1. Organized recommendation
News units can recommend the original works of this unit , including works of branches and journalists stations. The cooperative works are recommended by a first publishing unit. Recommended works should be selected by the jury on the basis of democratic recommendation by the editor and reporters, and will be announced to the unit for no less than 5 working days. The composition of the jury committee should implement a avoidance system. The work recommendation unit is responsible for the authenticity and accuracy of the application information.
2. Self-recommendation, he recommends
1. All social units (excluding news units) and individuals can recommend themselves and he recommends 1 work to participate in the evaluation according to this notice. The same work is recommended to one unit, and the qualification to participate in the evaluation will be disqualified from violations.
2. The works should receive the second prize or above of the annual award at the provincial and ministerial level or major central news units, and will be recommended by two professional titles with deputy senior or above in the journalism major.
3. The provincial journalists association, central news units or China Industry News Association where the publication media is located are responsible for reviewing, checking and stamping confirming the political direction, public opinion orientation, business level and materials for the work.
4. The materials for the evaluation of works should be fully publicized in this unit for no less than 5 working days.

3. Preliminary evaluation and submission

2. Initial evaluation and submission procedure

6. Material reporting requirements
1. The content and application information of the participating works should be true and accurate, and must not be fake, incorrect or false. Participants, recommended units and reporting units should check the works word by word, frame by second, and review the application information item by item. The China News Awards selection imposes a level of award-winning restrictions on works with errors, and all units are requested to strictly review and check.
2. The various forms that are included in the review and the submitted reports should be paper and electronic versions respectively, and the contents of the two are consistent. Except for the news agency work samples and periodical works samples, paper materials should be in duplicate.
3. The audio and video works participating in the evaluation should be saved in the original version of the column where the broadcast work is located, and the internal editing, production and broadcast approval credentials should be saved, including traces of digital system editing.
4. The submitting unit should sign the "Commitment Letter of Integrity in Submission Unit" (Appendix 1), fill in the "Performance of Initial Evaluation Procedures and Public Announcement Table" (Appendix 2), "Catalogue of Works Submitted by China News Awards" (Appendix 3), and "Recommendation Form for Works Participated in China News Awards" (Appendix 4). 7. Material production requirements
1. Newspaper works, submit sample newspapers and copies of works on the page where the work is located; news agency works, submit printed manuscripts and 1 media sample; journal works, submit copy of the publication page and 1 complete sample.
2. Radio and television works, submit complete text printouts and copies of high-definition audio and video works that have been broadcast on radio and television. The original broadcast works shall not be re-recorded or edited, no content such as trailers, advertisements, etc. shall be deleted, and no openings or endings shall be added or deleted. The copy should be complete and must not be cut. The format of the broadcast work is WAV or MP3; the format of the TV work is AVI or MP4.
3. New media works, submit the print page on the first screen of the work, submit the complete text print draft of the audio and video content, fill in the "Recommended Works Form" and the QR code for viewing.
4. A series of reports composed of multiple works should be selected at the beginning, middle and end of the entire group of reports, and 3 sample reports or copies of the works should be submitted, and the "Complete Catalog of Series Reports" (Appendix 5).
5. Internationally disseminated works should be submitted to overseas media implementation certification materials. Works in foreign languages and ethnic minority languages should be accompanied by Chinese translations and must not be rewritten or exceeded. Copy of the award certificate for self-recommendation or other recommendations should be provided.
6. Special preliminary review works shall be submitted according to the corresponding notice requirements.
7. The RGB mode JPEG file with a pixel between 1422×800 and 3558×2490, and no less than 1MB. The broadcast works are made into WMA format audio files with a 128K bit rate. The TV works are made into MP4 format video files with a 1000K bit rate, a 4:3 video page ratio, and a page size of 640×480 pixels. The single file size of audio and video works exceeds 500MB, and are divided into multiple files and uploaded in order.
8. Material delivery requirements

9. Punishment of violations
1. There are guidance problems, plagiarism, fraud or inaccurate content of the participating works, and the qualifications for participating or winning the award will be revoked, and the author (main creator) and editor will be criticized.
2. If there are reproduction, false reporting of information about publication, false reporting of authors (main creators) and editors, and if the participating works are inconsistent with the publication works, the qualifications for participating or winning the award will be revoked and the relevant responsible persons will be criticized.
3. If the participant violates professional ethics or is punished for violating the award rules and other acts and is within the impact period, the qualifications for participating in the award and winning the award will be revoked and the relevant responsible persons will be criticized.
4. Persons who have been criticized for the above 1, 2, and 3 violations are not allowed to participate in the China News Awards selection within 3 years. For works whose award qualifications are revoked, relevant personnel will be disqualified from winning qualifications, trophys, certificates and bonuses will be recovered and announced.
5. If recommendations, preliminary evaluations or public announcements are not carried out in accordance with the prescribed procedures, the qualifications for the relevant works to be evaluated or awarded will be revoked, and the relevant responsible units will be ordered to make rectifications. If the reporting unit has been criticized for two consecutive years, the corresponding reporting quota for the next session will be reduced.
6. If there are any violations in the above-mentioned violations of self-recommendation or other recommendations, the recommender shall not recommend the works for evaluation within 3 years.
7. The review committee members and judges accept banquets, property from the recommended units, submitting units and participants. Their qualifications of the review committee members and judges are revoked and their units are informed of their units and personnel are revoked to participate in or win the relevant works of the units and personnel. Relevant personnel are not allowed to participate in the China News Award selection activities in the future. Any suspected violations of discipline and law shall be reported to the discipline inspection and supervision department.
