In order to implement the spirit of the "Decision of the Guangxi Zhuang Autonomous Region Committee of the Communist Party of China and the Guangxi Zhuang Autonomous Region People's Government on Promoting High-Quality Development of Industry" (Guifa [2018] No. 11), and implement the goals and tasks of high-quality industrial development, this action plan is specially formulated.
1. Action goals
By 2020, our region will have enhanced industrial innovation-driven support, coordinated development results will begin to appear, high-end products will accelerate, industrial structure will tend to be reasonable, factor output efficiency will be improved, green development capabilities will be highlighted, and a new system of high-quality industrial development will be initially formed.
New momentum has been further strengthened, the added value of strategic emerging industries accounts for about 15% of the added value of industrial enterprises above scale, the added value of high-tech industries accounts for about 12% of the added value of industrial enterprises above scale, the output value of light industry accounts for about 32% of the total industrial output value, the R&D investment intensity of key enterprises doubled, and the number of effective invention patent applications for industrial enterprises above scale doubled.
The level of intelligence has been further improved, the intelligent transformation of factories of key industrial enterprises at the autonomous region level has been fully completed, the "enterprise to the cloud" of large-scale industries has achieved full coverage, and the industrial application index of integrated industrialization (industrialization and informatization) has reached 80.
The output efficiency has been further improved, the industrial added value rate has increased by about 2 percentage points, the energy consumption of industrial added value above a certain scale has decreased by more than 3% per year, the carbon dioxide emission per unit of industrial added value has decreased by more than 3.5% per year, the comprehensive utilization rate of solid waste has reached 73%, and about 10 green parks have been created in industrial parks at or above the autonomous region level.
The industrial layout is further optimized, and about 10 leading industrial clusters are built with complete chains and intensive development, and a "industrial tree" that supports the high-quality industrial development of the entire region.
2. Action Task
(I) Implement the "second entrepreneurship" action for accelerating the traditional industry.
1. Automobile industry. promotes the industry toward lightweight, high-end, and intelligent networking, focusing on the development of mid-to-high-end passenger cars, series of trucks, urban buses, tourist buses, school buses and special special vehicles, and develop key components such as engines, automatic transmissions, braking systems, suspension systems, and automotive electronics to improve the intelligence level of products and improve the local supporting rate of automobile production. Actively promote the reform and restructuring of automobile enterprises, introduce famous domestic and foreign enterprises, strengthen technological innovation and new product research and development, accelerate the construction of major projects, strengthen brand publicity, form a number of well-known domestic brands or regional well-known brands, and vigorously explore domestic and foreign markets. Accelerate the formation of a first-class automobile manufacturing base with a gradual increase in the proportion of mid-to-high-end models, a complete supporting system, and a first-class domestic automobile manufacturing base. By 2020, the total output value will be 350 billion yuan.
2. Machinery industry. promotes the industry to develop towards digitalization, intelligence and branding, focusing on the development of advantageous products such as engineering machinery, prestressed machinery, rubber machinery, electrical and electrical appliances, as well as emerging industries such as industrial robots and rail transit equipment, and forming a machinery industry system with outstanding advantages in characteristic products and relatively complete supporting facilities. Accelerate the development of "two enterprises and three cities". Support Guangxi Liugong Group Co., Ltd. to develop three major products, including engineering machinery, construction machinery and modern agricultural machinery, accelerate the expansion of construction machinery overseas markets, vigorously expand emerging fields such as industrial robots, and achieve comprehensive intelligence; support Guangxi Yuchai Machinery Group Co., Ltd. to make a solid and specialized and refined internal combustion engine core business, vigorously expand the fields of marine and military internal combustion engines, moderately develop diversified new businesses such as new energy vehicles, and actively expand international cooperation.Promote the development of industries and industrial services such as smart grids, rail transit (light rail), industrial robots, industrial design, etc.; promote the development of industries such as all-aluminum body vehicles, rail transit equipment, intelligent machinery and electrical equipment, prefabricated construction engineering equipment, etc.; promote the development of industries such as special vehicle internal combustion engines, high-end ship power systems, intelligent engineering equipment, advanced agricultural machinery equipment mainly based on deep ridge deep pine machines, new energy cold chains and urban logistics distribution vehicles. By 2020, the total output value will be achieved at 350 billion yuan and a regional machinery and equipment production and export base will be built.
