In order to conscientiously implement General Secretary Xi Jinping’s important instructions “ green waters and green mountains are gold and silver mountains ” and “can’t be ruthless about behaviors that destroy the ecological environment, and cannot be used as examples”, in accordance with the deployment requirements of the Ministry of Public Security and the Provincial Public Security Department, we will deepen the special action of the city’s public security organs to crack down on and rectify criminal crimes in natural resources such as “sand tyrants” and “mine tyrants”, and further encourage all sectors of society and the general public to actively report clues of illegal and criminal crimes involving gangs and evil in natural resources such as “sand tyrants” and “mine tyrants”, the Shangluo Municipal Public Security Bureau decided to offer public rewards to the public to collect clues of such illegal and evil-related crimes involving gangs and evil. The relevant matters are now announced as follows:
1. Collection scope
(1) Unlicensed mining, cross-border mining, monopoly of mineral resources, and illegal mining of canal sand and open mountains to wash sand.
(2) Clues of illegal crimes that use illegal means to force mines, sand mining projects, occupy ore sand resources, and monopolize market operations.
(III) Clues of illegal buying and selling sand and mineral products by illegal means such as violence or soft violence, and illegal sales of minerals and sand and gravel at a significantly different market price.
(IV) State public officials and village committee cadres participate in or cover up illegal mining in various ways or inform them of illegal mining, and act as clues of illegal discipline protection forces of "sand tyrants" and "mine tyrants" and "sand tyrants" protection forces.
(V) Other clues of illegal and criminal activities in natural resources such as illegal mining and sand mining.
