68 years ago, a working team of 23 people came to Wancheng , stationed on the banks of Wancheng River, and formed the Wancheng Entry and Exit Border Inspection Station, which is one of the earliest border inspection stations established in New China.

At present, Yunnan Province has 25 ports, from the Wancheng Port on the Sino-Myanmar border, to the Hekou Port on the Sino-Vietnam border, to the Mohan Port on the Sino-Laos border, and then to the Kunming Airlines Port on the provincial capital city departure... From the lack of a "national gate" to the construction of a magnificent "national gate", from "0" to the annual inspection and volume inspection of tens of millions, from the passing speed "30 minutes" to the self-service customs clearance "20 seconds", from border inspection and control to the equal emphasis on service and management, one group who have experienced and witnessed these great changes belongs to a group. They are border inspectors and the guardians of the "national gate".

The new "national gate" was officially built

Since the establishment of the Wanding Border Inspection Station, many "firsts" have been created: the first smuggling case in Yunnan since the founding of New China was cracked, and the case was made into the movie " Handcuffed Passenger " was cracked; the first major heroin drug case in China was cracked, and heroin was announced as the name of the drug for the first time; the first case in China using human smuggling and transporting drugs, and the investigation method was written into anti-drug textbooks, etc.

Since the establishment of the station, the national flag raising ceremony at the Wanding Border Inspection Station has never stopped. "On the China-Myanmar border, watching the national flag rise slowly, a sense of national honor arises naturally. Living in China is so happy." Speaking of the flag-raising ceremony, Ou Jie, an inspector at the Wanding Border Inspection Station, said.

When I first started working 12 years ago, Ou Jie and his colleagues' inspection equipment were an old-fashioned computer. Now, with police equipment, law enforcement recorders, electronic inspection and other equipment, as well as a self-service customs clearance system, the service has become increasingly standardized.

"In the past, when encountering situations, they were handled based on experience. Now, for different categories of emergencies, there are corresponding process processing specifications." Ou Jie said.

Li Jia joined the police in February 2008 and is now the director of the command center of the Wanding Border Inspection Station. He told reporters that he heard from the older generation that in the past, the border inspectors used to register with their hands, and sometimes they had to mark the word "positive" to count the number of people, but now it is intelligent registration.

Liu Jialu, an inspector of the first department of duty business at the Wanding Border Inspection Station, was deeply touched by the changes in the past two years, because Wanding finally ended the history of no "national gate".

In 1956, under the flying red flag, the first international route to Kunming Port to Myanmar officially set sail. This second international route since the founding of New China was known as the "red route", "political route" and "diplomacy route".

Time flies, Kunming Entry and Exit Border Inspection Station has successfully achieved a huge breakthrough of 4 million annual inspection volume since its establishment to today.

In 2009, Jia Daiyun graduated from university and joined the police. In 2012, he came to work at the Kunming Border Inspection Station. That year, Kunming Airport transferred from Wujiaba to Changshui Airport . That year, the inbound and outbound passenger flow at Kunming Port was more than 1.4 million, which was only less than 40% of that in 2018.

"The flow of inbound and outbound passengers is increasing every year, and the requirements for border inspection work are getting higher and higher." Jia Daiyun is now the deputy section chief of the duty business department and the commentator of the station.

She told reporters that at present, Kunming Changshui International Airport has opened 57 routes, including 48 regular direct passenger routes and 9 direct freight routes. This year, with the opening of 10 new passenger routes from Kunming to Cairo, Egypt, Moscow, Russia, Sribaga Bay in Brunei, and Menado, Indonesia, passenger travel routes have become more diverse, and inbound and outbound traffic continues to rise.

"This means that the workload is getting bigger and bigger. For us, it is both a challenge and an opportunity." Jia Daiyun said.

customs clearance is more efficient and fast

Cun Yinzhong is an old inspector at Kunming Border Inspection Station. He started working in 1997 and witnessed and experienced the earth-shaking changes in the border inspection work in Yunnan.

According to his recollection, when he first started working, a large number of passengers passed through the Kunming port every day. At that time, when passengers entered and left the country, there were three verification documents that needed to be submitted to the border inspection department: entry and exit documents, entry and exit cards, and border certificates.

In the early 1990s, smuggling activities were particularly rampant. The border inspection department often needed to conduct careful inspections of inbound and outbound passengers, and the entry and exit time of passengers sometimes lasted up to 2 hours. Nowadays, entry and exit procedures have been continuously simplified, and the speed of customs clearance has gradually accelerated.

Jia Daiyun recalled that now, every period is the peak period of border inspection, but accordingly, the self-service clearance speed has increased from "30 minutes" to "20 seconds".

Since August 2016, Kunming Port has successively put into self-service inspection channels. When clearing, passengers only need to put their entry and exit documents into the document reader, press the fingerprint and verify the face to complete the self-service inspection. The time required is only 5 to 8 seconds, and the inspection speed is significantly faster than manual inspection.

At present, Kunming Border Inspection Station implements a 24-hour customs clearance system to ensure that passengers are inspected as soon as possible; it is promised that the normal verification of each passenger will not exceed 45 seconds.

In response to the border inspection work in the new era, Kunming Border Inspection Station also sets special channels for Chinese citizens, diplomatic courtesy, APEC business, etc. to ensure that passengers are intuitive and convenient to clear the clearance; mark a blue prompt line 8 meters in front of the verification table, and add channels in time when passengers are approaching the line; set up snake-shaped channels at the entry site to effectively balance passenger waiting time; set up "late to evacuate" and "emergency transit to evacuate" channels to give priority to handling procedures for late to urgent transit passengers; implement electronic inspection system for tourism teams, simplify processing procedures, and speed up customs clearance; implement international flight pre-checking and pre-recording system (API system), pre-checking, pre-recording, pre-checking and control, making customs clearance more open and convenient.

Wang Ya, who started working in 2010, was deeply touched by this. "The opening of a dedicated channel has made border inspection services more humane." She told reporters that the station has adopted convenient service measures such as inbound and outbound passenger flow forecast, opening channels in advance, opening "homestic channels", and opening instant inquiry hotlines for passenger customs clearance. With the assistance of scientific and technological equipment, it has effectively dealt with the peak inbound and outbound passenger flow during the festival, creating a safe, smooth and peaceful holiday customs clearance environment for the majority of inbound and outbound passengers, and has received unanimous praise from customs clearance passengers.

With the change of port traffic, Liu Jialu introduced that now, they have changed from 7 people in 2016 to 12 people in shifts, and border inspection is also more professional. "The headquarters organizes training for border inspection positions every month. Our job is to deal with foreigners every day, and we represent the image of the 'national gate'."

"In the past, we wore military uniforms, but now we are wearing police uniforms. We will always guard this 'national gate' without boundary markers." Jia Daiyun said.

She introduced that in June last year, in order to welcome South Expo , Kunming Border Inspection Station launched a mobile service vehicle to directly go to the machine to welcome the delegation; a dedicated channel was enabled, and inspectors with strong foreign language listening and speaking skills were arranged to accompany the whole process to clear the pass; flowers poured with good wishes were sent to make warmth, harmonious and friendly in the South Expo family. During the South Expo, border inspection personnel showed the beautiful image of China's border inspection to guests from all over the world with enthusiastic, smiling and professional services.

Time flows, on the border line, the border inspection stations that have been adjusted have continuously improved their service levels, and the hardware facilities of the port are becoming more and more perfect.