3. Aluminum. promotes the industry to develop in a large-scale, deepening and chain direction, improves the production capacity of electrolytic aluminum, and meets the downstream aluminum deep processing needs. Increase technological research and development efforts and build a number of enterprise R&D platforms such as the national advanced aluminum processing innovation center. Vigorously develop high-purity aluminum products, develop aluminum for aerospace, vehicles, ships, construction, electronics and electrical appliances, and promote deep processing of aluminum. Accelerate the construction of Baise and Fangchenggang ecological aluminum bases, Liuzhou, Laibin and Hezhou aluminum deep processing bases, Nanning high-end aluminum R&D and innovation, aluminum processing and aluminum processing equipment bases, and create a new highland for the development of the national ecological aluminum industry. By 2020, the total output value will be achieved at 200 billion yuan.
4. Metallurgical and non-ferrous metals industries. promotes enterprises to develop towards high-efficiency, green energy saving, and products to high-performance and high-value-added products, and develops series of products such as building steel, automotive steel, ship steel, stainless steel new materials, as well as high-value-added new materials such as nickel iron, ferrochrome alloy, and manganese salt. Promote the construction of Guangxi Special Steel R&D Center, build a national-level metallurgical innovation platform, focus on the research and development of new high-performance special steel materials and new stainless steel materials, optimize smelting and deep processing technology, and break through key industrial technologies. Accelerate the construction of Fangchenggang comprehensive metallurgy base, Liuzhou steel base, Guigang steel base, Beihai Tieshangang stainless steel base, Yulin Longtan stainless steel product base, Wuzhou stainless steel supply base, Baise manganese industry base, Chongzuo manganese industry base, and Hezhou mine equipment casting base. Promote the non-ferrous metal industry to develop towards large-scale, high-end and green, improve smelting and production processes, vigorously develop deep processing of industries such as tin, antimony, indium, etc., develop high-value-added products such as tin foil, high-purity metal antimony, and indium targets, and build a Hechi ecological and environmentally friendly non-ferrous metal industry demonstration base and coastal non-ferrous metal processing base. By 2020, the total output value will be about 500 billion yuan.
5. Chemical industry. promotes the development of the industry towards base, intelligence and green, and focuses on the development of downstream products of petroleum refining and coal chemical industry. Vigorously promote the integration of refining and chemical, cultivate and form industrial chains such as petroleum refining, asphalt, rubber, chemical fiber, and fertilizers, and improve downstream aromatic, ethylene, propylene, and carbon. Promote the development of coal-to-methanol products, acetic acid, ethylene glycol and other products, and build a Qinzhou coal-based multi-production base. Accelerate the technological transformation of chemical enterprises in Liuzhou and Hechi, vigorously develop new high-efficiency special fertilizers, new liquid fertilizers and other products, and strengthen and expand the fertilizer industry. Promote Guilin and Liuzhou to develop high-end tires and other products, and build a rubber processing base in northern Guizhou. By 2020, the total output value will be 320 billion yuan.
6. Sugar industry. promotes the industry to develop towards deep processing of sugar products and comprehensive utilization of high-value-added circulation in the entire industrial chain, focusing on the development of deep processing of sugar products and comprehensive utilization products such as molasses, bagasse, filter mud, sugar leaves and tails, and setting a new benchmark for the circular development of China's sugar industry. Accelerate the demarcation and construction of sugar cane production protection areas, thoroughly grasp the construction of sugar cane "double-high" bases, support the strategic restructuring of sugar-making enterprises, establish Guangxi Sugar Group Co., Ltd., and cultivate leading sugar industry enterprises with strong competitiveness. Promote the construction of Guangxi China Sugar Industry Park and national sugar industry technology research and development base and headquarters base. By 2020, we will strive to reach 80 billion yuan in total output value.
