Sheng Guangzu seriously violated the party's political discipline , organizational discipline, integrity discipline and life discipline, constituted serious violations of duty and suspected of accepting bribes and using influence to accept bribes. He did not restrain himself or stop after the 18th National Congress of the Communist Party of China, which is of serious nature and has a bad impact and should be dealt with seriously. In accordance with the relevant provisions of the " Regulations on Disciplinary Punishment of the Communist Party of China ", " Supervision Law of the People's Republic of China ", "Administrative Punishment Law of the Public Officials of the People's Republic of China" and other relevant provisions, after research and approval by the Standing Committee of the Central Commission for Discipline Inspection and submitted to the Central Committee of the Communist Party of China, it was decided to expel Sheng Guangzu from the Party; cancel the treatment he enjoyed in accordance with the regulations; confiscate his illegal gains; transfer his suspected criminal issues to the procuratorate for review and prosecution in accordance with the law, and transfer the property involved together.

On March 10, 2013, The State Council’s Institutional Reform and Function Transformation Plan was announced. The Ministry of Railways will no longer retain it, and administrative responsibilities will be incorporated into the Ministry of Transport. Sheng Guangzu became China’s last Minister of Railways.
