[Global Times Comprehensive Report] Taiwan and Southeast Asian regions such as Cambodia lack channels for joint cross-border combat crime, and related regions have therefore become the "base camp" of Taiwan's fraud and drug smuggling groups. In recent days, calls have been rising on the island for the restoration of the cross-strait joint combat mechanism.
Taiwan's United Daily News said on the 30th that the news that three Taiwanese were shot and killed in Cambodia was reported by Cambodia media on the evening of the 28th. The Taiwan Criminal Bureau said that it had not received any relevant information and was contacting the Cambodian police to find out the case. Earlier, a Taiwanese man from Hualien County went to Cambodia in June and died of suspected "drug overdose" in early August, but the Taiwan police were unable to grasp the actual details.
The United Daily News believes that the mechanism for joint combating crime between the two sides of the Taiwan Strait is a breakthrough for helping Taiwanese people who are caught in crimes in Southeast Asia. However, in response to whether the mainland can be asked to help solve the plight of Taiwanese compatriots through cross-strait mechanisms, the Mainland Affairs Council of Taiwan only stated on the 18th that the authorities are currently "actively carrying out rescue" and will also strengthen the joint combat of crime with Thailand, , Malaysia, and other countries. Taiwan police said in a low-key manner that the "cross-strait joint fight" has stopped due to the sudden freezing of relations. "If the mainland rescues the Taiwanese victim and brings it back to the mainland, it may become a bigger political storm and will be uncontrollable."
The agreement between the two sides of the Taiwan Strait to jointly combat crime and judicial mutual assistance is referred to as the "Cross-Strait Co-operation Agreement", and was signed by the Straits Foundation and the Association for the Taiwan Straits in Nanjing in 2009. After the signing, the repatriated people on both sides of the Taiwan Strait include Wang Zhixiong who is suspected of hollowing out ZTE Bank, former Taiwan "legislator" Guo Tingcai , major shooting criminal Chen Yongzhi, and the kidnapping of Taichung Deputy Speaker Xu Wuxiang and other major criminals. As of the end of November 2017, the two sides of the Taiwan Strait requested each other's judicial investigation and evidence collection to each other, and 78,000 mutual documents were delivered. In terms of requesting criminal intelligence investigations, a total of 6,908 cases were filed as of the end of November 2017. In addition, the Taiwan Criminal Bureau and mainland public security have repeatedly joined forces to crack cross-border fraud and drug trafficking groups. In 2011, the Taiwan police cooperated with mainland police to dispatch personnel to Southeast Asian countries to jointly combat fraud gangs with local police. At that time, Taiwan brought back 122 Taiwanese suspects through the mainland police.
After Tsai Ing-wen came to power, police and political exchanges were almost stopped. According to statistics from Taiwan’s "Criminal Bureau", the most cross-border crimes cracked by cross-strait cooperation in the past 10 years were the Ma Ying-jeou period. 37 cases were cracked a year, with an average of 1,399 arrests per year; but in 2021 it dropped sharply to "one case, two suspects", and the mainland provided drug information from the Taiwan side; the part of criminals who were taken and repatriated was taken, the Magistrates detained a total of 321 people in the first five years, and the Tsai administration only 52 people were arrested in the next five years, and in 2021 it was even zero. In January this year, Taiwan’s Immigration Agency sent 21 mainland smugglers back to the mainland. This is the first time in more than a year that Taiwan has deported smugglers back to the mainland.
Taiwan's China Times said on the 22nd that only the two sides of the Taiwan Strait jointly fight and clear the source is the best strategy. Taiwan's "Want Daily" published an editorial saying, "The cooperation between the cross-strait judicial organs can save the Taiwanese people who are in trouble overseas." But unfortunately, the DPP cannot see the risk of gold hunting in Southeast Asia. It always makes people unable to use the hands of the mainland to help rescue people in crisis on the grounds that they have no "diplomatic relations" with Cambodia and are difficult to use the means of saving people.