7. Consumer goods light industry. is guided by meeting the new demand for consumption upgrading, and has deepened the special action of increasing varieties, improving quality and creating brands in the consumer goods industry, focusing on the development of daily chemicals, black and white home appliances, hardware plumbing, textile and clothing, leather, new energy electric vehicles and other industries.Promote the "time-old brand" brand enterprises such as Liuzhou Liangmianzhen Co., Ltd., Guangxi Wuzhou Xinhua Battery Co., Ltd., and Nanning Duoli Electrical Appliances Co., Ltd. to re-energize and create a number of famous and high-quality brands with international and domestic influence. Accelerate the development of daily chemical products such as traditional Chinese medicine health, functional personal care, and professional health washing. Actively undertake the transfer of the household appliance industry in the eastern region, plan and build a new highland for industrial acceptance in Wuzhou, Beihai, Yulin and other places, support traditional home appliance companies in Nanning, Liuzhou, Guilin and other places to become bigger and stronger, and accelerate the integration of the entire black and white home appliance industry chain and intelligent transformation and upgrading. Focus on developing hardware plumbing products with superior performance, strong practicality and high technological content, promote the production of hardware plumbing products for sanitary ceramics, shower rooms and cabinets, and create a batch of hardware products capital, hardware industry base, and hardware town (town). Promote the quality and high-end development of textile and clothing and leather products, and build Yulin, Guigang, Liuzhou, Guilin, Hechi and other places into regional high-end textile and clothing and leather manufacturing bases. Focus on developing lightweight, lithium battery-based and intelligent electric vehicle products, accelerate the creation of a full industrial chain from motors, controllers, batteries, tires to vehicle production, and vigorously cultivate new energy electric vehicle production bases in Guigang and other places. By 2020, we will strive to reach 100 billion yuan.
8. Agricultural product processing industry. promotes the extension of characteristic agricultural products in our district to high-value-added deep processing, and builds a number of agricultural product processing bases. Promote the deep processing of bulk agricultural products, promote Qinzhou, Beihai, Fangchenggang and other places to accelerate the development of new grain and oil varieties, improve quality, increase the comprehensive utilization of soybean meal, and develop the Beibu Gulf grain and oil processing industry. Support Liuzhou, Baise, Hechi, Guilin and other places to develop local characteristic camellia oil and develop a series of deep processing products for camellia oil. Support Nanning City in developing jasmine characteristic industries. Support Guilin City in developing the deep processing industry of Luohan fruit. Support relevant cities and counties (cities, districts) to develop natural drinking water and mountain spring water industries. Vigorously develop processing industries such as seafood, fruits, and imported nuts, and focus on developing high-end snack foods such as dry fruits, meat, poultry, and fish, and nuts. Nanning, Liuzhou, Guigang, Yulin, Wuzhou, Chongzuo and other places are encouraged to develop low-aldehyde high-quality plywood, high-density fiberboard, and high-end furniture. Promote the construction of silk industrial parks in relevant cities and counties (cities and districts), cultivate and introduce leading silk printing and dyeing processing enterprises, and form a full industrial chain of spinning, weaving, printing and dyeing, clothing, and home textiles. By 2020, we will strive to exceed 650 billion yuan in total output value.
Division of responsibilities: The Autonomous Region Industry and Information Technology Committee takes the lead (the Autonomous Region Sugar Industry Development Office is responsible for leading the promotion of the "second entrepreneurship" action of sugar industry), the Autonomous Region Development and Reform Commission, the Department of Agriculture, the Investment Promotion Bureau, etc. are responsible according to their division of responsibilities, and the people's governments of all prefecture-level cities in the region are specifically promoted.
(II) Implement strategic emerging industries doubling development actions.
1. A new generation of information technology industry. focuses on promoting the industrialization of optical communication and microwave communication equipment, smart homes, smart terminals, new displays, automotive electronics, computer complete machines, electronic components, integrated circuits, Beidou information and other products, and build a new generation of information technology industrial base in Nanning, Guilin, Beihai and other places. Support enterprises to technological innovation and intelligent transformation, support small and medium-sized enterprises to provide collaborative support around the industrial chain, cultivate a group of "specialized, specialized and innovative" enterprises in subdivided industries, and promote efficient industrial growth. By 2020, we will strive to achieve a total output value of 500 billion yuan.
2. High-end equipment manufacturing industry. takes intelligent manufacturing and green manufacturing as its main focus, focusing on the development of advanced rail transit equipment, high-end agricultural machinery equipment, power and energy equipment, robots, high-tech ships and marine engineering equipment, etc., and build high-end equipment industry clusters in Nanning, Liuzhou, Guilin, Yulin, Qinzhou and other places. By 2020, the total output value will be doubled.
3. New energy vehicle industry. promotes the scale of new energy vehicle products, localization of important parts, and independent key technologies, accelerates the development of core components and components of batteries, motors, electronic control, improves the local supporting rate of key components, implements the national and autonomous regions' policies to develop new energy vehicles, encourages social capital to enter the field of charging facility construction, accelerates the promotion of new energy vehicles application, and accelerates the creation of Liuzhou, Nanning, Guigang, Guilin and other places into the leading domestic new energy vehicle research and development and manufacturing bases. By 2020, the total output value will be 30 billion yuan.
