Chapter 1 General
Article 1 In order to strengthen the protection of retired soldiers, safeguard the legitimate rights and interests of retired soldiers, and make soldiers a profession respected by the whole society, this Law is formulated in accordance with the Constitution.
Article 2 The retired military personnel referred to in this Law refer to officers, sergeants, conscripts and other personnel who have retired from active service from the People's Liberation Army of China in accordance with the law.
Article 3 Retired soldiers have made important contributions to national defense and military construction and are an important force in socialist modernization construction.
Respect and care for retired soldiers is the common responsibility of the whole society. The state cares for and treats retired soldiers with preferential treatment, strengthens the construction of a retired military security system, and ensures that retired soldiers enjoy corresponding rights and interests in accordance with the law.
Article 4 The work of protecting veterans adheres to the leadership of the Communist Party of China, adheres to the policy of serving economic and social development, national defense and military construction, and follows the principles of people-oriented, classified guarantee, service priority, and management in accordance with the law.
Article 5 The protection of veterans should be coordinated with economic development and adapted to social progress.
The resettlement of veterans should be open, fair and just.
The political, life and other treatment of retired soldiers is linked to their contributions during their active service.
The country has established a special preferential treatment mechanism for retired soldiers participating in the war.
Article 6 Veterans should continue to carry forward the fine traditions of the people's army, modelly abide by the Constitution and laws and regulations, keep military secrets, practice the core socialist values, and actively participate in socialist modernization construction.
Article 7 The competent department of the State Council’s veterans’ work is responsible for the national veterans’ protection work. The competent department of the local people's government at or above the county level is responsible for the protection of veterans in their administrative regions.
The central and state organs, relevant departments of the Central Military Commission, and relevant local organs at all levels shall do a good job in ensuring retired military personnel within their respective responsibilities.
The departments responsible for the work of retired soldiers at all levels of the military and the competent departments of retired soldiers at or above the county level shall cooperate closely to ensure retired soldiers.
Article 8 The state strengthens the informatization of the work of veterans’ security, establishes files and cards for veterans, realizes information sharing among relevant departments, and provides support for improving the ability of veterans’ security.
The competent department of veterans in the State Council shall cooperate closely with relevant central and state organs and relevant departments of the Central Military Commission to coordinate the construction, maintenance, application and information security management of information data systems.
Article 9 The funds required for the protection of veterans shall be jointly borne by the central and local governments. The funds for retirement, education and training, and pension preferential treatment are mainly borne by the central government.
Article 10 The state encourages and guides enterprises, social organizations, individuals and other social forces to provide support and help to retired soldiers through donations, establishment of funds, volunteer services, etc. in accordance with the law.
Article 11 Units and individuals who have made outstanding contributions to the protection of veterans shall be commended and rewarded in accordance with relevant national regulations.
Chapter 2 Transfer and receive
Article 12 The competent department of the State Council’s veterans’ work, the political work department of the Central Military Commission, and relevant state organs shall formulate an annual transfer and receive plan for retired military personnel across the country.
Article 13 The troops where the veterans were originally located shall transfer the veterans to the competent department of the retired military personnel work of the people's government in the place of resettlement, and the competent department of the veterans work of the people's government in the place of resettlement is responsible for accepting veterans.
Resettlement locations for retired soldiers shall be determined in accordance with relevant national regulations.
Article 14 Retired soldiers shall report to the retired military personnel work department of the People's Government of the resettlement place within the prescribed time with the retirement certificate issued by the army.
Article 15 The competent department of the People's Government of the resettlement place of resettlement shall issue a preferential treatment certificate for retired soldiers to retired soldiers when accepting retired soldiers.
Retired Military Personnel Privileges are issued and numbered nationwide, and the management and use methods are formulated by the competent department of the State Council’s veterans’ work in conjunction with relevant departments.
Article 16 When a soldier retires, his personnel files shall be transferred to the retired military personnel work department of the People's Government of the resettlement place of resettlement.
The competent department of the People's Government of the resettlement place of the People's Government shall receive, keep and transfer the personnel files of retired soldiers to relevant units in accordance with the relevant provisions of the national personnel file management.
Article 17 The public security organs of the people's government in the resettlement place shall promptly register household registration for retired soldiers in accordance with relevant national regulations, and the competent department for retired soldiers at the same level shall provide assistance.
