1. Subsidy project

2. Application process
(I) One-time employment subsidy, five-category enterprise occupation introduction subsidy, job stability wage subsidy, one-time employment subsidy, social insurance subsidy and job subsidy: Applicants who meet the conditions for subsidy of Document No. 24 apply to the government affairs and community service centers of each street (hereinafter referred to as the "street handling department").
1. Application period
Application is filed from 1-10 and 16-25 each month from April to July, 2020, of which July is extended to 31.
2. Acceptance and preliminary review of
is uniformly submitted by the enterprise. Enterprises must submit application forms and supporting documents to the street handling department within the application period. The street handling department will accept the application immediately. The preliminary review will be completed within 3 working days after the acceptance period, and submit it to the Haizhu District Employment Service Management Center (hereinafter referred to as the "district Employment Center") for review.
3. After review and review
District Employment Center review, it will be reported to the Employment Policy Project Review Group of the Haizhu District Human Resources and Social Security Bureau (hereinafter referred to as the "Audit Group") for review, and the review and review will be completed within 7 working days.
4. After the public announcement and allocation of
District Employment Center is correct, it will be announced in the notice column of the Haizhu District People's Government Portal website. The announcement period is 5 working days. Within 5 working days after the public announcement period expires and the review team passes the review, the Financial Information Center of the Haizhu District Human Resources and Social Security Bureau will transfer funds to the bank according to regulations, and the bank will allocate subsidy funds to the enterprise account.
5. If there is objection to the application qualifications and other conditions during the public announcement period, the objector shall submit it in writing during the public announcement period and submit valid evidence materials. The district employment center will verify it. If there are still objections, it will be submitted to the review team for approval.
(II) Rent subsidy for entrepreneurial incubation bases: Provincial and municipal entrepreneurial incubation demonstration bases that meet the subsidy conditions of Document No. 24 will apply to the district employment center before July 31, 2020.
(III) Entrepreneurship guarantee loan extension interest subsidy, Entrepreneurship guarantee loan overdue repayment interest subsidy: The applicant or his agent who meets the subsidy conditions of Document No. 24 shall apply to the bank in charge before July 31, 2020.
3. Explanation of terms
(I) The epidemic prevention and control period refers to the time period from January 24, 2020 to the date of the national epidemic lifting announcement issued by the Joint Prevention and Control Mechanism for the Novel Coronavirus Pneumonia Epidemic.
(II) The fifth category of enterprises refers to relevant enterprises that are necessary for epidemic prevention and control, urban and rural operations, people's lives, and other related enterprises that involve important national economy and people's livelihood, supply to Hong Kong and Macao, and urgently need to resume work in special circumstances.
(III) The certificate of release from medical observation and isolation refers to the certificate of release from medical observation and isolation issued by the health department or relevant government departments (the certificate must clearly include the statement of "releasing medical observation and isolation").
(IV) The salary subsidy for stable employment is calculated and distributed based on the number of days. Based on the basis of the basic pension insurance for employees, the salary base for basic pension insurance for employees, the number of 30 days per month, the number of treatment (quarantine) days, and other factors, the monthly subsidy shall not exceed 50% of the basic pension insurance salary base. If the number of days of treatment (isolation) is not specified after the medical observation and isolation is released, it will be calculated in 14 days.The formula is as follows:
Job Stability Wage Subsidy = The employee’s basic pension insurance contribution base × 50% ÷ 30 × Treatment (isolation) days
4. Other matters
(I) Applicants who meet the conditions go to the street handling department where the company is registered to apply; if they cannot apply within the prescribed time limit due to the epidemic, they can apply within 3 months after the epidemic is lifted.
(II) Key enterprises for epidemic prevention and control include the production of important epidemic prevention materials, the raw and auxiliary materials of important epidemic prevention materials, the manufacturing and related supporting facilities of important epidemic prevention materials, the information and communication equipment and services related to the response to the epidemic, key processed food, grain emergency processing, ensuring the basic living and safety of the people, providing public transportation and material transportation and distribution services, national allocation and provincial allocation, etc. The enterprises clearly defined by the municipal and district development and reform committees, the Industrial and Information Technology Bureau, the Science, Industry and Commerce Bureau and other functional departments shall prevail. Some companies must provide supporting materials including temporary licensing certificates as required.
(III) If the state, province and city introduce new policies and measures, the regulations shall follow.
