The Sixth Plenary Session of the 19th Central Committee of the Communist Party of China decided that the 20th National Congress of the Communist Party of China will be held in Beijing in the second half of 2022. Recently, the Central Committee of the Communist Party of China issued the "Notice on the Election of Representatives of the 20th National Congress of the Party", making comprehensive arrangements for the Election of Representatives of the 20th National Congress. The Central Organization Department recently held a meeting to make specific arrangements for this work.
The 20th National Congress of the Communist Party of China is a very important congress held by our party to enter the important moment of building a modern socialist country in an all-round way and marching towards the second centenary goal. It is a major event in the political life of the Party and the country. Carrying out the election of representatives of the 20th National Congress is an important basis for holding a good conference. The Party Central Committee attaches great importance to the election of representatives of the 20th National Congress. General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the Central Committee and the Political Bureau of the Central Committee for special research, determined the overall requirements and goals and tasks for doing this work well, and required party organizations at all levels to truly assume political responsibilities, conscientiously perform their duties, and carefully organize and implement them to ensure the successful completion of the representative election work.
The Central Committee of the Communist Party of China has determined that there are 2,300 representatives in the 20th National Congress, elected by 38 election units across the country. To do a good job in the election of representatives of the 20th National Congress, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the Party Constitution as the fundamental guideline, adhere to the nature and purpose of the Party, adhere to and strengthen the Party’s overall leadership, fully carry forward intra-party democracy, strictly implement qualification conditions, strictly produce procedures, and strictly enforce election discipline to ensure that the elected representatives of the 20th National Congress are of excellent quality, reasonable structure, extensive distribution, and support from Party members.
The Central Committee of the Communist Party of China proposed that the representatives of the 20th National Congress should be outstanding members of the Communist Party. We must strictly control the political focus of candidates, insist on putting political standards first, highlight the examination of candidates' ideals, beliefs, political character and moral cultivation, focus on understanding the candidates' political judgment, political understanding, and political execution, strengthen the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards", and reject politically unqualified ones. Strictly control the integrity of candidates, conscientiously implement the "four musts" requirements, strictly identify and verify, and resolutely prevent "nominated with illness" and "elected with illness". We must further optimize the representative structure, and we must have both party members and leading cadres at all levels, as well as party members on the front line of production and work, ensure the proportion of representatives on the front line of production and work, and pay attention to recommending advanced models among workers, farmers and professional and technical personnel as representatives; female party members and ethnic minority party members should account for a certain proportion. There must be representatives in all aspects of economy, science and technology, national defense, politics and law, education, publicity, culture, health, sports and social management.
The Party Central Committee requires that the election of representatives of the 20th National Congress shall be carried out by bottom-up, combination of top-down, repeated deliberation, and selection step by step. We must carry out in-depth publicity and education, widely mobilize grassroots party organizations and party members to actively participate in the recommendation and nomination of representative candidates, and select the best ones step by step based on the opinions of most party organizations and party members. We must strictly organize inspections, implement differences inspections and inspection forecasts, and fully listen to the opinions of grassroots party organizations, party congress representatives, party members and the masses. We must carry out conference elections seriously, and delegates shall implement differential elections, and the proportion of differential elections shall be more than 15%.
The Party Central Committee emphasized that party organizations at all levels must effectively strengthen leadership, make careful arrangements and deployments, and do a solid job in the election of representatives of the 20th National Congress with a high sense of political responsibility and a rigorous and meticulous work style. We must strictly enforce political discipline, organizational discipline and election discipline, make full use of cases of canvassing votes and bribery and undermining elections in Hengyang, Hunan, Nanchong, Liaoning and other places, carry out warning education, learn lessons, and learn from them. Strengthen the full supervision of representative election work, "zero tolerance" for violations of regulations, discipline and laws, and resolutely investigate and deal with them once discovered to ensure a clean and upright atmosphere.We must do a good job in learning and publicity, organizational mobilization, recommendation and nomination, conference elections, and serious discipline, so as to make the process of electing representatives a process of in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, a process of implementing the general requirements for Party building in the new era and the Party’s organizational line in the new era, a process of education on ideals and beliefs, party spirit, party style, party discipline and party history, a process of vivid practice of political life within the Party and democratic centralism education, further enhance the Party’s creativity, cohesion, and combat effectiveness, and mobilize the majority of Party members and cadres to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, never forget the original aspiration, keep in mind the mission, overcome difficulties, forge ahead, and make new and greater contributions to the comprehensive construction of a modern socialist country, win the great victory of socialism with Chinese characteristics in the new era, and realize the Chinese dream of the great rejuvenation of the Chinese nation.
The election of representatives of the 20th National Congress starts now and ends before the end of June next year.
