Luo Fengnian, male, 43 years old, member of the Communist Party of China, transferred from the Artillery Regiment of the Hunan Army Reserve Infantry Division in 2011, and participated in public security work in the same year. He is currently a police officer of the First Brigade of the Education and Training of Changsha People's Police School. He is the first batch of "three-capable police officers" of Changsha Public Security Bureau. He has won three third-class merits and served as a special instructor of the Ministry of Public Security three times.