4. Biopharmaceutical industry. implements the dual-wheel drive development of generic drugs and innovative drugs, focuses on the development of traditional Chinese patent medicines such as thrombosis and Sanjin Tablets, and chemical drugs such as artesunate, and cultivates the medical device industry. Focus on the development of biological drugs that have significant efficacy in the prevention, diagnosis and treatment of major diseases such as malignant tumors, cardiovascular and cerebrovascular diseases, and cultivate and create unique Guangxi national drug products and corporate brands. Create a southern ethnic medicine base, a southern pharmaceutical capital of China, a hometown of Zhuang Yao medicine in China, a national basic medicine and a Guangxi base for raw materials for major diseases. By 2020, we will strive to exceed 100 billion yuan in total output value.
5. New materials industry. breaks through a number of major and key common technologies, focusing on the development of new materials such as green and environmentally friendly, excellent performance, and high market demand, non-ferrous metal functional materials, graphene materials, rare earth functional materials, new light alloy materials, manganese salt new materials, new building materials, nano powder materials, advanced energy storage materials and other new materials. By 2020, the total output value will be achieved by 100 billion yuan.
6. Energy-saving and environmental protection industry. promotes the high-end, efficient, and professional and distinctive energy-saving and environmental protection services of energy-saving and environmental protection equipment (products), and focuses on the development of solid waste treatment equipment, sewage treatment equipment, air purification equipment, environmental monitoring equipment, energy-saving and consumption-reducing equipment, environmental protection instruments, etc. Carry out professional energy-saving and environmental protection services such as energy conservation and emission reduction investment and financing, energy conservation assessment and environmental assessment, energy conservation and environmental protection engineering design and construction, pollution control, environmental restoration, energy conservation and environmental monitoring. By 2020, the total output value will be achieved at 160 billion yuan.

1. Shangqi General Motors Wuling Automobile Co., Ltd., Dongfeng Liuzhou Automobile Co., Ltd., Guangxi Huaao Automobile Manufacturing Co., Ltd., Guangxi Shenlong Automobile Manufacturing Co., Ltd., Guilin BYD Industrial Co., Ltd. and other companies are the leaders to accelerate the development of the new energy vehicle industry chain. The leaders of the company are developing advanced high-efficiency and energy-saving engines that meet the European IV standards and accelerate the development of the medium and high-end passenger vehicle engine industry chain. Taking Liuzhou SAIC Automobile Transmission Co., Ltd., Guangxi Fangsheng Industrial Co., Ltd., Guangxi Kanai New Energy Co., Ltd., Guilin Fuda Co., Ltd., Guangxi Zhuoneng New Energy Technology Co., Ltd. as the leader, we will accelerate the development of traditional automotive clutches, transmissions, axles, crankshafts, electronics and electrical appliances, automotive interior parts and other parts industry chains. Comprehensively accelerate the development of automobile aftermarket service industry chains such as automobile finance, second-hand car business, automobile exhibitions, automobile repair, recycling and reuse, Internet of vehicles, and user information services.
2. Construction machinery and internal combustion engine industry cluster. takes Guangxi Liugong Group Co., Ltd. as the leading enterprise to build the industrial chain of engineering machinery engine systems, transmission systems, hydraulic systems, and electrical systems, build a construction machinery industry cluster, and build an important engineering machinery production base in my country.With Guangxi Yuchai Machinery Group Co., Ltd. as the leading enterprise, we will build an industrial chain of high-end casting parts, fuel supply and regulation systems, transmission systems, inlet/exhaust systems, start-up systems and internal combustion engine production, build an internal combustion engine industry cluster with the most complete product spectrum in China, and build an important domestic internal combustion engine export base. Focus on cultivating general machine tool manufacturers in Liuzhou and Guilin, developing machine tool products such as CNC high-precision molding grinders, five-axis linkage vertical machining centers, high-precision CNC milling machines, building core components industry chains such as host systems, CNC devices, servo motors, sensors and reducers, and building R&D and production bases for CNC milling machines, grinders and integrated manufacturing systems.
