Neiqiu County 2021 Public Recruitment of Personnel Agents Preschool Teachers Announcement
In order to solve the problem of teacher shortage in kindergartens in the Neiqiu County education system, after research and decision by the county party committee and county government, 160 personnel agents teenagers are now publicly recruited from the public. The specific matters are announced as follows:

In 2021, the kindergartens under Neiqiu County Education Bureau plan to recruit 160 personnel agent preschool teachers.

(II) Personnel not within the recruitment scope

5. Recruitment procedures
(I) Release announcement
On August 27, 2021, the departments, units, numbers, conditions, and arrangement information for recruitment will be announced through the Neiqiu County Government Portal and Xingtai Personnel Examination Network (http://www.xtrsks.com).
(II) Online registration and preliminary qualification review
1. Registration time: 9:00 on September 1, 2021 to 17:00 on September 5, 2021; Online payment time: 9:00 on September 1, 2021 to 17:00 on September 6, 2021, registration payment is paid through Alipay , and the registration examination fee is 100 yuan per person.
2. Registration method: adopt online registration and preliminary qualification review methods, log in to the registration system of Xingtai Personnel Examination Network (http://www.xtrsks.com) for registration, and each person is limited to one position.
3. The basic process of online registration, preliminary review, payment, and printing admission tickets:
(1) Before starting to register, candidates must understand the recruitment policies and job conditions for the proposed job, carefully read the "Registration Instructions" and agree to the "Integrity Commitment Letter", and then follow the specific steps according to the steps.
(2) A strict self-discipline mechanism is implemented for online registration. Candidates must commit to fulfilling the "Commitment to Integrity" and be responsible for the authenticity of the registration information submitted for review. During the qualification review, if you find that the information filled in online is inconsistent with the actual situation, the application qualification will be disqualified.
(3) Fill in or select form items in accordance with the "Instructions for Filling Form". The uploaded electronic photos must meet the requirements. The candidates' recent certificate photos without a crown (jpg format, 240×320 pixels, less than 100kb), otherwise they will be automatically rejected by the registration system.Only after the application information is reviewed can the payment operation be carried out. Registration is completed if the payment is successful.
(4) After the candidate "submits for review", the application information will be locked and cannot be modified before the review results are feedback. Neiqiu County Human Resources and Social Security Bureau conducts preliminary qualification reviews for online registration personnel in accordance with the conditions set for recruitment positions. Generally, the auditor will reply to the review results on the registration system within 48 hours. If the "review has not been passed", the information can be modified or the position can be submitted for review according to the reasons indicated that the information is not passed and the review can be submitted again; if the "review has been passed", it cannot be modified again and will enter the payment procedure. (5) Admission ticket printing: Considering the prevention and control of the new crown pneumonia epidemic, the printing time of the admission ticket will be announced separately in the online registration system. Those who have successfully registered are required to pay close attention and print the admission ticket according to the time specified in the announcement. Those who have exceeded the deadline shall bear the responsibility.
According to the current relevant requirements for epidemic prevention and control, candidates must apply for the "Hebei Health Code" through the WeChat mini program 14 days in advance (you can apply after registration). Only if the "Hebei Health Code" on the day of the exam is green and the body temperature is lower than 37.3℃ after on-site measurement, and there are no abnormal symptoms such as dry cough, can you enter the test site to take the exam. When printing the written examination admission ticket, candidates must also download and print and fill out the "Personal Health Commitment Letter" (Appendix 3). Anyone who fails to make a promise, conceals medical history, travel history, contact history, or evades epidemic prevention measures, and causes serious consequences, will be held accountable in accordance with the law.
4. Examination ratio: In principle, the ratio of the number of applicants to the number of recruited people shall not be less than 3:1. If the number of applicants does not reach the proportion of candidates, the proportion may be appropriately reduced, reduced or cancelled with the research and approval of the county recruitment work leading group office.
5. Candidates must keep in mind the registration and payment deadline, the time for printing the "Written Examination Admission Ticket", and other important time information. Anyone who fails to complete the relevant operations within the specified time will be deemed to be automatically given up. The written test is organized and implemented by the Neiqiu County Human Resources and Social Security Bureau.
1. The written test adopts a closed-book method, mainly testing the applicant's education professional ability test and public basic theoretical knowledge. The two subjects are merged into one paper, with a percentage system, with a full score of 100 points.
This exam does not specify examination tutoring books, and no institutions or individuals will be held or entrust to hold examination tutoring training classes. Tutoring classes, tutoring websites or publications, Internet cards, etc. that are currently present in society under the name of public institution recruitment examination question sets, specialized training institutions, etc., are all irrelevant to this examination. Please be alert to the majority of applicants and never be deceived.
2. During the written test, candidates must hold the second generation resident ID card, the "Written Examination Admission Ticket" and the "Personal Health Information Commitment Letter" filled in standardizedly before they can enter the examination room.
3. Score query. The minimum control scores for the written test are set, which are determined comprehensively by the county human resources and social security bureau based on the recruitment plan, written test scores, etc.
(IV) Qualification review
Before the interview, the county human resources and social security bureau and the county education bureau will review the qualification requirements of candidates entering the interview process.
The certificates and materials that must be issued by persons entering the qualification review are: originals and copies of second-generation ID cards, graduation certificates, teacher qualification certificates, written examination admission tickets, employment registration certificates, etc. that can prove their qualifications and are valid within the validity period; print academic qualification certification report online (with QR code verification); employed persons must provide the unit's approval certificate (need to be stamped with the official seal of the unit and the competent department); returnees from overseas and other overseas and foreign academic qualifications must provide originals and copies of relevant documents such as national academic qualification certification.
Candidates who fill in the application situation when registering online and do not meet the application requirements will be disqualified from applying for the job and will be held accountable for serious fraud. Before the interview, if the proportion of vacancies failing to pass the qualification review or failing to submit materials within the specified time, the written test scores will be filled in order from high to low among candidates who apply for the minimum control score for the written test in the same position.

