On October 9 of the same year, the first session of the First National Committee of the Chinese People's Political Consultative Conference was held in the Qinzheng Hall of Zhongnanhai. Ma Xulun, then Minister of Education of the Government Council, believed that the People's Republic of China had been established and the "Double Ten" of the Republic of China should no longer be used as the National Day. It is recommended that October 1 be identified as the anniversary of the founding of the People's Republic of China. Ma Xulun was unable to attend the meeting on that day due to illness, so he entrusted Committee Member Xu Guangping to bring it to the meeting. At the meeting, Member Xu Guangping spoke: "Messeng Ma Xulun cannot come for leave. He asked me to say that the founding of the People's Republic of China should have a National Day. I hope this association will decide to set October 1 as National Day." Member Lin Boqu also spoke at the end and asked for a discussion. Chairman Mao Zedong said: "We should make a proposal and make suggestions to the government, and the government will decide."
