As of December 31, 2018, Hebei Province had 648,115 registered special equipment (569,289 in-use equipment and 78,826 deactivated equipment), and the number of equipment ownership accounts for about 4.65% of the total number of the country, ranking fifth in the country. Among them, there are 20,153 boilers, pressure vessels, 2196,560 elevators, 285,250 lifts, 2121,647 lifting machinery, 23,196 motor vehicles in the farm (factory), 1,198 large amusement facilities, and 111 passenger cableways. In addition, there are: 53,096 kilometers of pressure pipelines and 2332,249 gas cylinders.
The number and growth rate of special equipment in the province in the past six years
Special equipment refers to boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting machinery, passenger cableways, large amusement facilities and special motor vehicles in the field (factory) that are of great danger to personal and property safety. The safe operation of special equipment is closely linked to social and economic development and people's lives. In order to comprehensively and intuitively reflect the number, characteristics of special equipment in the province, as well as the situation, safety situation and safety supervision work of production, filling, inspection and testing units, in accordance with the provisions of the "Special Equipment Safety Law" and the "Special Equipment Safety Supervision Regulations", the Hebei Provincial Market Supervision Administration has compiled the "2018 Special Equipment Safety Status of Hebei Province", with the purpose of enhancing the society's understanding of the safety status of special equipment, providing special equipment safety supervision orientation, providing reference for the province's special equipment safety work decisions, and better serving special equipment related production, use, inspection and testing units.
In recent years, the number of special equipment in Hebei Province has maintained rapid growth. The number of special equipment ownership has increased from 394,214 units in 2013 to 648,115 units in 2018. The overall number of special equipment has increased by 64.4% in six years, with an average annual growth rate of about 10%, and the growth rate in 2014 is as high as 18%. Among them, the number of special equipment in Shijiazhuang City and Tangshan City exceeded 100,000 (In 2017, the number of special equipment in Tangshan City exceeded 100,000 for the first time in 2018). Shijiazhuang City, Tangshan City, and Langfang City, which have the largest number of special equipment, accounted for 44.7% of the number of special special equipment in the province.
As of the end of 2018, Hebei Province had 193 full-time supervision agencies for special equipment safety and 168 part-time institutions; there were 10 comprehensive inspection agencies for special equipment and 10 types of test institutions; there were 3,278 special equipment production units and filling units (provincial certificates); there were 69,058 special equipment use units, including 5,425 key monitoring units, involving multiple industries and fields such as petroleum, chemical industry, fertilizers, electricity, machinery manufacturing, pharmaceuticals, food production, shopping malls, hotels, residential communities, parks, scenic spots, etc.
In 2018, the safety supervision and inspection staff of special equipment at all levels in Hebei Province took the investigation and control of hidden dangers as a starting point, strictly implemented various work arrangements, focused on key points, ensure safety, grasped the foundation, improve capabilities, carried out supervision, promote implementation, and focused on publicity and created an atmosphere. The safety situation of special equipment in the province has developed steadily and positively, and no special equipment accidents have occurred throughout the year. This year, they aim to prevent and reduce accidents, highlight the four major themes of "preventing and controlling risks, implementing responsibilities, deepening reforms, and consolidating the foundation", adhere to problem-oriented approach, focus on key points, make up for shortcomings, strengthen weaknesses, and vigorously promote the effective implementation of all work, and dynamically "zero" all major accident hazards of special equipment that have been found, striving to avoid major or above special equipment safety accidents throughout the year, and the safety situation of special equipment will continue to be stable, providing strong safety guarantees for building a strong economic province and a beautiful Hebei in the new era.
