1. Assist patients and issue employment difficulties subsidies for migrant workers

Those that are less than 15 days will be paid in half a month, and those that are more than 15 days will be paid in one month. subsidies are issued based on the suspected cases of being quarantined or confirmed medical treatment certificate issued by the command center of the epidemic prevention and control work leading group at or above the county level, and are issued according to the location of his or her work or the place where he or she is registered.
2. Strengthen protection and issue epidemic prevention subsidies for migrant workers
In order to strengthen the protection of migrant workers and assist migrant workers in fighting the epidemic, localities can purchase masks, alcohol, disinfectants and other protective supplies for migrant workers according to the needs of the development of the epidemic, or issue epidemic prevention subsidies for migrant workers. The issuance standard for epidemic prevention items or epidemic prevention subsidies is generally not more than 100 yuan per person.
3. Support entrepreneurship and issue subsidies for migrant workers
From January to June 2020, a one-time entrepreneurship subsidies will be issued to newly founded market entities of migrant workers who suffered quarterly losses due to the impact of the epidemic. enterprises are paid at a standard of 10,000 yuan per household, and individual industrial and commercial households are paid at a standard of 3,000 yuan per household. Market entities applying for one-time entrepreneurship subsidies must meet the relevant conditions for applying for entrepreneurship and employment subsidies for migrant workers (Gui Human Resources and Social Security Bureau [2018] No. 11) on applying for entrepreneurship subsidies. Losses can be determined based on the financial statements audited by third-party, the proof of taxation and other relevant departments, as well as other materials that can prove the loss.
At the same time, market entities who can apply for migrant workers' entrepreneurship and employment subsidies and market entities who can apply for migrant workers' entrepreneurship and employment subsidies and employment subsidies will be adjusted to "all types of market entities newly founded by migrant workers in Guangxi Province and tax registration within 18 months after the application for rewards and subsidies for migrant workers."
4. Assist enterprises, issue rent subsidies for entrepreneurial parks
Increase assistance to the production and operation of enterprises in the migrant workers' entrepreneurship parks, and gives migrant workers' entrepreneurship parks a one-time rent subsidy of 6,500 yuan per household. companies that have enjoyed other rent subsidies will no longer issue one-time rent subsidies repeatedly.
All localities should rely on the migrant workers' entrepreneurship park to actively carry out migrant workers' entrepreneurship incubation and guidance. By relaxing the conditions for migrant workers returning to their hometowns to apply for national entrepreneurship guarantee loans, lowering the threshold, expanding the scope of counter-guarantors, and making good use of the national entrepreneurship guarantee loan policies to further promote the entrepreneurship and employment of migrant workers in Guangxi.
5. Improve skills and purchase online training courses for migrant workers
In order to help migrant workers improve their skills and promote employment, localities can choose key industries such as housekeeping services, health care, modern agriculture and tourism and cooking based on employment needs. Relying on technical school and vocational training institution , purchase and develop online vocational skills training courses in accordance with occupational standards, carry out online vocational skills training through mobile phones, the Internet and other forms, and use AI and other technologies to carry out online assessments.For online training platforms recognized by the Guangxi Zhuang Autonomous Region Department of Human Resources and Social Security, those who participate in the online course assessment and pass the e-training certificate can be issued, and no repeated examinations will be given when participating in the theory courses for vocational skills appraisal.
All localities should coordinate the use of special funds for human resources and social security (migrant workers' entrepreneurship and employment subsidy), employment subsidy funds, special reward and subsidy funds for industrial enterprise structure adjustment and other funds to accelerate the implementation of policies, support the victory of the new crown pneumonia epidemic, and coordinate the employment and entrepreneurship work of migrant workers in our district.
