Sheng Guangzu seriously violated the party's political discipline , organizational discipline, integrity discipline and life discipline, constituted serious violations of duty and suspected of accepting bribes and using influence to accept bribes. He did not restrain himself or stop after the 18th National Congress of the Communist Party of China, which is of serious nature and has a bad impact and should be dealt with seriously. On March 10, 2013, The State Council’s Institutional Reform and Function Transformation Plan was announced. The Ministry of Railways will no longer retain it, and administrative responsibilities will be incorporated into the Ministry of Transport. Sheng Guangzu became China’s last Minister of Railways.
