Illegal buildings were rectified, and the masses were given a public ecological space
The ancients called "the red is more, the white is less" "Jin". Jinyun Mountain is named after its early evening clouds and colorful clouds.
Jinyun Mountain is an important "lung lobe" in Chongqing's main urban area and a valuable species gene bank in the upper reaches of the Yangtze River. Due to various reasons, Jinyun Mountain, which has unique natural resources, once had problems such as prominent illegal buildings and disorderly development of farmhouses to eat up forest land, which made Jinyun Mountain’s natural ecology overwhelmed. The Jinyun Mountain ecology must not be destroyed! In June 2018, under the unified arrangement and deployment of the Municipal Party Committee and Municipal Government, the comprehensive environmental improvement of Jinyun Mountain Reserve was officially launched. In accordance with the work requirements of "complete investigation and survey in one month, formulate classified disposal opinions in three months, concentrate rectification in six months, and prepare overall plans, study policies, and promote development in one year", our city began to fully promote rectification work.
After the government order was issued, all levels and departments took action. Among them, Beibei District, which has the heaviest rectification task, has dispatched more than 500 cadres, hired 45 professional and technical personnel, and formed 37 working groups, starting the first step of comprehensive rectification - comprehensive investigation and rectification of illegal buildings.
Li Xinghua and Li Xingyong, who are in their 60s, live on the base of a large house in the back mountain of Jinyun Mountain. In 2012, they were able to rebuild a new house due to the policy of dilapidated and old house renovation. However, during the reconstruction, the relevant departments approved the construction of less than 100 square meters, but his family built a total of more than 900 square meters of three floors and one bottom through the heightened floor.
As the largest illegal building in Jinyun Village, Chengjiang Town, Beibei District, Li Xinghua initially thought of only demolishing the illegal part, and manually demolished it for 9 days without much progress. "The comrades in the town come to do their work, and I hope I can take the lead in speeding up the progress." On the tenth day, Li Xinghua called out the excavator that was dispatched by the town and demolished all his house that day.
According to the Municipal Forestry Bureau, at present, 340 illegal buildings recognized by all levels and aspects in the Jinyun Mountain Reserve have been rectified, with a total of more than 80,000 square meters of illegal buildings being demolished.
Our city also took the opportunity of the comprehensive rectification of Jinyun Mountain to simultaneously launch the rectification and demolition of illegal buildings in the main city's "Four Mountains". In accordance with relevant regulations, the district and county governments investigated and verified illegal buildings in their jurisdiction, established a list of problems, and comprehensively rectified them in accordance with the "one case, one policy" and canceled them item by item. As of the end of last year, Shapingba District demolished 974 illegal buildings in the Zhongliangshan area, 838,400 square meters; Jiangbei District severely cracked down on the prominent problems of the "four chaos" in Mingyueshan area, demolished 4,500 square meters of illegal villas and other buildings; Nan'an District vigorously promoted special rectification actions such as illegal villas in Tongluoshan area, Nanshan B&B, and "hot pot street" illegal buildings, rectified 586 illegal buildings of various types, with an area of 562,600 square meters...

This mine pit has formed a lake due to the long-term gathering of rainwater. Due to the special geological structure and the water surface is blue-green, it is nicknamed Chongqing's "Maldives", which attracts many young people to come and play.
"Although the water surface is beautiful, since it was a mine in the past, the surrounding ecological environment was very poor." A person in charge of Banan District said that the mine pits are actually the "scars" of the "Four Mountains". The area of historical legacy and closed mines within the control scope of the "Four Mountains" in Banan is 180 hectares. Most of these mines and mine pit areas are exposed, and the ecological environment has been greatly damaged.
In order to restore the ecological environment of these areas, in 2019, Banan District invested 17.99 million yuan to set up 9 engineering restoration projects to carry out ecological restoration of closed mines. The ecological restoration area has been completed.
Among them, Honglu Mining Pit carried out comprehensive remediation through the method of "mining pit backfilling + slope improvement + ecological garden creation". A total of 1,130 mu of mountain was restored, 900 mu of core land was renovated, 32,600 plums, 13,000 fragrant peaches, and 200,000 Hangzhou Baiju Garden were planted.

In addition to controlling the typical "scars" of the "four mountains", our city has also implemented a precise improvement action for forest quality in the "four mountains" area, gradually increasing forest coverage, optimizing the structure of stands, enriching the color of forests, and improving forest quality.
Yubei District is in a situation where land resources are very limited, in order to effectively balance ecological construction and economic development, in 2019, the district coordinated the promotion of ecological construction and rural revitalization, and launched the "Double Hundred Thousand" project, namely, the construction of 100,000 mu of economic fruit forests and 100,000 mu of ecological forests, further optimized the ecological environment and promoted the development of modern characteristic agriculture.
As of now, the system management of mountains, rivers, forests, fields, lakes and grasslands of the "Four Mountains" have begun to show results. A total of 68 mining rights have been withdrawn from the "Four Mountains", focusing on backfilling and sorting of 205 collapse pits in the Zhongliangshan and Tongluoshan areas, and the mine management and restoration area has been completed by about 652 hectares.