(V) Interview
The interview work is entrusted by a third party to organize and implement it in a unified manner.
1. Candidates entering the interview must log in to the online registration system to print the "Interview Notice" by themselves. Taking into account the epidemic prevention and control factors, the time for printing the "Interview Notice" will be notified separately on the registration website. For details on the specific time, location, etc. arrangement and requirements, please refer to the "Interview Notice" for details.
2. During the interview, candidates must bring their valid ID card and "Interview Notice" and "Personal Health Information Commitment Letter" to participate in the interview.
3. Interview method. The interview format is trial lectures or talent displays, with a full score of 100 points in the interview. The interview scores are based on the "gymnastics scoring" method, removing one highest score and one lowest score, and the average score of other scores is the interview score. The interview pass score line is 60 points. Those who are below 60 points are unqualified and are not allowed to enter the physical examination or inspection.
Total score synthesis: Total score = written test score × 60% + interview score × 40%. When calculating the scores of candidates, keep the two decimal places.
(VI) Physical examination and inspection
Based on the total scores of the candidates' examination, the candidates for the physical examination shall be determined in the order of 1:1 ratio from high to low scores. If the total score at the end is tied, the candidates will be determined based on the academic qualifications, written test scores, and normal graduates. If the physical examination fails, the person who meets the requirements in the same position will be paid in sequence from high to low, and the physical examination costs will be borne by the individual. The physical examination shall be implemented in accordance with the physical examination standards for civil servant recruitment.
Candidates who pass the physical examination will review their academic records by the County Human Resources and Social Security Bureau and the County Education Bureau, and examine their ideological and political performance, moral qualities, etc. Vacancies caused by failure in the inspection will be filled in order from high to low in the same position.
(VII) Public announcement
The county human resources and social security bureau will publicize the candidates' written test, interview, physical examination and inspection based on the candidates' written test, interview, physical examination and inspection, and after collective research, review and summary, on the Neiqiu County Government Portal and Xingtai Personnel Examination Network (http://www.xtrsks.com). The public announcement period is 7 working days. 6. Hiring
1. Select a position.If there is no objection to the expiration of the public announcement period, or if there are any problems reported but it does not affect the employment after verification, the Neiqiu County Education Bureau will reasonably set up positions and organize applicants to openly select positions in the order of the total scores of the examination from high to low scores. If the total scores are the same, the positions will be selected in the order of those with higher education, those with higher written test scores, and normal graduates. Those who fail to report within five days after the job selection will be deemed to be automatically given up.
2. After the post is set, the personnel hired shall be represented by the human resources market under the county Human Resources and Social Security Bureau, and shall manage the personnel file for him. He is responsible for adjusting wages, professional title assessment, and handling social insurance in accordance with relevant regulations (in accordance with the provisions of the Ji Zheng Letter [2014] Document No. 88). Employees must fill out the "Neiqiu County Public Recruitment of Personnel Agent Teachers Registration Form", sign a personnel agency contract with the county human resources market, and sign a "Neiqiu County Personnel Agent Teacher Employment Contract" with the employer. The first employment contract period is three years (the minimum service period is three years). The employer shall implement the probation period according to relevant policies and the probation period shall be calculated within the employment contract period. After the probation period is passed, the salary and benefits shall be implemented in accordance with the standards of the same public institution; those who fail the assessment shall be cancelled. The salary and social insurance expenses of hired employees (unit part) are allocated by the county finance and included in the county fiscal budget. If the employer has passed the examination and assessment, he/she will sign the contract and arrange it to a new position after the contract expires. Those who fail will not be hired again.
Violations of discipline and regulations found during the public recruitment process shall be handled in accordance with the "Regulations on Handling Discipline and Regulatory Violations of Public Recruitment of Public Institutions" (Ministry of Human Resources and Social Security Order No. 35).