Article 18 The troops where the retired military personnel are originally located shall promptly transfer the pension, medical and other social insurance relationships and corresponding funds of retired military personnel and unemployed spouses to the social insurance agency of the resettlement place in accordance with relevant laws and regulations.
The competent department of the People's Government of the resettlement place shall cooperate closely with the social insurance agency and the relevant military departments to do a good job in the relevant social insurance relations and the transfer and continuation of corresponding funds in accordance with the law.
Article 19 During the transfer and acceptance process of retired soldiers, problems related to their active service will be handled by the original troops; problems related to their resettlement will be handled by the people's government in the resettlement place; if other transfer and acceptance problems occur, the people's government in the resettlement place will be handled by the people's government in the resettlement place will be handled by the people's government in the resettlement place, and the original troops will cooperate.
If a retired military member’s original troops are revoked or transferred or merged, the superior unit of the original troops or the transferred or merged unit shall be handled in accordance with the provisions of the preceding paragraph.
Chapter 3 Retirement and Resettlement
Article 20 Local people's governments at all levels shall do a good job in resettlement of retired soldiers in accordance with the transfer and acceptance plan and complete the task of resettlement of retired soldiers.
Organs, mass organizations, enterprises, institutions and social organizations shall accept and place retired soldiers in accordance with the law, and retired soldiers shall accept and place them.
Article 21 For retired officers, the state shall properly place them by retirement, transferring, receiving monthly retirement funds, and demobilization. If
is transferred to the people's government for resettlement through retirement, the people's government of the resettlement place shall do a good job in service management and guarantee their benefits in accordance with the combination of national guarantees and socialized services. If
is placed in a transfer mode, the people's government of the place of resettlement shall arrange jobs based on their moral conditions, their positions, grades, contributions, expertise, etc. and work needs during their active service period, and determine the corresponding position and rank. If the

Article 22 For retired sergeants, the state shall properly place them by monthly payments, independent employment, arrangement of work, retirement, and support. If the

is resettled in retirement mode, the people's government of the resettlement place shall do a good job in service management and guarantee their benefits in accordance with the combination of national guarantees and social services. If
is placed in the form of a support, it will be supported by the state for life.
Article 23 For retired conscripts, the state shall properly place them by independent employment, arrangement of work, and support.If
is resettled through independent employment, a one-time retirement fee will be received. If
is placed in arranging work mode, the people's government of the resettlement place shall arrange jobs based on their contributions and expertise during their active service. If
is placed in the form of a support, it will be supported by the state for life.
Article 24 The applicable conditions for resettlement methods such as retirement, transfer, monthly retirement payment, demobilization, independent employment, job arrangement, and support shall be implemented in accordance with relevant laws and regulations.
Article 25 Transferred officers, sergeants and conscripts arranged for work shall be accepted and resettled by organs, mass organizations, institutions and state-owned enterprises. The following retired soldiers will be given priority to:
(I) retired soldiers who participate in the war;
(II) Transferred officers who serve as chief officers of division, brigade, regiment, and battalion-level units of the combat force;
(III) Retired soldiers who are children of martyrs and models of heroes;
(IV) Retired soldiers who have been serving in difficult and remote areas or special positions for a long time.
Article 26 If organs, mass organizations and institutions accept and place demobilized officers, sergeants and conscripts who arrange work, they shall provide organizational guarantees in accordance with relevant national regulations.
If a state-owned enterprise accepts and resettles of demobilized officers, sergeants and conscripts who arrange their work, it shall sign a labor contract with them in accordance with national regulations to ensure corresponding treatment. When employers stipulated in the first two paragraphs of
cut personnel according to law, they should give priority to retaining retired soldiers who have been transferred and arranged for work.
Article 27 Retired officers and sergeants who are placed by receiving monthly retirement funds and who are hired as civil servants or hired as staff members of public institutions shall be suspended from being hired or hired from next month, and their benefits shall be implemented in accordance with relevant laws and regulations on the management of civil servants and staff members of public institutions.
Article 28 The state has established a system for the orderly transfer, placement, treatment and rest of the injured and disabled veterans. Relevant military departments shall promptly transfer injured, sick and disabled retired soldiers to the people's government for resettlement in the resettlement place for resettlement. The people's government of the resettlement place shall properly solve the housing, medical care, rehabilitation, nursing and living difficulties of injured, disabled retired soldiers.
Article 29 People's governments at all levels strengthen the work of supporting the military and giving priority to their families, and solve their problems for soldiers and their families.
