they did on the mediation of the Kuomintang-Communist civil war in 1946. They insist on supporting an unreliable teammate, the "Taiwan independence" force, who has neither ability nor shoulders, but claims to be able to complete tasks that are simply impossible.

Only "Taiwan independence" elements fantasize about letting Taiwan fight the mainland alone, act as a bridgehead, and show the power of the democratic camp. Anyone who has a clear mind can recognize the situation earlier and starts the process of peaceful reunification with the mainland. The United States should also recognize the unsustainability of the "strategic ambiguity" policy on the Taiwan Strait issue as soon as possible, because the endogenous growth of mainland China's strength will exceed the expectations of the United States. The United States has no ability to block the growth of mainland China's endogenous ability, and of course it is unwilling to engage in a comprehensive showdown strategic decisive battle with the mainland.

From the perspective of the national interests of the United States, it is to hand over Taiwan as soon as possible and sell China as a good seller; the Chinese people are very simple, the United States sells it well, and make "significant contributions" in the process of China's territorial integrity and sovereignty reunification, knock out all the "Taiwan independence" that causes trouble, and clearly support China in achieving peaceful reunification. Perhaps most of the hegemony challenges that the United States is worried about will be solved. This tests the political wisdom and political courage of the man in the White House in Washington. However, it seems that in the end, the worst policy solution will be chosen, and unification cannot be stopped. This is not a good idea for the Chinese, and both ends are not adjusted.

Of course, some people will benefit. The arms commerce company can sell a lot of junk, get a lot of wool, and share a lot of money; of course, China will also benefit. Military museums may be able to collect a lot of junk of good quality and collection, which is not easy.

Back to China-US relations, just as for the Taiwan issue, you can feel the confidence brought by China's rise, the atmosphere of a great country, all issues are open and honest, easy to understand, patient and meticulous, and in-depth, comprehensive and frank communication and exchange of their respective opinions. China deals with China-US relations with an extremely responsible attitude, and promotes, guarantees and maintains the strategic relations between the two countries to move forward steadily and healthily. From the perspective of a community with a shared future for mankind, I really hope that the United States can make the right choice, which is good for the United States, the world, China and everyone. Of course, the struggles that followed were turbulent and tumultuous, so let’s move forward together and observe together.

Thank you everyone, that's all.
