Xie Guoliang said that in the past, he had helped Nanrong New Village, Renai District, Keelung City to obtain more than 40 million yuan for water supply in highlands, and also helped Shen'aokeng to set up a pressurized tower to allow the highlands to obtain sufficient water pressure to stabilize water supply. However, after he obtained the construction funds for these places, he did not involve any subsequent contracting, bid opening and bidding, and project construction, and would not dare to designate or lobby for specific manufacturers to obtain projects.
Xie Guoliang pointed out that the highland water supply project in the "Spectacular Taipei" community is a very important water supply project in Keelung City and one of the most important political achievements of Tsai Shiying during his tenure. Recently, Cai Shiying was disclosed that his confidant Liu Wende family had contracted a tap water project worth more than 100 million yuan. Now even the "Spectacular Taipei" community project is reported to be the Fuqun Project of the Liu Wende family. Although the bidder is Guangxin Project, all the contacts and implementations of Guangxin Project have returned to Fuqun Project.
Xie Guoliang asked Cai Shiying if he knew that "Spectacular Taipei" was the construction of the Fuqun Project? He also asked water company , why did Guangxin project be used by Fuqun Project after it won the bid? Questioning the criminal and civil liability involved in subcontracting of Articles 65 and 66 of the "Procurement Law", while Cai Shiying strives for the city's tap water projects. After the struggle, all of them will be assigned to the confidants. Isn't this the more projects you strive for, the more you earn? In this way, the citizens of Keelung will be convinced and let Cai Shixing do anything wrong again?
