Highlights on standardizing the traffic order of freight vehicles in urban areas

To standardize the traffic order of freight vehicles in urban areas, improve road traffic capacity, optimize road traffic environment, continue to do a good job in ecological environment governance, improve air quality, improve urban management level and tourist cities Image, according to the "Notice on Adjusting the Areas and Times of Urban Restricted Areas and Times of Urban Areas" ( Dazu Public Security Pass [2022] No. 1), the traffic passage of freight vehicles in urban areas is now announced as follows:

1. The restricted area, time and vehicle type of freight vehicles are implemented in accordance with the "Notice on Adjusting the Areas and Times of Urban Areas" (Dazu Public Security Pass [2022] No. 1).

2. In accordance with the principle of "classified management, limited time pass, and strict control of total volume", freight vehicles entering the city implement restrictions on entry management measures from 7:00 to 21:00 pm every day. If you really pass in the restricted area of Dazu urban area due to production and living needs, you should apply for a freight vehicle pass.

3. The Traffic Patrol Police Detachment of Dazu District Public Security Bureau is responsible for the standardized management of freight vehicles in Dazu urban restricted areas and the issuance of passes. In accordance with the requirements of "controlling the total amount, ensuring demand, distinguishing road (time) sections, and strictly supervising", the "Pass" for urban freight vehicles will be issued for free within three working days. The validity period of the "Pass" is divided into days and months, with a maximum of no more than 12 months. If there is still a pass requirement after the validity period, it must be replaced again.

4. Freight vehicle "Pass" processing
(I) Units or individuals who apply for "Pass" in urban freight vehicle, they shall submit application materials to the Traffic Patrol Police Detachment of Dazu District Public Security Bureau for processing.
(II) Vehicles below can apply for a "pass" to enter the restricted area due to production and living needs:
1. Freight vehicles engaged in the transportation of fresh items (vegetable basket), grain and oil, medicines (medical devices), medical waste, postal and other items that enjoy green channel policies and other special items;
2. Freight vehicles required for key production and construction projects in urban restricted areas;
3. Freight vehicles that urgently need to enter the restricted area temporarily due to other special reasons.
(III) The units and individuals applying for the "Pass" shall provide the following application materials:
1. Fill in the "Application Approval Form for Motor Vehicle Entry Pass", each vehicle shall be signed by the motor vehicle owner on the application form. The unit owner shall be stamped with the official seal of the unit;
2. Original and copy of the motor vehicle driving license;
3. Original and copy of the driver's driver's license;
4. Certificate materials or contracts issued by the industry competent departments and industry associations;
5. When applying for renewal of the "Pass", the original original of the "Pass".
(IV) Pickup trucks (multi-purpose trucks), new energy light trucks, medium-sized closed trucks and vans, do not need to apply for a pass; vehicles and special operating vehicles engaged in water, electricity, gas, communications, urban management, engineering rescue, road rescue, road cleaning, environmental facilities maintenance and other standardized vehicles and special operating vehicles shall be registered and managed, and passes shall no longer be issued.
(V) If any of the following circumstances occurs, the "pass" of the freight vehicle will not be processed:
1. If the motor vehicle safety technical inspection is not conducted regularly;
2. If the road traffic safety violations involving the vehicle or the traffic accident has not been handled;
3. If the national and local minimum emission standards are lower than the national and local minimum emission standards;
4. If the vehicle is a three-wheeled vehicle, a low-speed truck, a wheeled special mechanical vehicle, or a tractor;
5. If a road traffic accident occurs within three years.

5. Freight vehicles should enter the restricted area of urban traffic with valid "pass". If one of the following circumstances occurs, the Traffic Patrol Police Detachment of the District Public Security Bureau will revoke the "pass". If it cannot be retrieved, the vehicle owner will be informed that the "pass" will be invalidated and violate the " Road Traffic Safety Law of the People's Republic of China and other laws and regulations, and will be punished in accordance with the law:
(I) Failure to pass in time and routes according to the prescribed time and routes of the "pass";
(II) Failure to keep the "pass" clean, intact and carried with the vehicle;
(I) Failure to implement sealed Transportation involves "selling, catching, dripping, leaking, scattering, and raising" and other behaviors that pollute the urban environment;
(IV) Failing to conduct regular safety technical inspections;
(V) Has occupied roads to engage in non-transportation activities;
(V) Has parked on main traffic roads, sidewalks, units, community entrances and exits, park squares and other prohibited areas in urban areas;
(VIII) Has vehicle modification, modification and overloading, speeding, illegal carrying of manned people, fatigue driving and other illegal acts;
(VIII) Has misappropriated, borrowed, forged, or altered the "Pass";
(IX) Has a road traffic accident occurred in a dead person.
After the above circumstances (I) to (7) are eliminated in a timely manner, the vehicle owner may reapply for the freight vehicle pass; if there are (8) and (9) circumstances, he/she shall not reapply for the freight vehicle pass within three years.
