The renewable energy industry ushered in the most important policy during the "14th Five-Year Plan" period.
htmlOn June 1, the National Development and Reform Commission, the National Energy Administration, and nine other departments jointly issued the "Renewable Energy Development Plan for the 14th Five-Year Plan" (hereinafter referred to as the "Plan").The "Plan" points out that in accordance with the task requirement of about 20% of non-fossil energy consumption in 2025, we will vigorously promote the development and utilization of renewable energy power generation, and put forward four major goals for this purpose.
is the total renewable energy consumption target, which will reach about 1 billion tons of standard coal in 2025, an increase of about 47% compared with 2020. During the 14th Five-Year Plan period, renewable energy will account for more than 50% of the increase in primary energy consumption.
is classified according to the basic form of energy, and energy can be divided into primary energy and secondary energy. Primary energy can be divided into renewable energy and non-renewable energy. The former includes hydropower, wind energy, light energy and biomass energy, etc., and the latter includes coal, oil, natural gas , oil shale , etc.
is the annual renewable energy generation target, reaching about 3.3 trillion kilowatt-hours in 2025, which is about 50% higher than in 2020.
The Plan also clearly states that during the 14th Five-Year Plan period, the increase in renewable energy power generation accounts for more than 50% of the increase in electricity consumption in the whole society, and the wind and solar power generation doubled.
is the third goal of consumption. In 2025, the national total renewable energy power consumption responsibility weight reached about 33%, and the renewable energy power consumption responsibility weight reached about 18%, an increase of 4.2 and 6.6 percentage points respectively compared with 2020.
is the target of non-electric utilization. In 2025, the scale of non-electric utilization of geothermal heating, biomass heating, biomass fuel, solar thermal utilization, etc. will reach more than 60 million tons of standard coal.
In order to achieve the above goals, the "Plan" requires large-scale development of renewable energy on the supply side. This includes vigorously promoting the development of wind power and photovoltaic power generation bases, actively promoting the distributed development of wind power and photovoltaic power generation, coordinating the integrated development of water, wind and light comprehensive bases, steadily promoting the diversified development of biomass energy , actively promoting the large-scale development of geothermal energy , and steadily promoting the demonstration development of marine energy .
It is clear that during the 14th Five-Year Plan period, we will focus on improving the on-site consumption and delivery capabilities of new energy in areas with good wind and solar energy resource endowments, superior construction conditions, and have the conditions for continuous large-scale development, and focus on building new energy bases in Xinjiang, the upper reaches of the Yellow River, the upper reaches of the Yellow River, the upper reaches of the Yellow River, the lower reaches of the Yellow River.
The "Plan" also emphasizes the orderly promotion of the construction of offshore wind power bases, focusing on the construction of five major offshore wind power bases in Shandong Peninsula , Yangtze River Delta , Fujian southern , Guangdong eastern and Beibu Gulf . There are four major priorities in the development and construction of offshore wind power in the 14th Five-Year Plan, namely offshore wind power base cluster, deep-sea offshore wind power parity demonstration, and offshore energy island demonstration.
In terms of renewable energy storage and consumption, the "Plan" requires the improvement of storage capacity, including accelerating the construction of pumped storage power stations, promoting the construction of large-scale energy storage pilot projects for cascade power stations in the upper reaches of the Yellow River, orderly promoting the development of long-term thermal storage solar thermal power generation , and promoting the large-scale application of other new energy storage.
In addition, it is required to promote local consumption of renewable energy and promote delivery consumption.
Specific measures include strengthening the construction of power grid infrastructure and intelligent upgrades, improving the existing ultra-high voltage transmission channels in the " Sanbei " area, and promoting the large-scale hydrogen production and utilization of renewable energy, and expanding the comprehensive utilization of rural renewable energy.
National Energy Administration data shows that as of the end of 2021, the national installed power generation capacity was about 2.38 billion kilowatts. Among them, wind power was 330 million kilowatts, and increased by year-on-year; solar power generation installed capacity was 310 million kilowatts, a year-on-year increase of 20.9%.
Last year, the total installed capacity of wind and light accounted for about 26.9%; the proportion of wind power and photovoltaic power generation accounts for 11.7% of the total electricity consumption in the whole society, exceeding 10% for the first time.
In March this year, the National Energy Administration issued the "Guiding Opinions on Energy Work in 2022" proposed that this year, the proportion of China's wind power and photovoltaic power generation will reach about 12.2% of the total electricity consumption in the whole society.