When officers and sergeants who meet the conditions retire from active service, their spouses and children can be transferred as soon as possible in accordance with relevant national regulations.
If the spouse works in an agency or public institution with the transfer and complies with relevant laws and regulations, the people's government of the place of resettlement shall be responsible for arranging to the corresponding work unit; if the spouse works in another unit or does not have a work unit, the people's government of the place of resettlement shall provide employment guidance and assist in the realization of employment.
If the migrant children need to transfer or enroll, the education administrative department of the people's government in the place of resettlement shall handle the matter in a timely manner. The following migrant children will be given priority to:
(I) retired soldiers who participate in the war;
(II) retired soldiers who are children of martyrs and models of heroes;
(III) retired soldiers who have been in active service in difficult and remote areas or special positions for a long time;
(IV) other retired soldiers who meet the conditions.
Article 30 Specific measures for retirement and resettlement of military personnel shall be formulated by the State Council and the Central Military Commission.
Chapter 4 Education and Training
Article 31 Education and training for retired soldiers should be guided by improving the quality of employment, closely focusing on social needs, and provide retired soldiers with distinctive, refined and targeted training services.
The country has taken measures to strengthen education and training for retired soldiers, help retired soldiers improve their knowledge structure, improve their ideological and political level, professional skills level and comprehensive professional qualities, and improve their employment and entrepreneurship capabilities.
Article 32 The country has established a veteran education and training system that combines academic education and vocational skills training, establishes a coordination mechanism for veteran education and training, and coordinates the planning of veteran education and training.
Article 33 Before a soldier retires, the troops in which they are located can provide vocational skills reserve training based on the characteristics and conditions of the troops, organize participation in higher education self-study examinations and higher education continuing education organized by various higher education institutions, as well as non-educational continuing education such as knowledge expansion and skill training.
The competent department of the local people's government at or above the county level where the troops are located shall provide support and assistance for the troops where the active-duty soldiers are located to carry out education and training.
Article 34 When receiving academic education, retired soldiers enjoy national education funding policies such as tuition and scholarship funding in accordance with relevant national regulations.
According to the national overall arrangement, higher education institutions can recruit retired soldiers through separate plans and separate enrollment.
Article 35 Active-duty soldiers have been admitted to ordinary colleges or are studying in ordinary colleges before joining the army. Students who have been admitted to ordinary colleges and universities shall retain their admission qualifications or academic qualifications during their active service. They are allowed to enroll or resume school within two years after retirement. They may transfer to other majors of the school in accordance with relevant national regulations. Those who meet the conditions for applying for postgraduate entrance examinations shall enjoy preferential policies in accordance with relevant national regulations.
Article 36 The state relies on and supports educational resources such as general colleges and universities, vocational colleges (including technical colleges), professional training institutions, and other educational resources to provide vocational skills training for retired soldiers. Retired soldiers who have not reached the legal retirement age need to find employment and start a business can enjoy corresponding support policies such as vocational skills training subsidies.
Soldiers retire from active service, and the people's government of the resettlement place shall organize them to participate in vocational education and skills training for free according to employment needs. If they pass the examination and assessment, they shall issue corresponding academic certificates, professional qualification certificates or professional skill level certificates and recommend employment.
Article 37 The competent department of the provincial people's government, together with relevant departments, strengthen dynamic management, and regularly inspect and assess the training quality of ordinary colleges and universities, vocational colleges (including technical colleges), and professional training institutions that provide vocational skills training for retired soldiers, so as to improve the quality and level of vocational skills training.
Chapter 5 Employment and Entrepreneurship
Article 38 The state adopts a combination of government promotion, market guidance and social support to encourage and support retired soldiers to find employment and start businesses.
Article 39 People's governments at all levels shall strengthen guidance and services for employment and entrepreneurship of retired soldiers.
The competent departments of the local people's governments at or above the county level shall strengthen the publicity, organization, coordination and other work on employment and entrepreneurship of retired soldiers, and work with relevant departments to carry out employment recommendations and career guidance to help retired soldiers find employment.
Article 40 Disabled veterans who have been assessed for disability due to war, office or illness during their active service and have the ability to work and willing to find employment shall be given priority to enjoy the preferential employment policies for disabled people stipulated by the state.
Article 41 Public human resources service institutions shall provide free services such as career introduction, entrepreneurship guidance, etc. to retired soldiers.
