Ma Xulun, then Minister of Education of the Government Council, believed that the People's Republic of China had been established and the "Double Ten" of the Republic of China should no longer be used as the National Day. It is recommended that October 1 be identified as the anniversary of the founding of the People's Republic of China. Ma Xulun was unable to attend the meeting on that day due to illness, so he entrusted Committee Member Xu Guangping to bring it to the meeting.
