Special rectification of water radio order
0 From June 1, the national special rectification of water radio order management will kick off. In accordance with the work requirements of the Ministry’s Maritime Bureau and Guangxi Maritime Bureau, the Guigang Maritime Bureau coordinated the deployment, clarified the division of labor and promoted the rectification process in an orderly manner, vigorously carried out water radio monitoring and law enforcement, conducted in-depth surveys, made efforts at multiple points, and acted jointly to strictly investigate illegal behaviors, rectified hidden dangers and stubborn diseases, maintain the order of water radio communications, and effectively improved the water radio supervision and service guarantee capabilities in the jurisdiction. Preliminary results have been achieved.

Guigang Maritime Bureau conducted a self-inspection survey on the current situation of water radio order management in its jurisdiction, concentrated and detailed sorting out related issues of radio violations, established a key area of "multiple and prone to" water radio in its jurisdiction, established a list of problems, and filled out a self-inspection list; organized a special person to carry out radio data verification work, and completed the self-inspection self-correction of our bureau's 4 VHF base stations, 5 radar stations, 8 coast patrol ships radio stations (stations) licenses, radio frequency use and radio station identification code use.

0 On the afternoon of May 27, the Guigang Maritime Bureau and the Guigang City Radio Monitoring Center held a special seminar on radio frequency protection in the conference room on the sixth floor of the Guigang Maritime Bureau. The meeting further implemented the spirit of the "Guangxi Water Radio Frequency Protection Work Coordination Mechanism", and the two sides exchanged their practices and experiences in radio interference investigation and punishment and administrative law enforcement, carefully sorted out and discussed their respective work responsibilities and work systems, and put forward suggestions for the next step of cooperation.

On the afternoon of July 20, the Guigang Maritime Bureau and the Guigang Radio Monitoring Center signed the "Cooperation Agreement on Water Radio Management Work". Based on the principles of complementary advantages, sharing of resources, focusing on people's livelihood and common improvement, the two sides have established a cooperation mechanism from cooperation consultation, standardized setting, interference investigation, supervision and inspection, etc. The signing of the agreement marks that the two sides will further promote and deepen strategic cooperation on the basis of the original water radio cooperation and jointly build a water radio security management chain, which is of milestone significance.

From July 21 to 24, the Guigang Maritime Bureau and the Guigang Radio Monitoring Center jointly carried out a water radio inspection operation, and conducted a full-coverage inspection on the main stream waters such as Yujiang , Xunjiang, Qianjiang and other trunk water areas in the jurisdiction, as well as the anchorage upstream of the Datengxia water conservancy hub, temporary mooring points downstream, and China Resources anchorage. A total of 5 coast patrol ships were dispatched and 29 law enforcement personnel were conducted, including 18 maritime law enforcement personnel, 4 monitoring equipment (sets), 45 ships of various types were inspected, more than 130 special water radio equipment (sets) such as VHF radio stations, AIS and Beidou systems were inspected, and 11 illegal and irregular activities were investigated and dealt with.

On July 16 and 17, law enforcement personnel of relevant departments of our bureau actively participate in the on-site water radio law enforcement video training carried out by the Maritime Bureau of the Ministry of Transport. Through training, the business knowledge related to ship radio has been consolidated, the level of on-site law enforcement of law enforcement personnel has been improved, and it has played a good role in improving maritime law enforcement efficiency and maritime supervision.

Guigang Maritime Bureau's relevant departments and maritime (offices) offices carry out static information verification by making full use of information supervision methods such as Xijiang maritime comprehensive supervision platform, maritime hands, clean sea guards and radio professional monitoring equipment. In combination with electronic cruise, on-site cruise, etc., targeted inspection of ship radio usage, timely convey suspected illegal ships to the on-site dynamic law enforcement personnel for verification, and accurately crack down on illegal and irregular behaviors on water radio.Through the "combination of dynamic and static" supervision method, a total of 43 problem ships were found, and boarding inspections and further investigations were carried out on the problem ships.

Since the special rectification work on radio order management has been launched, the business volume of ship and radio license application in Guigang jurisdiction has increased dramatically. In order to ensure the smooth issuance of relevant certificates, Guigang Maritime Bureau promptly sorted out job responsibilities, carefully connected with government service guidelines, and strengthened business training for job personnel; added certificate preparation equipment, prepared blank certificates to ensure the smooth issuance of certificates; carried out policy interpretation and publicity to the outside world in advance to ensure the orderly implementation of the application work. According to statistics, since the special project was launched, a total of 6,423 applications were accepted through water radio services (8,136 in the year total), and a total of 4,148 licenses were issued (5,425 in the year total), ranking third in the country in terms of business volume.

July 10, the Guigang Maritime Bureau pushed a typical case warning education on the bureau’s public platform with the title “Illegal acts of water radio, must-see when traveling on a boat!”, warning of three typical cases of “not entering accurate information in the ship’s automatic identification equipment in accordance with regulations, not listening on the specified VHF communication channel, and not keeping the ship’s automatic identification system in normal working state in accordance with regulations”. The ship owners, ship operators, crew members and relevant industry personnel were asked to learn lessons and strictly abide by relevant laws and regulations on water radio management.
Under more than two months of vigorous rectification, the crew members in Guigang's jurisdiction have improved their awareness of the legal system of water radio compared with the previous period, and the illegal and irregular behaviors of water radio are greatly reduced compared with the previous period, and the radio order in the jurisdiction has been effectively improved. In the next step, the Guigang Maritime Bureau will vigorously consolidate the achievements, continue to promote the special rectification campaign for the management of water radio order, strengthen the inspection of ship-borne radio equipment in the jurisdiction, deepen cooperation with the Guigang Radio Monitoring Center and other relevant departments, continuously improve supervision efficiency, and create a good water radio order in the jurisdiction of Guigang.

During the special rectification of water radio order management, Guigang Maritime Bureau will severely crack down on prominent illegal acts such as intentional closing of AIS signals, tampering with or impersonating radio station identification codes, unauthorized transformation of shipboard radio equipment, malicious implementation of signal interference, and focus on rectifying prominent problems such as incomplete equipment for ship radio statutory licenses, "one code multiple ships", "one ship multiple codes", illegal occupation of dedicated channels, and violation of communication order.
Please use radio equipment consciously and standardize the use of radio equipment, and do a good job in self-inspection and self-correction including but not limited to the following aspects:
1. Whether you hold a valid (inland) ship identification code certificate;
2. Whether you hold a valid ship radio license;
3. Whether the radio certificate records are consistent with the actual ship;
4. Whether the ship inspection and verification records record information is consistent with the actual ship;
5. Whether the electrical equipment holds a marine product certificate;
6. Whether the radio equipment can be turned on and used normally;
7. Whether the static information of the AIS equipment is correct;
8. Whether the dynamic information of the AIS equipment is updated in time;
9. Whether the number of radio equipment equipment meets the requirements;
10. Whether the crew is proficient in operating radio equipment, etc.;
