Experts conducted in-depth discussions and analysis on three topics: "Key issues and solutions for the development of think tanks in the post-epidemic era", "How think tanks can improve global governance capabilities and promote think tank cooperation", and "How to build a benign cooperation mechanism between think tanks and media, and enhance the dissemination of public opinion". Executive Dean of the National Development and Strategy Institute of Renmin University of China and Dean of the School of Public Administration Yan Jinming pointed out that ideological innovation and public opinion dissemination are important two wings of the development of think tanks, and public opinion dissemination is based on ideological innovation. In the public policy and public opinion field, think tanks, as the core of ideological innovation, play an important role in setting agenda and guiding public opinion. The global COVID-19 pandemic that has continued to this year has had a profound impact on all aspects of human society. The changes of the times and the epidemic in the century are superimposed on each other. The world is entering a new period of turbulent and change. China and the world are facing a series of new problems and new challenges, which is both a challenge and an opportunity for Chinese think tanks.

Wang Lili, deputy dean of the National Development and Strategy Institute of Renmin University of China and professor of the School of Journalism, chaired the forum and pointed out that as a knowledge-intensive organization engaged in public policy research, think tanks constitute an important force that affects world politics, economic development and the future of mankind through the high combination of expert knowledge and public opinion power. In today's world, human society is facing the most severe global crisis since World War II . Countries around the world urgently need to strengthen dialogue and cooperation to jointly build a beautiful world in the post-epidemic era. As non-state actors, think tanks provide a possible path for countries around the world to jointly respond to global issues through their ideological innovation, public opinion dissemination, multinational think tank network construction and global public product supply. The ideological innovation of the Chinese think tank complements the media's public opinion dissemination, and can jointly build a credible, lovely and respectable image of China.

Director of the China Institute of Social Sciences Evaluation believes that the construction of think tanks and the dissemination of public opinion need to continue to make efforts from the three dimensions of academic influence, social influence, and international influence. Chinese think tanks should publish more high-quality Chinese and English papers; they should change the current situation of relying too much on traditional media, improve their ability to use new media, and make more experts more influential opinion leaders; think tanks need to further broaden international voice channels, cross the information gap, and reduce information asymmetry. In the process of building international discourse power, think tanks face the main problems of how to define, explain, mobilize, and look forward. At the same time, think tanks need to form a relatively complete dialectical unified with the role of independent narrative and collective narrative. In the historical process of seizing greater international discourse power, think tanks have great potential.

Li Lijuan, deputy editor-in-chief of China Internet News Center, believes that the evolution of communication technology has profoundly changed the context of international communication. The current dominant communication model has changed from the original mass communication to the "multi-in-one" co-creation communication. At the same time, social media has now become the main battlefield for international discourse power game. Therefore, China needs to realize the two-way empowerment of think tanks and media to form a joint force to enhance China's discourse power. In the process of international communication, China should transform professional discourse into popular discourse, transform abstract concepts, concepts, and concepts into visual language, and take the user route so that Chinese voice can better implement overseas.

National high-end think tank Wuhan University Institute of International Rule of Law Xiao Yongping said that strengthening cooperation between think tanks and media and continuously improving the international influence of China's stories is a must-solve problem for the construction of Chinese think tanks in the post-epidemic era. Think tanks should jointly build an international discourse innovation platform with the media to improve international communication capabilities.The discourse innovation platform needs to be built from four aspects: creating a theoretical discourse platform that can tell the story of China's rule of law well; creating an implementing discourse platform that can distinguish the legal principles of international events; creating an output platform that is familiar with the rules and procedures of international organizations and participates in the formulation of global governance rules and regular discourses; creating a discourse debugging platform that can boldly deploy an academic exchange network and expand the international circle of friends.

Vice President of Phoenix New Media and Editor-in-Chief of Phoenix Network Zou Ming believes that the content construction and international communication of think tanks need to start from the following aspects: First, strive to cultivate cultural products with international IP effects and actively try to break the circle; Second, think tanks can play the role of media to a certain extent; Third, my country's think tanks should build an annual forum with international effects to absorb global elites and fully demonstrate international influence; Fourth, Chinese think tanks should pay attention to the short, flat and fast characteristics of new media platforms, make full use of the "celebrity effect" to expand their influence, actively cultivate knowledge-based big Vs with international influence, and spread Chinese wisdom to foreign audiences; Fifth, Chinese think tanks should pay more attention to international social media platforms and absorb international elites in various fields.

In addition, the rise of Chinese think tanks in the post-epidemic era cannot be separated from the guarantee and incentives of the system. Think tank scholars should "go global" and actively explore the unique understanding of the post-epidemic era of countries around the world.

Xie Rongbin, deputy editor-in-chief of the Global Times, believes that China's media and think tanks need to deepen cooperation, take a new path of mutual integration, jointly enhance international influence, and create an international voice that matches China's national strength. At the moment of globalization, people from all countries are increasingly paying attention to the development of the global situation, and public opinion at home and abroad is also intertwined, which also means that the media and think tanks need to play a good role in the bridge between the national decision-making level and the social public opinion level. In addition, Chinese media and think tanks should actively participate in the discussion of international topics, make Chinese voices, actively set topics, and guide international public opinion. Due to the fragmentation of audience reading habits and the transformation of the communication ecosystem, media and think tanks can complement each other's advantages and work together.

Li Gang, director of the China Think Tank and Evaluation Research Center of Nanjing University, pointed out that the so-called "think tank" with the purpose of profit not only dilutes the concept of think tanks to a certain extent, but also downplays the public welfare attributes of think tanks. Therefore, China should clarify the difference between think tanks and policy research institutions, build a social think tank with truly public welfare, and give full play to the public welfare, neutrality, scientificity and long-term nature of social think tanks. In addition, Chinese think tanks should pay attention to the issue of downward shifting focus and incremental layout in the post-epidemic era. The construction of Chinese think tank entities and the construction of decision-making consulting systems should be kept in a synchronous manner. In the post-epidemic era, China must develop a "ideological market" and build various supporting facilities under the regulation of laws and regulations.

Just Dean of the School of Journalism of Renmin University of China , believes that the essence of a think tank should be an ideological factory and contribute ideas and opinions to society. In a sense, through the amplification of media, think tanks can guide social thoughts and become opinion leaders. The future construction of Chinese think tanks should start from the following aspects: establish a scientific decision-making mechanism for the interaction of multiple subjects; establish a normalized communication and result reporting system between think tanks and decision-making departments; build a first-class talent training mechanism for strategic and policy research and the government's " revolving door "; explore new types of governance institutions and governance structure issues, and optimize the review mechanism.
