Recently, Handan City formulated the "Implementation Plan for the Prevention and Control of the New Coronavirus Pneumonia Epidemic During the National Day Holiday and Before and After" (hereinafter referred to as the "Plan"), issued the main epidemic prevention policies for entering Handan and leaving Handan before and after the National Day holiday, strengthened the management of personnel flow, resolutely built a solid line of defense for the prevention and control of the epidemic, and created a good social environment for the successful convening of the 20th National Congress of the Communist Party of China.
The "Plan" clearly states that during the National Day holiday, our city will strengthen the management of personnel flow, advocate local festivals for the masses, reduce traveling out of the province or across cities, and guide self-driving tourists to take the initiative to conduct nucleic acid testing for whenever they arrive; do not go to cities where local epidemics occur within 7 days unless necessary. All personnel entering Hebei and Handan will conduct "double landing inspection" (nucleic acid testing sampling and antigen testing) at the first landing point. Only those with no abnormal results in antigen can leave. Before the nucleic acid test results are reported, it is strictly prohibited to participate in gathering activities.
The Plan points out that closed-loop management of inbound personnel should be strictly enforced. Provide full-time tracking services for incoming personnel, guide them to "7-day quarantine + 3-day home health monitoring" in the first place of entry. If they really need to return to Handan to monitor their home health, the local area will connect with the entry area 2 days before they are lifted from centralized isolation, do not go out during home health monitoring, implement "point-to-point" closed-loop management, and "two inspections in three days".
For people entering and leaving Handan by plane, high-speed rail, train, cross-provincial long-distance passenger car and other means of transportation, they must hold a negative nucleic acid certificate within 48 hours. For prefecture-level cities, land border port cities, and people entering Hebei and returning to Handan from abroad that have a local epidemic within 7 days, they must report 48 hours in advance. People entering Hebei who have a local epidemic within 7 days will implement 3-day health monitoring and "three days and two inspections" (people in high and medium-risk areas travel history are subject to regulations). If the epidemic situation has implemented large-scale community control measures, refer to the control policy for people who have travel history in medium-risk areas (7 days of home isolation). All people entering Hebei and returning to Handan will be included in the local normalized nucleic acid screening after arriving in Handan, enter public places and take public transportation, and check the nucleic acid negative certificate within 72 hours.
In order to effectively prevent the risk of epidemic import during the National Day and around the country, the municipal transportation department has refined the implementation plan and coordinated the prevention and control of the epidemic and transportation guarantee during the holidays. Handan District draws more than 200 people from transportation, health and other departments to participate in the epidemic prevention and control work of Handan West Railway Station and Handan Bus Passenger Terminal , and strictly controls entry and exit, testing, disinfection and registration.
The "Plan" points out that station prevention and control will be strengthened and emergency preparations will be made. Transportation stations should strengthen the organization of passenger flow in the station, increase the reserve of masks and disinfectants, encrypt the frequency of ventilation and disinfection of stations and tools, strictly control passenger loading, remind passengers to take personal protection, and ensure that prevention and control measures are implemented in place.
