According to the Times of India on the 2nd, Gu Kaijie (Chinese name), who served as ambassador to China during the "Dougang standoff" between China and India, was officially appointed as Indian diplomatic secretary on January 1 and became a real power figure in the Indian diplomatic circle.
On the evening of October 12, 2017, the Indian Ministry of Foreign Affairs officially appointed Ban Haoran as the Indian Ambassador to China, replacing Gu Kaijie. At that time, there was news that Gu Kaijie was expected to become the next Indian diplomatic secretary. Now the rumors have been confirmed that the current Indian diplomatic secretary, Jay Su, will end his "extra-long" term on January 28.
It is worth noting that, including the newly appointed Gu Kaijie and his predecessor Su Jiesheng, four of India's six diplomatic secretaries in recent years have served as ambassadors to China. The position of ambassador to China has become a "talent conveyor" for senior Indian diplomats, which shows how much India attaches importance to China. After the "China Connect" took over, the Ambassador to China served as diplomatic secretary
Gu Kaijie is the only senior official in the Indian diplomatic circle who has worked in mainland China, Hong Kong and Taiwan. According to Indian media reports, Gu Kaijie, 59, graduated from Delhi University . He joined the Indian Ministry of Foreign Affairs in 1981 and was sent to work in Hong Kong, Hanoi, Beijing and New York. During his tenure at the headquarters of the Ministry of Foreign Affairs, he served as deputy secretary of the Ministry of Finance, director of China and East Asia, and joint secretary of East Asia. He can speak fluent Chinese. He has also served as the Indian ambassador to Malaysia and has also worked in Vietnam.
Since 2016, Gu Kaijie has served as the Indian ambassador to China, and from June to August last year, he participated in a series of handling work such as the negotiations on the "Doulam standoff" incident between China and India. Indian media said that during this period, Gu Kaijie strongly cooperated with the work of Indian national security adviser Doval and the timely diplomatic secretary Su Jiesheng, so that the China-India Doklam deadlock was successfully solved, and Modi and went to the Xiamen BRICS summit as scheduled.
The person who worked with Gu Kaijie said that choosing Gu Kaijie as the next diplomatic secretary means that the government has chosen a "traditionalist" diplomat who "acts low-key" and "respects the rules". Ban Haoran, who succeeded Gu Kaijie as Indian Ambassador to China, is also a rare "China Communications" in India. According to media reports, Ban Haoran entered the Indian diplomatic system in 1984 and served as the joint secretary of the East Asian Division's Sino-Japanese Affairs Department from 2009 to 2014. He is one of the longest-time figures in the Indian diplomatic system. The Times of India said, "In the Indian diplomatic system, Ban Haoran is one of the few Chinese experts. He has learned Chinese and served as a diplomat at the Embassy in China and the Consulate in Hong Kong from 1985 to 1991. He also served as the Consul General of Guangzhou, and served as the second-in-command of the Indian Embassy in China." Ban Haoran also served as the Indian Ambassador to Bhutan and has an in-depth understanding of the sovereignty between China and Bruce in the Doklam region.

6 diplomatic secretaries 4 of them are ambassadors to China
Among the six diplomatic secretaries in India in recent years, 4 have served as ambassadors to China, namely: Su Jiesheng, Menon, Raoqi and Gu Kaijie appointed this time. The governor of Chang'an Street found that these four diplomatic secretaries were not simple.
Let’s start with Gu Kaijie’s ex-girlfriend Su Jiesheng. Su Jiesheng holds a Ph.D. in Philosophy of International Relations, Master of Philosophy and Master of Arts in Political Science. He joined the Indian Ministry of Foreign Affairs in 1977 and was sent to work in the United States, Hungary, Japan, the Czech Republic, China and other places. In 2009, Su Jiesheng served as Indian ambassador to China until January 2014.
In January 2015, Indian Prime Minister Modi revoked the position of Indian diplomatic secretary Sujata Singh , and soon appointed Su Jiesheng, then ambassador to the United States and former ambassador to China, to replace Singh. At that time, some analysts said that Su Jiesheng's appointment was a reward that helped reverse India's relationship with Washington after the arrest of Indian consular personnel in the United States. He organized Indian Prime Minister Modi to visit Washington in September last year, and then realized Modi's idea of inviting Obama to visit India.
Su Jiesheng
The term of office of Indian diplomatic secretary is generally 2 years, while Su Jiesheng served for 3 years after exceeding the term.Indian media said that his relationship with Indian Prime Minister Modi was extraordinary, and there were even rumors that he would continue to extend his term as a diplomatic secretary.
Menon, who was born into a diplomatic family, served as Indian ambassador to China from 2000 to 2003. He also served as Indian ambassador to Pakistan , Israel and Sri Lanka .
Mennong had a connection with China as early as the 1950s. Menon spent his childhood there while his father served as Consul General of India in Lhasa. He can speak fluent Chinese, familiar with China's situation, and is even called the "Chinese" in the corridor of the Indian Ministry of Foreign Affairs. After becoming India's diplomatic secretary, Menon served as India's national security adviser in 2010 and was directly responsible to the Prime Minister. The importance of this is self-evident.
Menon
The last one is Raoqi, who is known as the "Indian female diplomat who often makes history". Raoqi is the first female spokesperson of the Indian Ministry of Foreign Affairs. He served as India's ambassador to Sri Lanka and the first female ambassador to India to China. Raoqi likes Chinese music and culture very much and admires Chinese writer Wang Meng very much. During his tenure as ambassador to China, Raoqi often appeared on university campuses to explain India's view of China to the Chinese intellectual community.
On June 30, 2009, Raoqi replaced Menon and became the second female diplomatic secretary in Indian history.

After the "Doulam standoff", pays great attention to China
Diplomatic Secretary is an important position of the Indian Ministry of Foreign Affairs after the Minister. He has successively selected talents from the ambassadors to China to take up this position, which shows India's great concern for China. This appointment of Gu Kaijie undoubtedly further confirms this.
Since the "Doulam standoff" incident of the Sino-Indian army last year, India has increased its attention to the Sino-Indian border. The Chang'an Street Governor just introduced that on the New Year that had just passed, Indian Interior Minister Singh visited the China-India border for two consecutive days during the New Year's Eve, and even made bold statements and threw the diplomatic achievements that the two countries had just achieved on the ground, which was very meaningful to fight with China to the end.
There are also Indian media quoted senior Indian officers as saying that after the Doklam standoff, the army adjusted its work priorities in the next five-year plan (2018-2023) to meet the combat needs along the China-India border. It is said that the focus will be on infrastructure construction, including roads, logistics improvements and enhanced combat power, as well as equipping more infantry weapons and night combat, intelligence, and surveillance equipment.

An Indian official said: "That confrontation further prompted us to pay attention to China." This marks an adjustment to the policies implemented at the beginning of this century and before (i.e., the focus of the Indian army is Pakistan). As the military threat posed by Pakistan gradually fades and China's military strength continues to grow, India is currently seeking to narrow the gap with China in terms of military strength. Facts from the past have proved that fighting with China is not a good thing for India. I wonder if these "China Communications" who have been entrusted with important tasks one after another can play their role in future Sino-Indian relations?