The state encourages commercial human resources service institutions and social organizations to provide free or preferential services for retired soldiers to find employment and start businesses.
If a retired soldier fails to find employment in a timely manner, he or she can enjoy unemployment insurance benefits in accordance with regulations after the human resources and social security department has completed the job application registration.
Article 42 When recruiting or recruiting personnel, the age and education conditions of retired soldiers may be appropriately relaxed, and retired soldiers may be recruited and recruited under the same conditions. The experience of retired sergeants and conscripts serving in active service is regarded as grassroots work experience.
Retired sergeants and conscripts who are personnel from institutions, mass organizations, institutions or state-owned enterprises before joining the army, can choose to resume work after retirement.
Article 43 All regions should set up a certain number of grassroots civil servant positions for recruitment for retired military graduates who have served for five years.
Retired military personnel who have served in active service for five years can apply for positions that are targeted for personnel serving grassroots projects and share the civil servant targeted recruitment plan with personnel serving grassroots projects.
All localities should pay attention to selecting and recruiting full-time staff from the Party’s grassroots organizations, communities and villages from outstanding retired soldiers.
Military civilian positions, national defense education institutions, etc., should give priority to the selection of retired soldiers who meet the conditions.
The state encourages retired soldiers to participate in border construction such as stabilizing the border and strengthening the border.
Article 44 The active service life of a retired military personnel is calculated as the service life, and the cumulative number of years after retirement and the working life of the unit after retirement.
Article 45 Entrepreneurship incubation bases and entrepreneurship parks invested and constructed by local people's governments at or above the county level or co-built with the society shall give priority to providing services for retired soldiers to start their own businesses. Areas with conditions can establish veterans' entrepreneurship incubation bases and entrepreneurial parks to provide veterans with preferential services in terms of business venues, investment and financing.
Article 46 Retired soldiers can apply for entrepreneurial guarantee loans in accordance with relevant national regulations and enjoy preferential financing policies such as loan interest subsidies.
Retired soldiers engage in individual business and enjoy tax preferential policies in accordance with the law.
Article 47 If an employer recruits retired soldiers in accordance with the national regulations, he shall enjoy tax preferential policies and other policies in accordance with the law.
Chapter 6 Pension and preferential treatment
Article 48 People's governments at all levels shall adhere to the principle of superposition of universal benefits and preferential treatment, and on the basis of ensuring that retired soldiers enjoy universal policies and public services, they shall give preferential treatment in combination with their contributions during their active service and the actual situation in various places.
The preferential treatment standards should be raised for retired soldiers participating in the war.
Article 49 The state gradually eliminates the urban-rural differences in the pension and preferential treatment system for retired military personnel, narrows regional differences, and establishes a coordinated and balanced pension and preferential treatment quantitative standard system.
Article 50 Retired soldiers participate in social insurance such as pension, medical care, work-related injuries, unemployment, and childbirth in accordance with the law, and enjoy corresponding benefits.
The years of active service for retired soldiers and the years of payment for employees' basic pension insurance, employee basic medical insurance, and unemployment insurance before and after retirement are combined and calculated according to law.
Article 51 If retired soldiers meet the preferential conditions for resettlement housing, they shall implement a combination of market purchase and centralized military and local construction, and shall be planned and implemented scientifically by the people's government of the resettlement place.
Article 52 Military medical institutions and public medical institutions shall provide preferential services for retired soldiers to seek medical treatment and provide preferential treatment to retired soldiers and disabled veterans.
Article 53 Veterans enjoy preferential treatment for public transportation, culture and tourism with valid certificates such as retired military personnel preferential treatment certificates. The specific measures shall be formulated by provincial people's governments.
Article 54 People's governments at or above the county level strengthen the construction of preferential treatment hospitals and glorious hospitals, make full use of existing medical and elderly care service resources, and accept or centrally support retired soldiers who are orphans and cannot take care of themselves.
All types of social welfare institutions should give priority to the acceptance of elderly retired soldiers and disabled retired soldiers.
Article 55 The state has established a support and assistance mechanism for retired soldiers, and in terms of elderly care, medical care, housing, etc., to provide assistance to retired soldiers with difficulties in life in accordance with relevant national regulations.
Article 56 Disabled veterans enjoy pensions in accordance with the law.
