If they did not give, they would threaten by pulling the switch and malicious harassment. In order not to affect their business, the owners of the garment factory could only obey. After learning about it, Qiaosi Police Station quickly integrated clues to conduct special project operations under the guidance of the Yuhang Public Security Anti-Gang Office.
As the investigation deepened, a criminal gang headed by Pang, such as provoking trouble, forcing transactions, and beating others, surfaced.
Pang, from Taizhou, Zhejiang, is 37 years old this year. Since Qiao Si has many clothing processing companies, Pang registered a Fufu Co., Ltd. to Qiao Si for waste fabric recycling. At the beginning, Pang was doing business properly, but he felt that the money was too slow.
Qiaosi Street garment processing factory has large production volume and produces more waste fabrics. These corner fabrics can generally be sold at a price of 200 to 1,000 yuan per ton per ton on the market. Pang fell in love with this trick to get rich. After a makeover, he registered "Green Saikai" Co., Ltd. and recruited Jiangsu Binhai people Wu, Li, Tao and others to join, using all kinds of means to forcibly collect waste fabrics from the clothing processing factory for free. Many garment processing factory owners are unwilling to be recycled from the corners of their factories for free, but Pang and others threaten environmental protection issues and reported waste exceeding the standard, and even beat and disturbed the staff of the garment processing factory to force them to submit.

In order to make the owner of the clothing processing factory unconditionally obey the "acquisition", Pang's "Green Saikai" company also set up a so-called "patrol team" to look in front of each clothing processing factory. If the other party refuses to obey, the "patrol team" will call on personnel to stop the car and beat people.
In early April this year, Pang and others also purchased some patrol equipment from the Internet and illegally posted patrol signs on a van and three electric vehicles to expand the company's deterrence. The bosses of the clothing processing factory have troubles. In order to produce smoothly, they can only accept the unreasonable requests of Pang and others.
Boss Wang is one of the many victims. He has been opening a clothing processing factory in Qiao Si for more than 10 years. He said that in the past, people who came to collect scrap fabrics would pull out useless rags, but Boss Pang forced to collect all the valuable fabrics and did not pay any penny. In May this year, Pang pulled nearly 20 tons of fabric from Boss Wang's factory. If sold at the market price, it could be sold for more than 20,000 yuan.
After investigation, Pang and others used intimidation and threats to force recycling waste fabrics for more than a year, involving hundreds of clothing processing factories, and the amount of losses of each processing factory ranged from thousands to tens of thousands of yuan. Because there are many victimized companies involved, in order to find out the evidence of illegal and criminal facts of Pang and others, the police visited more than hundreds of clothing processing companies and retrieved a large number of video surveillance.
