Iran The country is divided into 31 provinces;
1. In Iran, each province (استان Ostān) is divided into multiple counties (شهرستان shahrestān), and
2. Each county is divided into multiple districts Bakhsh.
3. Each district has dozens of villages and a central town. 4. A district is usually composed of multiple municipalities (شهر šahr) and townships (دهستان dehestān).
County seat is one of the cities under the district. The township is a collection of some villages and their surrounding areas.
The following table may help to understand the relationship between Iran's zoning levels:
1. Province P has two counties A and B. The number of counties under the jurisdiction of each province varies. For example, Coom Province only has 1 county, and Fars Province has 23 counties under the jurisdiction of it.
2. County A has three districts: Central District (or translated as Chengguan District), District X and District Y. The city M under the central district is the seat of the county seat.
3. Each district has one or more municipalities and (or) towns under its jurisdiction. In the table, the central district of County A is under the jurisdiction of M, N and T townships,
4.T townships are divided into villages such as V1 village, V2 village, V3 village and V4 village, and District X is under the jurisdiction of O and U townships, and District Y is under the jurisdiction of V townships. A few counties only have one district composed of one city. Since it is also the county seat, it is usually called the central district, as shown in County B in the table.
Iran is a centralized country like our country. Governors of Iran's provinces are appointed by the Ministry of Interior.

District are basically a collection of several nearby but not connected villages.