Disabled veterans enjoy disability pensions according to their disability grade. The standard is determined by the competent department of veterans in the State Council in conjunction with the financial department of the State Council to comprehensively consider the national economic and social development level, consumer price level, salary level of urban units in the country, and national financial resources. Disability pensions are distributed by the county-level people's government's veterans' work department.
Chapter 7 Commendation and motivation
Article 57 The state has established an honor incentive mechanism for retired soldiers and commend and reward retired soldiers who have made outstanding contributions to socialist modernization. Retired soldiers who receive commendations and rewards during their active service will enjoy corresponding treatment in accordance with relevant national regulations after retirement.
Article 58 The people's government of the place where retired military personnel are resettled shall hold a welcoming ceremony when accepting retired military personnel. The welcoming ceremony is carried out by the competent department of the People's Government of the resettlement place of the People's Government.
Article 59 Local people's governments shall hang glory signs for retired military families and carry out regular visits and condolences.
Article 60 When the state, local and military hold major celebrations, representatives of retired military personnel shall be invited to participate.
Invited veterans can wear standard clothing when participating in major celebrations and wear medals, medals, commemorative medals and other badges that they have won during their active service and after retirement.
Article 61 The state focuses on giving full play to the positive role of retired soldiers in patriotic education and national defense education activities. Organs, mass organizations, enterprises, institutions and social organizations may invite retired soldiers to assist in carrying out patriotic education and national defense education. The education administrative departments of people's governments at or above the county level may invite retired soldiers to participate in school national defense education and training, and schools may hire retired soldiers to participate in student military training.
Article 62 The competent departments of retired military personnel work of people's governments at or above the county level shall strengthen publicity of the advanced deeds of retired military personnel, and promote the spirit of patriotism, revolutionary heroism and the spirit of dedication and dedication of retired military personnel through the production of public service advertisements and the creation of themed literary and artistic works.
Article 63 The institution responsible for local chronicles of local people's governments at or above the county level shall edit and enter local chronicles of the following retired soldiers in their administrative regions:
(I) retired soldiers who participated in the war;
(II) retired soldiers who won second-class merit or above;
(III) retired soldiers who received provincial and ministerial level or above commendation;
(IV) other retired soldiers who met the conditions.
Article 64 The state coordinates the construction of martyrs' memorial facilities, and promotes the spirit of heroes and martyrs by organizing and carrying out various forms such as memorial activities for heroes and martyrs. The competent department for veterans is responsible for the repair, protection and management of martyrs' memorial facilities.
The country promotes the construction of military cemeteries. After the death of qualified veterans, they can be buried in the military cemetery.
Chapter 8 Service Management
Article 65 The state strengthens the construction of veteran service institutions and establishes and improves the veteran service system. People's governments at or above the county level shall set up veteran service centers, and veteran service stations shall be set up in townships, streets, rural areas and urban communities to improve the service guarantee capabilities of veterans.
Article 66 Veterans service centers and service sites and other veterans service institutions shall strengthen contact and communication with veterans, and do a good job in providing services and guarantees for veterans’ employment and entrepreneurship support, preferential assistance, visits and condolences, and rights protection.
Article 67 The competent departments of retired military personnel work of people's governments at or above the county level shall strengthen the ideological and political education of retired military personnel, promptly grasp the ideological and working and living conditions of retired military personnel, and guide the receiving and resettlement units and other organizations to do a good job in ideological and political work and related guarantees of retired military personnel.
Receiving and resettlement units and other organizations shall, in light of the work and living conditions of retired soldiers, do a good job in ideological and political work and related guarantees for retired soldiers.
Article 68 The competent departments of retired military personnel work of people's governments at or above the county level, receiving and resettlement units and other organizations shall strengthen confidentiality education and management of retired military personnel.
Article 69 The competent departments of retired military personnel work of people's governments at or above the county level shall publicize laws, regulations and policies and systems related to retired military personnel through various channels such as radio, television, newspapers, and the Internet.
Article 70 The competent departments of retired military personnel work of people's governments at or above the county level shall establish and improve the mechanism for protecting the rights and interests of retired military personnel, open up channels for expressing their demands, and provide support and assistance for retired military personnel to safeguard their legitimate rights and interests. The legitimate rights and interests of retired soldiers should be infringed upon and should be resolved in accordance with the law. Public legal services institutions shall provide necessary assistance such as legal aid to retired soldiers in accordance with the law.
