Red Net Moment News Reporter Guo Weican Changsha Report

First meeting Luo Fengnian, the first impression is a friendly person, a short and neat little flat head, and a cute smile. However, under this approachable appearance, he is a tough guy from a soldier to a policeman. On the training ground, he has unique skills and is brave and fearless on the road to attacking evil spirits. He is the "tough guy Lao Luo" mentioned by the students and the "iron-blooded instructor" of the Changsha Public Security Bureau.

Luo Fengnian, male, 43 years old, member of the Communist Party of China, transferred from the Artillery Regiment of the Hunan Army Reserve Infantry Division in 2011, and participated in public security work in the same year. He is currently a police officer of the First Brigade of the Education and Training of Changsha People's Police School. He is the first batch of "three-capable police officers" of Changsha Public Security Bureau. He has won three third-class merits and served as a special instructor of the Ministry of Public Security three times.

Luo Fengnian teaches professional knowledge and demonstrates practical skills.

The Pioneer of Teaching in the "Hundred Days Action"

If you want to "chase, win, and fight" on the battlefield to protect the safety of people's lives and property, you must improve your combat effectiveness and practice basic skills. In the "100-day Action" for public security crackdown and rectification in the summer, Luo Fengnian based on his duties and took the initiative, insisted on leading training through war, promoting war through training, and serving practical combat. He focused on emergency response, law enforcement and duty and conducted research and teaching in more than 20 grassroots offices and teams in 10 sub-county and municipal bureaus, and contributed his own efforts to improve the on-site handling capabilities of grassroots front-line responses to emergencies and police incidents at the grassroots minimum combat unit.

"Sweat more in peacetime, and you can only shed less blood during wartime. In handling police incidents, every negligence may lead to bloody lessons, so the mission of every training is to achieve full marks of practical combat!" Luo Fengnian regards police practical skills as the "life project" for the safety of civilian and auxiliary police. In response to the difficulties, pain points and bottlenecks of grassroots law enforcement, he conducted a key study on the subjects for handling emergencies, and successively trained more than 2,500 civilian and auxiliary police officers and social security prevention and control forces in grassroots police stations to give the minimum combat unit the maximum effectiveness.

In the teaching delivery, Luo Fengnian teaches professional knowledge point-to-point, face-to-face, and demonstrates practical skills. He patiently and meticulously corrected and demonstrated the problems and shortcomings exposed during training. "Instructor Luo's class always makes everyone feel refreshed, and everyone likes his class." This is the unanimous evaluation of Luo Fengnian by many students.

Luo Fengnian is always guiding shooting postures and emphasizing shooting safety standards.

Hardcore instructor

"Instructor Luo, I defeated my fear, thank you." In the 2021 new police training, there was a female policewoman who was particularly timid and afraid of hearing gunshots. What should I do? "No student is allowed to fall behind!" Every time when training breaks, Luo Fengnian will give her a special "small training", starting from eliminating inner fears, introducing the structure of the gun, operating procedures, etc. in detail, and conducting shooting teaching step by step. With his encouragement, the policewoman gradually overcame his fear of gunfire and scored 10 bullets and 96 rings in the final assessment. When the policewoman waved at Luo Fengnian with the target paper with tears and sweat, at that moment, the eyes of the "iron-blooded instructor" had already been soaked in tears.

live-fire shooting training aims to improve students' shooting skills and standardize gun operations. It has effectively honed the students' psychological quality in battle, improved their gun use level, and developed the real skill of defeating the enemy. 11 years of hard work, 11 years of persistence and perseverance, and in more than 4,000 classes of teaching, Luo Fengnian insisted on repeating ordinary things and doing them attentively. When conducting live-fire shooting teaching, Luo Fengnian stood by the police and guided his shooting posture at any time, emphasizing shooting safety standards, one stop is a day.

When I got home at night, my nose was covered with dust from ammunition, and my ears were buzzing, making it difficult to fall asleep all night. "Although it's hard, what you gain is the 100% shooting pass rate of all trainees, and they are tired but happy." Luo Fengnian smiled silly.

Luo Fengnian has always fulfilled the oath of "being a policeman in wartime and being a teacher in training". The picture shows an emergency drill for emergency response.

The iron-blooded tough guy on the "training battlefield"

The iron-blooded temperament and "desperate" style of a soldier have always been imprinted in his career. On a training battlefield, the suspect hid in a simple house with a knife, and there was only a narrow passage in front of the door. After analysis and judgment, Luo Fengnian believed that the effect of taking positive control was definitely not good, so he immediately divided the work of the team members and used a tactic of combining triangular formation shield and stick fork to break into the room, forcing the suspect to the corner, seized the opportunity to take off the controlled knives in his hand, and successfully controlled them.

"The speed must be fast, the action must be ruthless, and the control must be steady. Only one move can defeat the enemy in actual combat capture be able to ensure one's own safety and complete the task smoothly." On the training ground, Luo Fengnian's voice was sonorous and powerful, and the demonstration movements were like flowing clouds and water.

With obsession and love for public security education and training, Luo Fengnian has always fulfilled the oath of "being a policeman in wartime and being a teacher in training". The "Use of Force of Police" he summarized and refined won the second prize of the second National Police Practical Instructor Competition Anti-Terrorism Law Practical Training Class and the first prize of the city's Practical Instructor Competition. In response to the problems of police officers' skills such as bare hands, police weapons, weapons and other skills in actual combat, he accurately developed a series of practical courses to effectively connect training and actual combat. He also continuously broadened his training positions and studied and designed a set of pragmatic practical skills for the smallest combat unit, which were widely promoted in the city's public security organs' pragmatic practical teaching.

During his tenure as an instructor, Luo Fengnian led the training students to participate in the five batches of rotational training for node police security, completed pre-job training for more than 1,500 newly recruited civilian and auxiliary police officers, and more than 15,000 police practical skills training. He carried out more than 100 wartime teaching sessions for the "100-day Operation" and trained more than 340 grassroots police practical teachers, contributing his youth and passion to comprehensively improve the practical capabilities of Changsha Public Security Police.