3. 4. Steel industry cluster. takes Guangxi Liuzhou Iron and Steel Group Co., Ltd. and Guangxi Shenglong Metallurgical Co., Ltd. as the leader to develop prefabricated steel structure construction steel, high-strength seismic steel bars and other construction steel industry chains. With Guangxi Liuzhou Iron and Steel Group Co., Ltd. as the leader, we will develop the automotive steel industry chain such as ultra-deep-drain cold-rolled plates for automobiles, cold-rolled galvanized plates for automobiles, hot-rolled high-strength automotive structural steel, and steel for standard parts for automobiles; and develop the automotive steel industry chain such as high-strength marine steel, high-crack-resolution marine steel and weather-resistant and corrosion-resistant marine steel. Taking Beihai Chengde Stainless Steel Co., Ltd. and other enterprises as the leader, we will develop new stainless steel materials industry chains such as high-nitrogen stainless steel, economical duplex stainless steel, high-performance stainless steel for offshore engineering and aerospace, high-hard, high tough, high wear resistance stainless steel and other stainless steel. Promote the construction of Fangchenggang's 10 million tons coastal steel base and accelerate the formation of domestic coastal advanced metallurgy production and processing bases.
5. Petrochemical and coal chemical industry cluster. takes Guangxi Petrochemical Branch of China Petroleum and Natural Gas Co., Ltd., and Sinopec Beihai Refining and Chemical Co., Ltd. as the leader to extend the oil refining industry chain. Leading with large enterprises such as Guangxi Sugar Industry Group Co., Ltd., Nanning Sugar Industry Co., Ltd., Guangxi Yangpunanhua Sugar Industry Group Co., Ltd., Guangxi Chongzuo East Asia Sugar Industry Co., Ltd., COFCO Tunhe Chongzuo Sugar Industry Co., Ltd., Guangxi Fengsang Biochemical Co., Ltd., etc., we will deepen the comprehensive utilization of by-products such as bagasse, molasses, filter mud, sugar sludge, sugar tips (leafs) and increase the added value of the product.Strengthen investment promotion, introduce famous domestic and foreign enterprises with high industrial correlation and strong radiation and driving capabilities, and develop products in the food, beverage, tourism and leisure fields with large market demand, as well as functional products such as fructose oligosaccharide, isomaltulose (alcohol), arabinose and other functional products. Promote the large-scale production of non-sugar products such as rum, sugarcane vinegar, sugarcane cell water, sugarcane beverages, etc. Accelerate the construction of the Guangxi China Sugar Industry Park integrating sugar product research and development, production, commerce, and tourism culture to achieve agglomeration and development.
7. Wood processing and papermaking industry cluster. takes Guangxi Jingui Pulmonary Paper Co., Ltd., Stora Enso (Guangxi) Pulmonary Paper Co., Ltd. and other companies as the leader, focusing on developing chemical mechanical pulp, food packaging paper, high-end cultural paper, packaging and decoration paper and other products, forming an internal circulation of the industrial chain that combines paper-raising forests, forest-promoting paper, and forest-paper. Taking Guigang and Yulin as the leader, we will accelerate the construction of the furniture and panel industry chain and form a southeastern Guizhou wood processing base. Leading companies such as Guangxi Forestry Group Co., Ltd. and Guangxi Fenglin Wood Industry Group Co., Ltd., we will develop high-quality plywood, medium and high-density fiberboard, directional particleboard, wooden flooring and other products to create a artificial board and furniture industry chain. Increase the cultivation of key enterprises and consolidate and enhance the position of Lipu Clothes Hangers as a global production base. Accelerate the construction of key projects such as Nanning Ketianshuixing Technology Co., Ltd., Guangxi Hengxian Modern Forestry Industrial Park, Guangxi Chipu Home Furnishing Industrial Park, and form an industrial chain with coordinated development of R&D, coatings, and board furniture. Accelerate the cultivation of leading enterprises such as Guangxi Zhiguang Furniture Group Co., Ltd. and build an important production base for office furniture.
8. Grain and oil processing industry cluster. takes Guangxi Xingrain and Grain Group Co., Ltd. and other companies as the leader, focusing on promoting the serialization of whole grains and miscellaneous grain products and the industrialization of staple foods, and creating a comprehensive utilization industrial chain of grain by-products such as broken rice, old rice, rice bran, chaff, and straw. If the application materials are qualified, the application or gas supply registration service shall be completed within 15 working days in the areas covered by the water supply and gas supply municipal pipeline network and do not involve permitted road excavation and other licenses shall be completed within 40 working days; the application time limit for low-voltage power supply installation service shall not exceed 10 working days, the user of high-voltage single power supply shall not exceed 35 working days, and the user of high-voltage dual power supply shall not exceed 45 working days.

For water, electricity and gas registration that meets the conditions, the supply company will invest to build supporting facilities to the user unit land red line.