Article 71 The competent departments of retired military personnel work of people's governments at or above the county level shall guide and urge relevant departments and units to do a good job in retirement placement, education and training, employment and entrepreneurship, pension and preferential treatment, praise and incentives, support and family members, supervise and inspect the implementation of relevant laws, regulations and policies and measures for the protection of retired military personnel, and promote the resolution of problems in the protection of retired military personnel.
Article 72 The state implements the responsibility system and assessment and evaluation system for the protection of veterans. People's governments at or above the county level shall include the completion of the work of veterans guaranteed in the assessment and evaluation of the departments and their heads responsible for the work of veterans at the same level, and the people's governments and their heads at the lower level.
For regions and units that have not implemented the policy for veterans’ guarantees and have poor work progress, the retired military personnel work department of the people’s government at or above the provincial level shall, in conjunction with relevant departments, interview with the main person in charge of the people’s government in the region or the main person in charge of the unit.
Article 73 The competent departments and staff of veterans shall consciously accept social supervision when performing their duties.
Article 74 The relevant authorities and departments shall promptly deal with reports and accusations of violations of this law in the protection of veterans' military personnel and inform the reporter and accuser of the handling results.
Chapter 9 Legal liability
Article 75 If the competent department and its staff of veterans commit any of the following acts, their superior department shall order the correction and punish the directly responsible supervisors and other directly responsible persons in accordance with the law:
(I) Failure to determine the resettlement benefits of veterans in accordance with the regulations;
(II) Issuing false documents in the resettlement work of veterans;
(I) Issuing false documents to those who do not meet the conditions Retired military personnel preferential certificates;
(IV) Misappropriate, intercept or privately divide the funds for the protection of retired military personnel;
(V) Determine the objects, standards, amounts of pensions or preferential treatment in violation of regulations or give relevant benefits to retired military personnel;
(VI) Use their position to seek personal gain for oneself or others;
(VII) Delinquent duties in the protection of retired military personnel;
(VII) Having committed other violations of laws and regulations.
Article 76 If other departments and their staff in charge of the work of retired military personnel violate the relevant provisions of this Law, their superior competent department shall order the correction and the directly responsible supervisors and other directly responsible persons shall be punished in accordance with the law.
Article 77 If a violation of the provisions of this Law and refuses or delays the execution of the resettlement tasks for retired military personnel without reason, the competent department of the People's Government of the resettlement place shall order the reform within a time limit; if the correction is not corrected within the time limit, it shall be criticized. The main person in charge and directly responsible persons of the unit shall be punished by the relevant departments in accordance with the law.
Article 78 If a retired military member commits fraud and defrauds of retirement related treatment, the retired military personnel work department of the local people's government at or above the county level will cancel the relevant treatment, recover illegal income, and the unit or relevant department will impose punishment in accordance with the law.
Article 79 If a retired military member commits an illegal crime, the provincial people's government's retired military personnel work department shall suspend, reduce or cancel their retirement-related benefits in accordance with relevant national regulations and submit them to the State Council's retired military personnel work department for filing.
If a retired soldier is dissatisfied with the decision made by the provincial people's government to suspend, reduce or cancel his or her retirement-related treatment made by the provincial people's government, he or she may apply for administrative reconsideration or file an administrative lawsuit in accordance with the law.
Article 80 If a violation of the provisions of this Law and constitutes a violation of public security management, a public security management punishment shall be imposed in accordance with the law; if a crime constitutes a crime, criminal liability shall be pursued in accordance with the law.
Chapter 10 Attachment
Article 81 Police officers, police officers, conscripts and other personnel who have retired from active service in accordance with the law shall apply this Law.
Article 82 The provisions of this Law regarding military officers apply to civilian cadres.
If a trainee of a military academies is retired from active service in accordance with the law, it shall be implemented in accordance with the relevant provisions of this Law.
Article 83 Retired soldiers participating in the test shall be implemented in accordance with the provisions of this Law on veterans participating in the war.
The scope, identification standards and certification procedures for veterans participating in the war and veterans participating in the test shall be stipulated by relevant departments of the Central Military Commission in conjunction with the competent departments of the State Council for veterans' work and other departments.
Article 84 After officers resign and officers at the military level or above retire, they shall be placed and managed in accordance with the relevant regulations of the State Council and the Central Military Commission.
The treatment guarantee for veterans who have been placed in accordance with the independent employment method before the implementation of this Law shall be implemented in accordance with the relevant provisions of the State Council and the Central Military Commission. Article 85 of
